Before applying an AI-suggested AWS change, set a budget that measures the right costs or usage, route alerts to people who can respond, and require manual approval for consequential budget actions. AWS Budgets can monitor and trigger configured actions, but it is not a guaranteed spending cap: billing delays can let costs pass a threshold before an alert arrives.
1. Decide what the budget should measure
Start by choosing whether you need a cost budget or a usage budget, then define the scope that matches the decision you are trying to govern. For cost budgets, AWS Budgets offers different cost views, including blended, unblended, net unblended, amortized, and net amortized costs. It also provides options for whether to include or exclude items such as refunds, credits, taxes, and support charges. The selected view and scope affect what the budget reports, so align them with your organization’s billing model and the workload or account affected by the proposed change. For an AI-suggested change, make the scope specific enough to inform a decision: identify which account, workload, or usage category matters, and ensure the cost view reflects how your organization evaluates that spend. A budget alert is only useful if its measurement corresponds to the exposure you are trying to control.
2. Choose thresholds and notification destinations
AWS Budgets can alert on actual or forecasted cost or usage. Actual alerts respond to values recorded so far; forecast alerts provide a forward-looking signal. AWS says forecasts require five weeks of usage data, so a new account or workload should not rely on forecast alerts as its only early warning. Set thresholds that prompt a timely review, rather than treating a threshold as a maximum spend guarantee. AWS cautions that resource use and billing can be delayed: costs may cross a threshold before notification arrives, and estimated totals may change afterward. An alert is a signal for response, not a mechanism that itself stops spending. See AWS Budgets documentation.
3. Decide whether a budget action needs approval
A budget can be configured to run an associated action automatically or to wait for manual approval. An alert simply informs recipients; a budget action can apply a selected control or target supported instances. For a consequential change associated with an AI suggestion, prefer an explicit review step if a person should assess the situation before the control takes effect. AWS’s setup guidance says a reviewer can execute a pending manual action from the alert details page. See AWS Budgets actions guidance.

Set the reviewer and escalation path before relying on manual approval. Confirm who can act on the pending action and how the team will decide whether it fits the situation; AWS’s capability does not determine whether an AI-generated recommendation is correct or safe.
Know what actions AWS documents
AWS documents budget actions that can apply an IAM policy or a service control policy (SCP), or target specified EC2 or RDS instances. These options have different scopes and effects; choose only after validating what the action will affect. AWS documents account restrictions for SCP actions: only a management account can apply them. A management account can apply an SCP to another account, but cannot target EC2 or RDS instances in another account through these actions. Check the current AWS Budgets actions documentation and the role of the account involved before depending on a particular action.

4. Restrict permissions to the actions people need
Budget actions rely on correctly configured IAM permissions and an appropriate IAM role. Review permissions for each part of the workflow rather than granting broad access by default:
- Who can create or change budgets and their associated actions.
- Who can execute pending actions.
- Who can reverse an executed action.
AWS’s Billing and Cost Management service authorization reference lists actions and resource types, including budgets:ExecuteBudgetAction. AWS describes this permission as able to initiate a pending budget action or reverse an executed action. Validate permissions against the exact accounts and actions in your workflow and use least privilege; the authorization reference is not a ready-made policy for your environment. 5. Keep an audit trail for review
AWS Billing and Cost Management integrates with AWS CloudTrail. CloudTrail records write and modify API calls, including activity initiated through the console or code. Use those records to review who changed a budget or action and to reconstruct the sequence surrounding a proposed and approved change.
