A safe outdoor tortoise enclosure needs to match the tortoise’s species, size, age, local climate and likely predators. Build it to prevent climbing and digging escapes, provide both sun and shade, include a dry retreat, and use well-drained, hazard-free ground. There is no single enclosure size, temperature threshold or substrate mix that suits every tortoise.
Plan for the tortoise, not a generic blueprint
Before choosing materials or dimensions, identify the species and consider how large the tortoise is now and how much it may grow. Tortoises differ in their needs: The Tortoise Table, for example, contrasts the filtered sunshine preferred by red-footed tortoises with the greater sunshine and grass access suited to leopard tortoises, and notes that Horsfield’s tortoises dig strongly. The University of Illinois College of Veterinary Medicine likewise emphasizes species-dependent environmental conditions.
Choose a site with room for basking, cooling, shelter, movement and foraging. Observe the garden at different times of day so the finished pen will have useful sun and shade rather than one or the other. Plan for the adult animal, even if you are housing a juvenile, and leave room to expand. The Tortoise Table and University of Illinois both advise providing as much space as possible.
UC Davis School of Veterinary Medicine gives a minimum side length of six times the tortoise’s length and a wall height twice its length for desert tortoises. Those measurements are species-specific guidance, not a universal minimum for all tortoises. Its guidance also calls for at least one foot of underground barrier for desert tortoises. For a different species or a difficult site, ask a reptile-experienced veterinarian or specialist for dimensions suited to that animal.

How do I stop my tortoise digging out?
Use sturdy, continuous boundaries that the tortoise cannot climb or see through, and secure corners and gates so there are no gaps. Consider both directions of digging: the tortoise may tunnel out, while a local predator may dig in. Check nearby objects, plants and structures that could act as steps over the wall.
Buried wire mesh or another underground barrier can help where digging is a risk, but the required depth depends on the species, construction and local predators. UC Davis specifies at least one foot underground for desert tortoise enclosures; University of Illinois gives one to two feet as general outdoor tortoise fencing guidance. Treat these as source-specific rules of thumb, not guarantees for every yard. The Tortoise Trust also recommends secure perimeters and strong mesh beneath an enclosure where appropriate.
Inspect the perimeter after digging, heavy weather or changes in nearby vegetation. Make sure the barrier remains intact and that new branches, rocks or garden items have not created a route over it.

Does an outdoor tortoise enclosure need a roof?
It depends on the threats at the site. A secure overhead screen or wire mesh can protect against predators that approach from above; this is particularly important for juveniles, which need especially careful protection. UC Davis recommends overhead screening for its desert tortoise guidance. A roof or mesh should not prevent the tortoise from getting appropriate sunlight and ventilation, and it does not replace secure sides or an underground barrier.
Consider the actual predators in your area and how they could enter, rather than assuming side fencing alone is enough. The Tortoise Trust recommends strong mesh beneath the enclosure where appropriate, while UC Davis calls for an overhead screen or wire mesh in its desert tortoise guidance.
Provide sun, shade and a weather-protected retreat
Give the tortoise a choice of open sun for basking and shaded places where it can cool down. UC Davis warns that direct sun can kill a desert tortoise in an hour or less on a hot day; that warning underscores why shade must always be accessible, not merely present at one end of a pen at certain times.

Include a dry, sheltered hide or retreat protected from sun, rain and cold, as well as a place to withdraw overnight. Make sure the shelter does not trap heat. Greenhouses can warm quickly; The Tortoise Table cautions that overheating can be fatal, particularly for small tortoises. If a shelter is heated, provide a cooler area the tortoise can reach freely and use a thermometer to monitor conditions.
Do not rely on one temperature target for every species or location. Outdoor suitability depends on the tortoise and local conditions, and a shelter does not make unsuitable weather safe by itself.

Choose ground that drains instead of staying persistently wet, and select ground cover or substrate for the species and climate. Care recommendations differ: The Tortoise Table tailors its substrate mixes by species group, so a recipe intended for one group should not be treated as universal.

Before the tortoise moves in, remove toxic plants and keep pesticides and fertilizers away from the enclosure. Keep lawnmowers, bonfires, compost heaps and other garden hazards out of reach. UC Davis advises fencing desert tortoises off from pools or ponds; more generally, an unprotected water feature should be inaccessible or securely protected so the tortoise cannot fall in.

Provide accessible water in a safe, shallow container. UC Davis recommends a shallow water dish for desert tortoises. Keep any pool or pond securely out of reach, and check that water remains available without creating a drowning hazard.
Offer safe edible vegetation appropriate to the species, along with varied surfaces or contours for exploration. Avoid features that make it difficult for a tortoise to right itself if it overturns. Before use, walk the whole enclosure and check for openings, climbable objects, unstable structures and any hazard that may have been missed.

When is outdoor housing suitable?
Temperature advice must be interpreted by species and geography. The Royal Veterinary College’s December 2022 guidance for tortoises in the UK says to bring them indoors if the temperature drops below 20°C and before dark. That is UK-specific outdoor-care advice, not a universal temperature rule for all species or climates. For individual decisions about outdoor time, consult a veterinarian experienced with reptiles.
Final safety checks and ongoing care
- Confirm that the tortoise cannot climb over or dig under the boundary and that local predators cannot get in.
- Check that sun, shade and a dry retreat are available throughout the day, with a cooler area accessible if any shelter is heated.
- Verify that the ground drains, plants are safe, and chemicals and garden equipment are excluded.
- Make sure water is safely accessible and any water feature is protected.
- Recheck the enclosure after storms, digging or changes to nearby vegetation, and inspect any heated shelter with a thermometer.
Arrange routine veterinary care as well as responding to enclosure problems. Dr. Wong of the University of Illinois College of Veterinary Medicine recommends at least annual veterinary examinations, including bloodwork, fecal testing and, sometimes, X-rays or other imaging.
