You can use RetroArch with its Genesis Plus GX core to play Genesis/Mega Drive games, but the emulator setup and the right to obtain each game file are separate questions. Use game files only when a source is authorized for your location and that specific game. In the United States, owning a cartridge does not by itself establish a general right to download a ROM.
What you need to play Genesis games in RetroArch
RetroArch is the emulator frontend; Genesis Plus GX is a core that provides Genesis/Mega Drive emulation within it. Libretro’s Genesis Plus GX documentation covers those systems and says the core does not support 32X games. That makes Genesis Plus GX a reasonable starting point for ordinary Genesis titles, but not for a 32X game.
Install RetroArch from an official distribution for your device, then install or select the Genesis Plus GX core in RetroArch. Menu labels and installation steps vary by operating system and distribution, so follow the instructions for your version rather than assuming one universal installer path. The core’s documented setup is to load game content through RetroArch; only load files you are authorized to use.
Load a game and check its region if needed
- Install RetroArch: Get the version intended for your operating system from an official RetroArch distribution.
- Install or select the core: In RetroArch, use its core-management or core-selection controls to choose Genesis Plus GX. The exact menu wording can differ by platform and version.
- Load authorized game content: Use RetroArch’s content-loading controls to select a game file you obtained from an authorized source. If the game does not start, first check that Genesis Plus GX is selected and that the file is a supported Genesis/Mega Drive game.
- Check the system and region options: If gameplay runs too quickly or slowly, check the core’s system and region settings. Libretro documents Auto as an option and explains that PAL runs at 50 Hz while NTSC runs at 60 Hz; a region mismatch can affect game speed. Choose Auto where appropriate or the region matching the game.
Do Genesis games need BIOS or firmware files?
For ordinary Genesis/Mega Drive games, Genesis Plus GX documents the startup ROM as optional. Sega CD is different: the core documentation lists regional BIOS files required for the corresponding Sega CD games. A technical requirement does not grant permission to download firmware, so obtain any BIOS only from a source authorized to provide it for your jurisdiction and use.

Can you download a ROM if you own the cartridge?
Not as a blanket rule. The legal material here is U.S.-focused, and it does not settle every question about copying a physical Genesis cartridge, circumvention, or the terms that apply to a particular game. The safest practical rule is to obtain each game file only from a source authorized for your jurisdiction and that game. Do not assume that owning a cartridge automatically makes a ROM download lawful, or that making a personal dump is universally permitted.
What U.S. law says about program copies
Section 117 of Title 17 provides conditional provisions for certain copies of computer programs. In general terms, an owner of a copy may make another copy or adaptation when it is an essential step in using the program and the copy is used in no other manner, or may make a copy solely for archival purposes, subject to the statute’s conditions, including destroying the archival copy when continued possession of the program ceases to be rightful. The U.S. Copyright Office explains that this archival privilege applies to computer programs, is conditional, and should be considered alongside the original software terms; a backup copy cannot be sold separately from the original. These provisions do not establish a general right to download commercial game ROMs or a universal safe harbor for cartridge dumping.

What the Sega v. Accolade decision does—and does not—mean
The Ninth Circuit’s 1992 decision in Sega Enterprises Ltd. v. Accolade, Inc. concerned copying and disassembly undertaken to learn functional elements for compatible game development. Its fair-use analysis was tied to those facts. It is not a general ruling that downloading commercial Genesis ROMs is lawful.
Why a narrow video-game exemption is not a general ROM source
A U.S. Copyright Office regulation includes limited exemptions for specified video games that were lawfully acquired as complete games after required external-server access has ceased. The conditions cover uses such as personal local gameplay and eligible institutional preservation. They do not create a general exception for acquiring commercial ROMs.

Likewise, a vendor’s license for one product does not automatically govern other releases. SEGA’s Genesis Mini 2 agreement, for example, addresses software, hardware, and other materials for that product; it should not be treated as the license for unrelated Genesis cartridges or releases. Keep game files private and do not distribute them unless you have authorization to do so.
