Set permissions in the authorization layer that controls tool execution—not in the agent’s reasoning alone. Give each agent only the tools and data needed for its task, check every proposed action at the moment it would take effect, and require a human decision before consequential, sensitive, ambiguous, or hard-to-reverse actions.
Design permissions around actions, not just tools
A tool-level allowlist is a useful start, but it can be too broad by itself. A permitted tool might still be used against the wrong target or with arguments outside the task’s scope. Define what each agent may do, where it may do it, and within what limits.
- Inventory access. List the tools, data, and system areas the agent can reach.
- Set a narrow scope for each tool. Specify allowed actions, targets, argument limits, and the identity or role authorized to execute them.
- Enforce the policy at execution time. Before a tool call takes effect, check the caller, action, arguments, target, and approved scope. A model-generated plan or an earlier approval does not authorize a materially different action or target.
- Remove unnecessary access. Give the agent only the capabilities and information required to complete its assigned task.
OWASP’s Excessive Agency guidance and OpenAI’s agent safety guidance support limiting agent capabilities and checking actions outside the model. OpenAI also recommends independent filesystem, network, identity, and project boundaries.
Decide which actions need human approval
Separate routine, bounded, reversible work from actions that are sensitive, external, destructive, or difficult to reverse. Require explicit human approval before the latter; send ambiguous actions to review instead of asking the agent to judge its own authority.

Set local approval thresholds using the action’s impact, sensitivity, reversibility, and scope. The cited guidance does not establish a universal risk score, dollar limit, or threshold, so a team must choose rules suited to its systems and obligations.
An approval request should give the reviewer enough context to make a real decision:

- The tool and proposed action.
- The target and relevant arguments.
- The requesting agent or caller.
- The scope or policy under which the action is being requested.
The reviewer should be able to approve or reject. A rejection is not permission for the agent to retry the action in another form. If review is unavailable or the requested scope cannot be verified, block actions that require approval. OpenAI’s agent safety guidance recommends pausing ambiguous or high-risk actions and failing closed when review is unavailable.
Use automatic guardrails alongside human review
Guardrails and approval gates serve different purposes. Automatic checks can validate or constrain tool arguments and outputs, and reject out-of-scope requests. A human gate decides whether a sensitive side effect may proceed. Neither an automatic check nor the model’s own assessment should silently replace the other.

In the OpenAI Agents SDK, an approval requirement can pause a run, surface an interruption, and allow the application to resume that run after a decision. Approval requirements for tools called by nested agents can also surface to the outer run. For other frameworks, confirm that an equivalent control is enforced across the full workflow rather than assuming approvals propagate automatically.
Keep controls in force across system boundaries
Do not rely on the model to enforce its own permissions. Apply access controls independently to the systems the agent can affect: for example, separate filesystem, network, identity, and project boundaries, and restrict network destinations where appropriate. Narrow isolation limits how far a mistaken or unauthorized action can reach.

Delegation needs the same care. If an agent hands work to another agent, ensure the downstream tool call remains subject to authorization and any required approval. In OpenAI Agents SDK workflows, nested-agent approvals can surface through the outer run; that behavior is specific to the SDK and should not be assumed for other platforms.

Keep an audit trail that lets you reconstruct what was requested and what happened. Useful events include the request, authorization result, approval decision, tool result, and any policy block. Exact fields depend on the deployment, but logging both the decision and the outcome makes the control reviewable.

Evaluate an approval design
Use these dimensions when reviewing a policy or implementation; they are practical comparison criteria, not a published ranking or standard.

Standards are still developing
NIST announced its AI Agent Standards Initiative in February 2026, describing work related to agent security, identity, and authorization. It is an active standards effort, not a finalized set of binding implementation rules. Teams should base current controls on enforceable local policies and available platform mechanisms rather than treating the initiative as a completed specification.
