Set cloud retention by data purpose, classification, and applicable legal or contractual duties—not by choosing one duration for everything. Document the approved schedule, apply it to primary data and its copies, then configure and test storage-tier transitions and deletion rules. A lifecycle rule can enforce a decision; it cannot make the legal decision for you.
How long should you keep data in the cloud?
Keep data only as long as its purpose and applicable obligations justify keeping it. The answer can differ by data type, jurisdiction, contract, and business need, so there is no universal cloud-retention period that makes an organization compliant.
For personal data covered by the EU GDPR, Article 5(1)(e) says it must be “kept in a form which permits identification of data subjects for no longer than is necessary for the purposes for which the personal data are processed.” Article 5(2) also makes the controller responsible for demonstrating compliance with the principles. The UK Information Commissioner’s Office (ICO) says the UK GDPR does not prescribe specific time limits for different types of personal data; organizations should set periods based on their purposes and review whether they still need the data.
For each data class, have the appropriate records, privacy, legal, and business owners determine what applies, including laws, regulations, contracts, litigation holds, and operational needs. Record the reason for the period and the event that starts it. A period might begin at a defined event or be based on an object’s age, but the trigger must match the approved requirement.

How do you turn requirements into a retention schedule?
Start with a data inventory, then create a schedule that can be translated into service settings and audited. Include the information needed to determine what the rule applies to, when it applies, what action it takes, and what evidence shows that the action occurred.
Inventory the data and its copies
For each data set, record its owner, business purpose, classification or sensitivity, location, system of record, and material copies. Include object versions, replicas, exports, and backups: a policy aimed only at the primary bucket can leave other copies outside the intended retention period. NIST guidance calls for tracking copies and backups against protection and retention policy, including deleting them when they are no longer needed.

Document the operational schedule
A practical schedule can include these fields. This is an operational aid, not a statutory template; the ICO identifies a retention schedule as one possible part of broader information-asset and processing documentation.
- Data class and owner: identify the records or objects covered and who is accountable for the rule.
- Purpose and scope: state why the data is kept, which locations and systems are in scope, and whether versions, replicas, exports, or backups are included.
- Retention trigger and period: define the start event or age basis, the approved duration, and the date or condition for review.
- Access and storage state: specify whether the data should remain readily accessible or may move to an archive or lower-cost tier.
- Disposition: state whether data is deleted, anonymized, or otherwise disposed of, and how each copy reaches that end state.
- Holds and exceptions: define who can apply or release a hold, how it suspends ordinary deletion, and how exceptions are approved and recorded.
- Evidence: identify the approved schedule, deployed configuration, exception record, and system evidence used to verify enforcement.
How do you implement the schedule in cloud storage?
Translate each approved rule into provider-specific conditions and actions only after confirming how the service treats the exact object scope. Lifecycle configuration is an implementation mechanism: it can move or expire data according to conditions, but it does not establish the legally correct duration. AWS Well-Architected guidance recommends classification and handling rules, lifecycle management, and automated deletion to reduce unnecessary storage.

These controls are not interchangeable, and the table does not identify which retention duration is legally appropriate. Verify current provider behavior for the service, configuration, object or version scope, and region in use before deployment.
How can you reduce storage costs without violating compliance requirements?
Separate the decision to retain data from the decision about where to store it. Moving an object to a lower-cost tier may reduce storage expense, but it does not end the retention obligation. Conversely, an expiration rule that removes data too early can conflict with an approved requirement. Configure tiering and deletion as separate actions tied to the schedule.

Before adopting a transition rule, compare expected storage savings with its costs and operational effects. Consider transition or operation charges, retrieval costs, minimum-storage-duration or early-deletion charges, object size, access frequency, and required retrieval speed. AWS documents request charges for transitions and possible minimum-duration charges. Google notes that Class A operations for changing storage class can outweigh savings for small objects. Prices and terms can change, so use current provider pricing and workload-specific data rather than assumed savings.
Also check whether a lower-cost tier still meets the business access requirement. An archive state that is inexpensive to store may not suit data that must be retrieved quickly or regularly. The schedule should specify the permitted access state, and cost modeling should reflect actual access patterns rather than storage rates alone.

Does deleting a cloud object remove every copy permanently?
Not necessarily. A delete action can leave a recoverable or retained state, and a rule aimed at one object scope may not remove versions, replicas, exports, or backups. Azure soft delete, for example, retains a soft-deleted blob for its configured period. In Google Cloud Storage, a retention policy can constrain lifecycle expiration, while an object-level retention lock can block deletion until its retention period ends.
For each copy type, define the expected end state and how to verify it. Decide how ordinary expiration interacts with legal holds and other approved exceptions; identify who may apply or release holds and ensure deletion is suspended while a valid hold applies. NIST guidance emphasizes tracking copies and backups under the applicable protection and retention policy and affirmatively deleting them when they are no longer needed.
How should you test and govern retention rules?
Test the complete path in a limited scope before applying a rule broadly. The goal is to establish that the configured conditions match the schedule, that exceptions work, and that the final state of each copy is understood.
- Review the approved schedule. Confirm the data class, purpose, trigger, duration, disposition, scope, and exception process with the accountable owners.
- Check rule filters and targets. Verify the intended bucket or container, tags, age conditions, versions, and any other scope controls against representative objects.
- Validate timing and state changes. Confirm when an object becomes eligible, how transitions occur, and whether soft delete or a retention policy leaves data recoverable or blocks expiration.
- Exercise holds and exceptions. Test that an approved hold suspends deletion as intended, and that applying or releasing it is restricted and recorded.
- Trace copies to disposition. Check that replicas, exports, versions, and backups are covered by their own controls or processes and reach the required end state.
- Review cost and access effects. Compare current provider charges and expected retrieval needs with the transition plan, including small-object and minimum-duration effects where applicable.
- Preserve evidence and review regularly. Keep the approved schedule, deployed rules, exception records, and evidence of lifecycle actions. Reassess whether continued retention remains justified and whether obsolete data and copies were actually removed.
For Google Cloud Storage, treat a bucket retention lock as a consequential approval: Bucket Lock is irreversible after activation, so validate its scope, duration, exceptions, and operational consequences before locking. More generally, do not activate an irreversible retention setting until the owners have confirmed that the policy is correct and the consequences are understood.
