Use Windows TPM Base Services (TBS) to submit a raw TPM command by creating a compatible TBS context, passing the command bytes and a result buffer to Tbsip_Submit_Command, and then checking two separate outcomes: the function’s TBS_RESULT and, if that call succeeds, the TPM response in the result buffer. TBS_SUCCESS means the Windows API call succeeded; it does not mean the TPM command succeeded.
Choose TBS or a higher-level API
TBS centralizes TPM access across applications and cooperatively schedules requests using caller priorities. It is the Windows route for sending TPM command buffers directly. For key-storage tasks such as creating or using keys, Microsoft recommends the higher-level Key Storage APIs when they meet the need. See Microsoft’s TPM Base Services overview.
Create a context for the TPM generation
Call Tbsi_Context_Create to obtain the context handle used for later submissions. The context parameters specify which TPM generation the application supports.
- TPM 2.0 only: In
TBS_CONTEXT_PARAMS2, setversiontoTPM_VERSION_20andincludeTpm20to1. - TPM 1.2 and TPM 2.0: Set
includeTpm12as well, so the context can support both generations.
Use the TBS_CONTEXT_PARAMS2 reference for the structure’s requirements. Context creation can fail—for example, because parameters are invalid, the TBS service is disabled or stopped, too many contexts are open, or no compatible TPM is available. Check the returned TBS code rather than assuming a usable handle was created; see Tbsi_Context_Create.

Submit the command buffer
Tbsip_Submit_Command accepts a context handle, locality, priority, command buffer and byte count, plus a result buffer and its in/out size. The input command is supplied through pabCommand with its length in cbCommand. The output buffer is pabResult; initialize pcbResult to its capacity before calling.
- Choose locality and priority. Microsoft documents locality zero as the only currently supported locality. Priority can be low, normal, high, system, or max.
- Provide sufficient output capacity. On return,
pcbResultgives the result length. If the buffer is too small, it reports the required size, allowing the caller to allocate a larger buffer and retry as appropriate. - Use separate buffers or alias them. Microsoft explicitly permits the command and result buffers to be the same buffer.
The function is documented with tbs.h, Tbs.lib, and Tbs.dll. Its reference lists desktop Windows support beginning with Windows Vista and Windows Server 2008; check the current requirements for the Windows version you target. See Microsoft’s Tbsip_Submit_Command reference.

Check the TBS result and TPM response separately
There are two error layers, and they mean different things:
- The function returns a TBS failure: Windows TBS could not successfully submit or process the API call. Handle the returned TBS code as an API-level failure.
- The function returns
TBS_SUCCESS: The TBS call succeeded. Inspect the response bytes as well: the TPM may have rejected the command and returned a standard TPM error in the result buffer.
Do not report a TPM operation as successful solely because Tbsip_Submit_Command returned TBS_SUCCESS. The function reference describes the result buffer and the distinction between the API result and a TPM error, but it is not a general TPM response decoder.

Decode bytes using the applicable TPM command definition
TBS transports the result buffer; its function signature does not define a complete byte-level response parser. The Microsoft TBS pages cited here do not specify general response-header offsets, byte order, response-tag rules, or command-specific payload layouts. Before extracting fields, identify the TPM generation and command you sent, then consult the applicable TPM specification and that command’s response definition. Do not infer a response layout from the TBS parameters alone.

When the application is finished with the context, call Tbsip_Context_Close to close it and release its associated resources and binding handle. The function is listed in Microsoft’s Tbs.h API reference.
