Secure an AI agent by limiting what it can access and change, isolating where it runs, and requiring human approval at consequential boundaries. Treat these as separate controls: approval does not make an overprivileged agent safe, and narrow permissions do not remove the need for oversight when an action could cause significant harm.

What least privilege means for an AI agent

Least privilege means giving an agent only the identities, tools, data, and execution capabilities needed for its assigned task. Apply the limit across the whole path from request to action: the agent’s principal, the APIs and tools available to it, the records those tools can reach, and the environment in which its code runs.

NIST describes agent tool access in terms of read-only, constrained-write, and write capabilities, while also treating the trustworthiness of the execution environment as relevant to risk. Its 2025 tool-use paper notes: “In practice, many agent implementations may limit write access by using tools with restricted interactions or constraining otherwise plausibly unlimited tools like code execution.” These are useful design categories, not a universal permission standard.

Least privilege is especially challenging for agents because the actions an agent may need can be difficult to predict fully at deployment. NIST’s 2026 concept paper raises this as an open question. Plan for bounded access and controlled expansion rather than assuming there is a settled, one-size-fits-all policy.

Map the agent’s access before deployment

Start with the task the agent is meant to perform, then inventory every capability that could influence its result or create an external effect. Include direct tools and access inherited through delegated agents or credentials.

  • Tools and APIs: Record each available operation, such as searching, reading, sending, editing, deleting, executing code, or changing settings.
  • Data scope: Identify which systems, records, fields, files, and user contexts each operation can reach.
  • Execution environment: Document where code or tool calls run, what resources they can access, and whether the environment is trusted or untrusted.
  • Identity and delegation: Trace the agent principal, credentials, human identity where applicable, and any authority passed to sub-agents.
  • Consequences: Mark actions that disclose sensitive information, alter business records, communicate externally, or otherwise have material effects.

This inventory provides the basis for deciding what to remove, constrain, isolate, or put behind approval.

Choose the narrowest workable permission pattern

Access pattern What it permits Good fit Primary concern
Read-only Retrieving or inspecting information without changing the source system. Lookup, summarization, or analysis tasks that do not need to update records. Read access can still expose sensitive data; scope it to the necessary systems and records.
Constrained-write Making changes only through restricted operations or a bounded interface. Tasks that need a specific update but not unrestricted access to a system or execution environment. Check that the constraints prevent unintended operations and are enforced outside the agent’s own instructions.
Write Changing system state through broader write-capable tools. Only when the task genuinely requires broader modification capabilities. A mistake or misuse of a legitimate tool can have greater impact; add tighter scope, monitoring, and approval where appropriate.

Prefer a specific operation over a broad general-purpose tool when both can complete the task. For example, an interface that permits a designated update is easier to bound than unrestricted code execution or a general API credential. This is a design recommendation, not a guarantee that a constrained interface is safe by itself.

Permission breadth and environment trust are separate dimensions. A read-only tool in an untrusted environment still warrants scrutiny, while a write-capable tool in a trusted environment can still create consequential changes. Assess both rather than treating one as a substitute for the other.

Make identity and delegation explicit

Give each agent an identifiable principal and define what that principal is authorized to do. Design identity, authentication, authorization, delegation, and auditing together. NIST’s 2026 concept paper frames unresolved questions including how an agent proves authority for a particular action and how its identity should be bound to a human identity.

For delegated or multi-agent workflows, avoid allowing a sub-agent to inherit all the authority of its parent by default. A prudent implementation is to pass only the permissions needed for the subtask, associate them with the task or context where feasible, and record the delegation chain. NIST’s summary of comments discusses attenuating credentials through delegation and deterministic policy enforcement as recommendations from commenters; these should not be mistaken for settled cross-industry requirements.

Keep an auditable record that makes it possible to determine which agent acted, what it did, under whose authority, and whether a human approved it. Include enough context to distinguish the agent’s own authority from authority it received through delegation.

Put human approval at consequential boundaries

Use approval when the potential impact justifies interrupting the workflow, not as a prompt for every routine step. Appropriate boundaries may include sensitive disclosure, external communication, or a consequential change to business-system state. The exact boundary depends on the task, data, and consequences.

An approval request should let the reviewer understand what they are authorizing. Identify the agent, proposed action, target, relevant context, and likely consequence. If those details cannot be presented clearly, the approval is less useful as a control.

NIST warns that excessive approval prompts can condition people to approve reflexively. Avoid approval fatigue by reserving prompts for meaningful decisions and letting lower-risk, already-scoped operations proceed without repeated interruption. Approval is an additional safeguard; it should not be used to justify broader permissions than the agent needs.

Test, monitor, and prepare to revoke access

Evaluate whether the boundaries hold when the agent encounters misleading or malicious input, including prompt injection and attempts to misuse legitimate tools. Threats identified in NIST material include tool misuse, identity and privilege abuse, prompt injection, and manipulation of user trust. Access limits and monitoring can help contain impact, but they are not guarantees against failure.

  1. Exercise the permitted task: Confirm the agent can complete its intended work with its assigned tools and data scope.
  2. Probe denied actions: Test attempts to reach out-of-scope data, invoke unavailable operations, exceed delegated authority, or make changes without required approval.
  3. Check enforcement points: Verify that authorization and scope are enforced by the tool or platform boundary, not only by instructions given to the model.
  4. Review records: Confirm logs capture the acting agent, operation, target, delegated authority, and approval context needed for investigation.
  5. Plan recovery: Establish how to revoke credentials or disable tool access and how to investigate activity after a suspected misuse.

These are prudent implementation steps derived from the cited identity and threat concerns; they are recommendations, not claims of empirically proven effectiveness.

Use a deployment review that covers the whole boundary

Before enabling an agent or expanding its role, review the implementation across six dimensions:

  • Permission breadth: Is each capability read-only, constrained-write, or write, and is the selected level necessary?
  • Data and environment: Are data scope and execution isolation appropriate for the task and trust level?
  • Identity lifecycle: Can the agent and its credentials be identified, authorized, monitored, and revoked?
  • Delegation: Does each sub-agent receive only the authority it needs, with the chain recorded?
  • Approval design: Which actions require review, and can a human understand the requested action and its consequences?
  • Audit and response: Can operators detect relevant activity and act on suspected misuse?

NIST’s 2026 concept paper and project materials describe an evolving standards and guidance effort. They raise identity, authorization, least privilege, human binding, and auditing as active areas; the material does not establish one final cross-industry standard. Design for explicit, testable boundaries and revisit them as the agent’s task or capabilities change.
