Can you set up Windows 11 without internet or a Microsoft account?
Yes, on setup flows that provide an offline installation option. Microsoft’s accessibility instructions document a sequence that lets you finish setup with a local user account; those instructions are written for screen-reader use, so other Windows images may show different screens or choices. Microsoft’s general setup guidance also describes connecting to a network and signing in with a Microsoft account. What you see can vary with the PC configuration, Windows image, and account type. If setup offers a local-account option, follow the on-screen instructions. If it does not, first identify your Windows version and build—especially whether it is an Insider build—rather than relying on a command to restore the option.

- Enter a name and password for the local user account.

Follow the screens presented by your particular setup image; this documented sequence is not a guarantee that every PC will display identical options.
What to know about OOBE command workarounds
Some third-party instructions describe commands such as OOBEBYPASSNRO and start ms-cxh:localonly for exposing local-only setup choices. These are build-sensitive community-documented workarounds, not universal Microsoft-supported methods, and their availability can change.

In an October 6, 2025 Dev Channel announcement for Build 26220.6772, Microsoft said affected Insider builds remove known mechanisms for creating a local account in OOBE. The announcement says users on those builds will need internet and a Microsoft account to complete setup. That policy statement applies to the affected builds described in the announcement; it does not establish the behavior of every retail Windows 11 release. Check Microsoft’s Build 26220.6772 announcement before treating an older command guide as current.
Local account vs. Microsoft account
Microsoft defines a local account as one specific to a device. A Microsoft account can connect Windows with Microsoft services and support syncing across devices. The practical differences are:

Microsoft recommends a Microsoft account for integration, security, and synchronization. Whether those features are useful to you depends on how you use Windows; choosing a local account does not prevent you from changing account type later. Details are in Microsoft’s account-switching guidance.
Change account type after setup
You can switch account types from Settings > Accounts > Your info. A local-account user can select “Sign in with a Microsoft account instead”; a Microsoft-account user can select “Sign in with a local account instead.” This provides a way to change your choice without repeating Windows installation.

When to use installation media
Installation media is relevant if you need a clean install, not simply because you want to try the offline setup flow. Microsoft lists booting from installation media as an alternate installation method, but warns that a fresh install removes existing files and installed apps. A USB flash drive is needed to create USB installation media, but it is not necessary for every person completing offline setup. If you are already in OOBE and can use the documented offline flow, you may not need installation media at all. What to do if setup requires a network
- You see an offline or local-account choice: Use the on-screen option and complete the prompts.
- You do not see one: Confirm the Windows version and build, and whether it is an Insider build. The documented offline route and available options vary by image and build.
- You are considering a command workaround: Treat it as version-sensitive, not guaranteed; Microsoft has announced removal of known local-only OOBE mechanisms in affected Insider builds.
- You are considering a clean reinstall: Use installation media only if it fits your situation, and back up needed files first because a fresh install can remove them.
