Secure FortiGate administration with three complementary controls: require multi-factor authentication (MFA) for administrator accounts, restrict each applicable account to trusted source IP addresses or subnets, and expose management access only through a dedicated management network or trusted VPN where possible. These controls do different jobs: MFA adds an authentication factor, while trusted hosts limit where an account can log in from.
Exact menus and CLI syntax vary by FortiOS release and account type. Check the documentation for the version running on your FortiGate before changing settings, and establish a tested recovery route before enforcing MFA.
Plan the management path before changing administrator accounts
Decide which network and route administrators should use before applying source restrictions. Fortinet recommends limiting management access to a management interface or network and, for remote administration, using a trusted VPN rather than exposing administration on a public WAN interface where possible. Before configuring restrictions, inventory administrator accounts, authentication methods, management interfaces, expected source addresses, and remote-access paths. Include API administrator accounts and automation: API access has its own trusted-host and token-security considerations.

- Prefer stable management source addresses or subnets; a changing address can lock an administrator out after trusted hosts are applied.
- Identify which interface services are enabled, such as HTTPS, SSH, SNMP, or ping, and review their interface-level settings separately.
- Use administrator profiles that grant only the permissions needed for each person’s work.
Configure trusted hosts for applicable administrators
Trusted hosts are per-administrator source restrictions, not a substitute for MFA. FortiOS 7.6.6 documentation allows up to ten trusted hosts per administrator, specified as an address or subnet. Enter only the actual management source addresses or networks; an unnecessarily broad subnet weakens the restriction. Consult the FortiOS 7.6.6 administrator options for the release-specific procedure and syntax.
Do not assume a trusted-host rule disables every service from every other address. Fortinet’s FortiOS 6.2.0 hardening documentation says trusted hosts restrict most administrative access, including HTTPS, SSH, and SNMP, but enabled ping access responds regardless of trusted-host configuration. That is a version-specific documented behavior; check the relevant guide and interface settings for the release deployed on your device. See FortiOS 6.2.0 hardening guidance.

SAML single sign-on administrator accounts
FortiOS 7.6.6 says trusted hosts cannot be configured directly on SAML-based SSO administrator accounts. Its documented workaround is to create a local dummy account with a no-access profile and trusted hosts covering the SSO administrator’s source networks. Confirm that workaround against your FortiOS release and identity design before using it; do not grant the dummy account unnecessary access.
REST API administrator accounts
API administrators should be treated as a separate access path. FortiOS 7.2.5 REST API documentation describes multiple trusted-host addresses or subnets, including IPv6, and says allowing all addresses is not permitted for REST API administrators. Apply the version-specific guidance in the REST API administrator documentation, and secure API tokens as well as the source addresses from which they may be used.

Enable MFA and prepare account recovery
Enable MFA for each administrator account using a method supported by its account type and FortiOS release. Fortinet’s administrator options guide identifies FortiToken and FortiIdentity Cloud; available options and setup details can differ by version. Use the administrator options guide for the version-specific setup steps rather than assuming one menu path applies to every FortiGate.
Before enforcing MFA broadly, prepare and validate a recovery administrator or another documented access method. Fortinet recommends creating a second administrator account to help guarantee access if the main account cannot authenticate. Protect its credentials, restrict its trusted sources, use a suitably limited profile, and keep it under tight operational control. A recovery account is not a reason to leave a broadly accessible administrator without MFA.

When evaluating MFA options, check support for your FortiOS version, enrollment and token delivery, recovery procedures, account type, and any dependency on cloud or external authentication services. Current pricing and delivery details are not established here, so verify them with Fortinet for your deployment.
Apply the controls in a safe order
- Inventory access. Record administrator and API accounts, authentication methods, interface services, management sources, and remote-access routes.
- Establish the intended path. Configure a dedicated management interface/network or trusted VPN route first. Avoid public-WAN administration where possible.
- Restrict source addresses. Add the required trusted addresses or subnets to each applicable administrator account, using the documentation for the installed release.
- Enable MFA. Configure an MFA method supported for the account and FortiOS version.
- Validate recovery access. Confirm the recovery administrator or access method works, then secure its credentials and permissions.
- Review privileges and services. Remove unnecessary administrator permissions and separately review enabled management protocols, interface settings, and API access.
- Test both outcomes. During a planned change window, verify login from an allowed management source and confirm an untrusted source is denied. Keep the recovery route available while testing.
Check release-specific behavior before relying on defaults
Fortinet’s hardening and administrator documentation is versioned. The ten-trusted-host limit and SAML account limitation cited above are documented for FortiOS 7.6.6; the ping caveat is documented in FortiOS 6.2.0; and the REST API details cited here are from FortiOS 7.2.5. These details should not be assumed to apply unchanged to every release or model.

FortiOS 7.0.0 documentation includes settings named admin-lockout-duration, admin-lockout-threshold, and admin-maintainer. Do not treat examples from that release as current defaults: verify the settings and their meaning in documentation for the installed version before changing them.
