That control is available for videos captured above 30 frames per second on iOS 18 or later; if it is missing, use iMovie to adjust the clip or a selected section.
Slow down an eligible video in Photos

Open Photos and select the video.

Tap Edit.

Open the video controls and tap Playback Speed.

Choose a slower speed, then preview the clip and tap Done to keep the edit.

Apple documents this adjustment for videos recorded above 30 FPS on iOS 18 and later. The available speed options can vary with the video’s format. If you do not see Playback Speed, confirm the clip meets that frame-rate and iOS requirement; otherwise, use iMovie. See Apple’s video-editing instructions and iPhone Photos guide.
Choose which part of a Slo-mo video plays slowly
For a video recorded in Slo-mo, Photos lets you set where the slow-motion section starts and ends. Open the recording in Photos, tap Edit, then drag the vertical white markers on the timeline to frame the section you want to play in slow motion. This changes the slow-motion portion of that recording rather than applying one speed to an ordinary video.

To give parts of the same clip different speeds, divide the clip into ranges and adjust each range separately.

iMovie preserves audio pitch by default when you change a clip’s speed. A project setting can instead make pitch change with speed. Apple’s specific range of 1/8× to 2× applies to Magic Movie and storyboard projects; do not assume those limits apply to every iMovie project type.
