For non-VR games, Steam Frame Controllers use Steam Input whether you play locally or stream. You can adjust bindings through the game’s controller configuration, but Valve’s accessible general guide documents desktop and Big Picture routes—not a verified menu path inside the Steam Frame headset. For VR games, use SteamVR controller bindings instead.
First, identify whether the game is VR or non-VR
Valve says Steam Frame Controllers “take full advantage of Steam Input” in non-VR titles played locally or via streaming. The game may receive the controller as a generic gamepad or as keyboard-and-mouse input, depending on the bindings. That is why the right layout can vary from game to game. Valve’s Steam Frame Input documentation describes this behavior.
VR games use a different system: SteamVR controller bindings. Do not assume a Steam Input layout for a non-VR game will configure a VR title.
Open a non-VR game’s controller configuration
Valve’s general Steam Input player guide gives the following routes. Its examples are generic and may use older interface labels; they are not confirmation of the current Steam Frame headset menus.

- Connect the Steam Frame Controller.
- On the desktop client, open Steam > Settings > Controller to inspect controller settings.
- In your library, select the game whose layout you want to change. In the desktop client, right-click the game and choose Edit Steam Controller Configuration.
In Big Picture mode, open the game’s menu and choose Manage Game > Controller Configuration. Valve’s Steam Frame support page links to Frame-specific setup and troubleshooting material, but the accessible instructions do not establish the exact headset menu sequence. Treat the desktop and Big Picture steps as general Steam Input guidance, not as guaranteed instructions for the headset UI. Steam Frame Support
Why a layout may behave differently between games
A non-VR game can interpret the configured bindings as gamepad controls or as keyboard-and-mouse input. Choose or adjust the per-game layout for the input style that works with that title; a binding that suits one game may not suit another. Valve’s documentation describes these possible input forms but does not prescribe a single layout for all games.

For VR games, check SteamVR bindings
SteamVR uses a Steam Frame Controller binding by default when one is available. Valve documents this fallback order when it is not:
- OpenXR Generic Controller
- Oculus Touch
When a fallback binding is used, SteamVR remaps it to the Frame Controller layout. This is compatibility behavior for VR, not the per-game Steam Input workflow for non-VR titles. Valve’s Steam Frame Input documentation

If your bindings do not work
As general Steam controller troubleshooting, Valve’s older guidance recommends checking whether the Steam Overlay is enabled and whether the game supports the input style selected by the layout.
