Set your minimum rate by dividing the annual revenue your business needs by the hours clients are realistically likely to pay for—not by all the hours you work. Include your income goal, business costs, self-funded benefits, taxes, and a cushion for downtime in the revenue requirement; subtract leave and non-billable work when estimating billable hours.

Calculate your minimum hourly rate

Use this simplified formula:

Minimum hourly rate = annual revenue required ÷ annual billable hours

The result is a cost-based floor, not necessarily the rate clients will accept or the rate your work is worth. Build the two sides of the calculation separately: what the business needs to bring in, and how many hours it can actually invoice.

1. Define the income target

Decide whether your target means personal take-home pay, pre-tax owner income, or income after business costs but before personal taxes. Write down the definition. Otherwise, it is easy to count taxes or expenses twice—or leave them out.

2. Add annual business costs and benefits

List costs clients do not reimburse, such as software, accounting, professional insurance, equipment replacement, workspace, and payment or platform fees. Add benefits you must fund yourself, such as health coverage and retirement savings. The IRS describes business net earnings in terms of business income less ordinary and necessary business expenses; see IRS Topic no. 554.

For U.S. freelancers and independent contractors without employees, HealthCare.gov says Marketplace coverage may be available. The application asks for estimated net self-employment income; use a personalized plan estimate rather than assuming a generic premium. HealthCare.gov’s self-employed coverage information explains the application route.

3. Estimate taxes for your circumstances

Include an estimate for the taxes and contributions that apply where you live and for the relevant tax year. U.S. federal self-employment tax is one component, not the whole tax bill. The IRS states, “The self-employment tax rate is 15.3%.” It covers Social Security and Medicare; income tax and possible state or local taxes are separate considerations. Read the IRS self-employment tax guidance and verify the rules for your tax year.

GigYield: 1099 Freelance Tax & Take-Home Calculator

  • Comprehensive tax estimates for US (1099), UK, Canada, and Australia
  • Safe-to-Quote rate calculator to meet your target income
  • 100% offline functionality with zero data collection
  • Visual breakdown of taxes, business expenses, and net profit

Do not simply add a flat tax percentage to your target without considering how income, deductible expenses, and tax treatment interact. A tax professional can review the assumptions, particularly when the amounts are significant.

4. Add a practical business cushion

Allow for slow periods, late payments, cancellations, professional development, reinvestment, and other interruptions. This is a planning allowance, not a guarantee that a particular reserve will be enough. Set it based on your business and revise it as you learn from actual cash flow.

5. Divide by realistic billable hours

Estimate hours clients are likely to pay for during the year. Start with the time you expect to work, then subtract holidays, vacation, sick leave, sales, marketing, networking, administration, learning, client communication that is not billable, and gaps between projects. Use time records if you have them; otherwise, model conservative, expected, and optimistic cases.

Total working hours and billable hours are not interchangeable. As one illustration—not a standard or a developer-rate recommendation—Upwork’s 2026 guide calculates $50,000 divided by 1,152 billable hours as $43.40 per hour. The Dutch Chamber of Commerce (KVK) likewise advises entrepreneurs to account for time spent on acquisition, networking, and administration, but its assumptions are country-specific. Do not treat either example as a universal utilization target. See Upwork’s rate-setting guide and KVK’s guide to determining an hourly rate.

Compare scenarios before choosing a rate

Keep your income goal, costs, benefit estimates, tax assumptions, and market context fixed while changing only billable hours. This shows how utilization affects the minimum rate. For example, a lower billable-hours estimate means each invoiced hour must support more of the same annual requirement. Higher benefit or operating costs have the same effect.

A spreadsheet can make assumptions visible. Record the source and date of each estimate, then compare conservative, expected, and optimistic billable-hour scenarios. Replace estimates with actual costs and time records as your business develops.

Check your market and the scope of the work

Your calculated minimum is a floor. What clients may pay also depends on your experience, specialization, demand, reliability, project complexity, risk, scope, and the value delivered. Compare work that is genuinely similar in geography, seniority, technology, responsibilities, and client type. The available guides explain rate-setting considerations but do not establish authoritative current market rates for freelance developers by specialty, region, or experience level; avoid treating an unsupported online average as a benchmark.

When quoting a fixed-price project

Estimate the full effort, not just coding time: include planning, meetings, testing, deployment, project management, revisions, and likely scope changes. Check that the quote preserves at least your hourly floor across the hours you expect to spend. Put assumptions, deliverables, revision limits, and the process for out-of-scope changes in writing. The hourly-floor calculation is useful for checking a project quote, but it does not by itself predict the effort or provide a validated software-project pricing formula.

Apply the tax rules for your location and work status

U.S. self-employment tax is not your total tax rate

For U.S. self-employed people, the IRS says generally 92.35% of net self-employment earnings is subject to self-employment tax. Its guidance generally uses net earnings of $400 or more as a filing threshold, subject to rules and exceptions; the Social Security wage base and other limits can change by year. The IRS also notes that half of self-employment tax is deductible when calculating adjusted gross income. These federal details do not determine your full income-tax liability. Check Topic no. 554 and the IRS self-employment tax page for current rules and your circumstances.

Other countries use different systems

Outside the United States, replace U.S. assumptions with the income taxes, social contributions, insurance, and pension rules that apply locally. KVK’s Dutch guidance illustrates that another jurisdiction can involve different contributions and assumptions. Do not carry a U.S. tax figure into another country’s calculation.

Confirm that the relationship is independent contracting

A contract’s label alone does not settle worker status in the United States. The IRS considers the facts and circumstances, including behavioral control, financial control, and the type of relationship. It says, “There is no ‘magic’ or set number of factors that ‘makes’ the worker an employee or an independent contractor and no one factor stands alone in making this determination.” If status is unclear, the IRS says a worker or business may request a determination with Form SS-8. Read the IRS worker-status guidance.

Review the calculation regularly

Revisit the spreadsheet when your actual expenses, benefits, billable capacity, tax circumstances, or work mix changes. Compare estimates with invoices and time records so that a rate that once covered the business does not quietly fall short as costs or unpaid work grow.
