To secure an agent, constrain its identity, permissions, tools, data, and autonomy outside the model; treat retrieved content as untrusted; require independent checks for consequential actions; and test and monitor the full workflow. Sandboxing remains useful containment, but it is only one layer.
Why sandboxing is not enough
A sandbox can restrict an agent’s access to files, networks, or other parts of its environment. But an agent may still misuse an action that the sandbox legitimately allows—for example, sending a message through an approved mail tool or changing a record through an authorized API. Whether that is possible depends on the agent’s identity, tool access, data access, autonomy, and operating context, not just where its code runs. OWASP’s AI Agent Security Cheat Sheet and Google Cloud’s AI security guidance both frame security as a set of controls around the agent and its tools, rather than a property a sandbox can provide by itself.
Start by asking what each available action could change, how hard it would be to undo, and what the impact would be if it were misused. A read-only lookup and a payment, account deletion, or public post do not warrant the same authority or approval path.
How to limit what an agent can do
Give each workload a dedicated identity with only the permissions and credentials it needs. Prefer a narrowly defined business action—such as looking up one user’s active order—to a general-purpose capability such as unrestricted database queries or shell access. Make the restrictions enforceable in application and authorization code; model instructions alone are not an access-control boundary.

Place authorization middleware between the model and every tool. Before a tool runs, check the tool name, calling identity, target, parameters, tenant, and applicable policy. Keep tools and resources allowlisted and scoped, and make write permissions narrower than read permissions wherever the task permits. These controls should apply equally to tools reached through an agent protocol such as MCP.
For each tool and data source, document the identity used, read and write scope, tenant boundary, reversibility of actions, likely impact of misuse, and audit signals available. NIST’s August 5, 2025 workshop summary, Lessons Learned from the Consortium: Tool Use in Agent Systems, describes tool assessment across dimensions including functionality, access patterns, risk, reliability, modality, monitoring, and autonomy. Use these as context-sensitive prompts for a local inventory, not as a finalized universal taxonomy.
How to defend against prompt injection
Assume that user text, web pages, emails, documents, and tool responses may contain hostile or misleading instructions. Retrieved content can attempt to redirect the agent, expose information, or induce an action that the user did not request. Keep external material distinct from governing instructions, delimit and validate it where appropriate, and constrain what the agent can do with it through authorization at tool execution.

Input filtering and instruction delimiters can reduce risk, but they cannot guarantee that an agent will ignore every malicious instruction. A system prompt is not a security boundary. Anthropic’s April 9, 2026 article, Trustworthy agents in practice, puts the broader point this way: “Prompt injection illustrates a more general truth about agentic security: it requires defenses at every level, and on choices made by every party involved.”

How to handle high-impact actions
Separate the model’s proposal from the component that authorizes and executes it. For destructive, financial, administrative, or externally visible actions, apply an independent policy check and require explicit approval where appropriate. Bind that approval to the exact action: the actor, target, parameters, and consequences should be visible to the approver, and the executed action should match what was approved.
An approval button is not enough if a person cannot inspect what they are authorizing. Nor should a model-generated confidence score or risk label make the authorization decision. Enforce the policy in the execution path so that a missing, stale, or mismatched approval blocks the action.

How to protect data, memory, and credentials
Separate agent memory by user, tenant, and workload so information from one context cannot silently influence another. Minimize what is persisted, inspect candidate memories before storing them, and set expiry and size limits. Treat memory as a possible attack surface: content placed there can persist beyond the interaction in which it was introduced.
Keep credentials out of long-term memory and ordinary logs. Scope credentials to the services and resources required for the workload, protect sensitive data in transit and in memory, and redact logs to retain only the information needed for security and operations. Validate outputs before displaying them or passing them to another tool; apply schema checks, data-loss checks, destination restrictions, and rate limits where relevant.

How to monitor and contain failures
Record the minimum useful decision and action metadata, with privacy-aware redaction. Monitoring should help identify unusual tool use, denied access, repeated failures, unexpectedly long loops, or changes in communication patterns without collecting secrets or unnecessary personal data.

Set explicit limits on retries, tool chaining, and token or service cost. These limits reduce the chance that an error, injection, or unexpected tool response turns into a long sequence of actions or an unbounded expense. Alert on limit breaches and make it possible to stop the workflow and revoke or disable the relevant identity or credentials.
Implementation sequence
- Inventory tools and data sources. Record each capability’s identity, read and write scope, tenant boundary, action reversibility, impact if misused, and available audit signals.
- Create workload-specific identities. Issue dedicated credentials scoped to the services and resources the agent needs. Prefer narrow business operations over broad shell, database, or API access.
- Enforce authorization before execution. Put middleware between the model and tools; validate tool, identity, target, parameters, tenant, and policy. Keep high-impact tools unavailable without approval bound to the exact action.
- Separate instructions from untrusted content. Mark external material as data, keep it distinct from governing instructions, and validate or sanitize it where appropriate. Do not treat filtering or delimiters as a complete injection defense.
- Isolate and minimize memory. Separate users, tenants, and agents; inspect information before persistence; apply expiry and size limits; and keep secrets out of memory and routine logs.
- Validate outputs and follow-on actions. Enforce schemas, data-loss checks, destination and scope restrictions, and rate limits before displaying content or executing a next step.
- Instrument and bound operations. Log useful, redacted decision and action metadata; alert on unusual patterns; and cap retries, cost, and tool chains.
- Test the complete workflow. Exercise the scenarios below before production and after changes to tools, models, prompts, or memory. Use independent red-team testing where the risk warrants it.
What to test before and after changes
Test how the deployed workflow behaves, not only whether the model follows a clean prompt. Include direct and indirect prompt injection, attempts to cross tenant boundaries, secret exfiltration, poisoned memory, unsafe outputs, tool chaining, approval bypass, and runaway cost. Check both whether an unwanted action is blocked and whether logs and alerts give responders useful evidence.
A passing test is evidence only about the scenarios and configuration examined; it is not proof of immunity. In its April 9, 2026 article, Anthropic says there is not yet a rigorous, standardized way to compare agent systems’ resistance to prompt injection or their reliability in surfacing uncertainty. It notes that companies use their own methods, which are not independently verified. Track your test cases and results, and repeat them when the model, tools, prompts, memory design, or authorization path changes.

How to compare two agent deployments
Compare deployments on the same task and data. A sandbox label or a model’s stated confidence is not enough to establish which setup presents less risk. Use the following dimensions to expose meaningful differences:

| Read and write capability | Can the agent only inspect data, or can it alter, delete, send, or publish it? |
| Tools and chaining | How broad are the available tools, and can one tool’s output trigger another action? |
| Untrusted inputs | Can the workflow ingest user-controlled or retrieved content, and what can that content influence? |
| Data and memory isolation | Are sessions, users, tenants, and workloads separated? What can persist, and for how long? |
| Autonomy and approvals | Which actions can run without a person, and does approval show and bind to the exact action? |
| Impact and reversibility | What is the harm if an action is wrong, and can it be undone? |
| Monitoring and auditability | What decision and action evidence is recorded, and can unusual behavior be detected? |
| Adversarial test coverage | Which injection, access-boundary, leakage, memory, chaining, approval, and cost scenarios have been exercised? |
NIST’s August 2025 workshop summary supports multidimensional assessment of tool use and emphasizes that deployment context matters. The dimensions above are a way to make that comparison concrete, not a universal scoring standard.
What current guidance does—and does not—establish
NIST’s May 18, 2026 Summary Analysis of Responses to the Request for Information Regarding Security Considerations for AI Agents reports that commenters broadly agreed agents raise novel security concerns and that conventional cybersecurity principles need adaptation for satisfactory agent security. This is a summary of stakeholder responses, not a measured attack rate or proof that a particular control works.
On February 5, 2026, NIST announced a proposed National Cybersecurity Center of Excellence effort on applying identity standards and best practices to software agents. Its questions include agent identification, authorization, auditing, non-repudiation, and prompt-injection mitigation. The announcement describes evolving standards work, not a completed agent-security standard.

The available guidance does not establish a single control or benchmark that makes an agent secure in every deployment. Build a layered design around the actual authority and data in your workflow, and describe assurance in terms of the risks and scenarios you have assessed.
