Secure enterprise agents as accountable actors with narrowly scoped authority—not as chatbots that can be trusted to follow instructions. An agent that reads untrusted content, holds broad permissions, and can invoke consequential tools can turn a manipulated response into an unauthorized action. Put independent identity, authorization, and execution controls between the agent and every tool; reserve human approval for high-impact actions; and monitor the system throughout its lifecycle.
What makes an AI agent a security concern?
An agent can plan, use tools, and take multiple actions with limited human intervention. Its exposure is therefore not limited to the accuracy of its answers: it may encounter hostile instructions in documents, web pages, messages, retrieved passages, or tool output, then attempt to act on them.
OWASP’s AI Agent Security Cheat Sheet identifies risks including direct and indirect prompt injection, tool abuse, data exfiltration, memory poisoning, goal hijacking, excessive autonomy, high-impact action abuse, cascading failures, denial of wallet, and supply-chain attacks. The practical implication is that a model’s refusal or safety classification is not an authorization decision. The system executing a tool call must independently check whether that actor may perform that operation on that target.
Give every agent an identity and bounded authority
Treat an agent as an identifiable, accountable actor. Do not give it a person’s shared credentials: shared access weakens attribution and can leave unclear who or what performed an action. NIST’s August 27, 2026 Cybersecurity Insights article recommends unique agent identifiers, credentials, and entitlements bound to the operator. Microsoft’s guidance likewise recommends unique identities and permissions tied to the initiating principal and task.

Define identity and delegation before deployment
For each agent, document an owner or sponsor, purpose, approved data and tools, how its identity is issued and revoked, and how delegated authority expires. Bind authority to the initiating user or workload, the task, and its approved scope. Treat every agent-to-agent relationship and every tool invocation as its own trust decision rather than inheriting blanket trust from an upstream agent.
Prefer short-lived, narrowly scoped credentials over standing access. Deny unapproved actions by default, and reassess entitlements when the agent’s purpose, tools, or use cases change. NIST’s August 2026 discussion names SPIFFE and OAuth 2.0 as existing protocols relevant to agent identification and delegated access, while noting that standards work is emerging. Neither protocol by itself defines the policies an enterprise needs.

Enforce controls at the tool-call boundary
Assume retrieved material and tool output may be adversarial. Keep control instructions separate from data, and do not let content found by an agent silently redefine its permissions or objectives. Allowlist the tools an agent can use, and validate tool names, operations, targets, and parameters deterministically outside the model before execution.
At each call, an independent enforcement layer should evaluate the agent identity, requested operation, target resource, and relevant data access against policy. This point-of-action check matters because blocking or recording activity only after a tool has run cannot prevent the action. Microsoft’s guidance emphasizes controls between agent input and its next tool call; OWASP also recommends least privilege and protections against high-impact action abuse.

Apply least action as well as least privilege
- Expose only the minimum tools, data, and operations needed for the assigned task.
- Limit an allowed tool to the specific operations and targets the task requires; access to a tool should not imply permission to use every capability it offers.
- Use scoped, short-lived authorization and reject requests outside the approved scope.
- Keep retrieved content and tool results in the data plane; do not treat them as trusted control instructions.
Set approval requirements by action risk
Use risk tiers so the amount of friction reflects the consequences of an action. Read-only retrieval and reversible, low-impact operations may need less intervention. Destructive, financial, administrative, external-facing, or security-boundary-crossing actions warrant stronger controls and fresh human approval.

An approval should identify the exact actor, tool, target resource, normalized parameters, timestamp, and expiry. Bind the approval to that action—not to a general request such as “proceed”—and use a short-lived authorization artifact with replay protection. The execution layer must independently validate the approval and the agent’s authority. Make operations idempotent where possible, and fail closed if approval validation, policy lookup, or audit logging fails.

Give operators a reliable way to pause or stop execution. Where people are expected to supervise, show planned actions and progress so they can intervene before an irreversible step. After an operation, provide a record of what was done, which tools were used, and what data informed the result.

Maintain an inventory of agents, models, tools, plugins, and data sources; each is part of the security boundary. Monitor activity for anomalous behavior, misuse, repeated bypass attempts, permission accumulation, and changes in an agent’s purpose or configuration. Retain accessible records of actions, tool calls, outcomes, and relevant approvals for investigation and audit. Avoid recording secrets or sensitive content that is not needed for those purposes; the reviewed guidance does not establish one universal retention or redaction schedule.

Test abuse cases and regressions, including prompt injection, memory poisoning, and tool abuse. Keep evidence of the agent and model versions tested, tool policy, retrieval configuration, test cases and expected outcomes, approval and denial behavior, and residual risks. Repeat testing when a high-risk model, prompt, retrieval, tool configuration, policy, or credential scope changes.
Use a consistent framework to assess an implementation
Evaluate a platform or design against its actual controls, not a broad claim that it makes agents “safe.” Check whether it provides:
- Identity and attribution: unique agent identities, operator binding, delegation controls, revocation, and auditable actions.
- Authorization: least privilege, task-scoped permissions, short credential duration, and default-deny behavior.
- Tool enforcement: tool allowlists, parameter validation, independent authorization at call time, and controls on agent-to-agent calls.
- Human control: approval bound to consequential actions, interruption, step-up checks where needed, and fail-closed behavior.
- Observability and testing: useful logs, anomaly monitoring, lifecycle inventory, and adversarial and regression tests.
- Data and dependency governance: separation of instructions from data, memory boundaries, dependency validation, and protection of sensitive information.
What current NIST work does—and does not—establish
NIST’s February 5, 2026 concept paper, “Accelerating the Adoption of Software and Artificial Intelligence Agent Identity and Authorization,” was published as an initial public draft; its comment period closed April 2, 2026. It frames identification, authorization, auditing, non-repudiation, and prompt injection as questions for agent identity work. It is not a finalized standard.
The NCCoE resource hub describes an ongoing project whose planned deliverable is an SP 1800-series practice guide with example implementations, architectures, build details, and lessons learned. That planned guide should not be represented as a published final standard. Enterprises can apply the controls above as a practical architecture while keeping the status of these NIST efforts clear.
