Which keys move a page or pane?

Why the same key behaves differently
Keyboard input goes to the element that has focus. A webpage or app may need you to click its content, reach it with Tab, or otherwise place focus in the intended pane before scrolling keys affect it. If focus is in a text field, menu, list, or button, that control may use the same keys for its own actions.
Space is a common source of confusion: it can scroll a page, but it can also activate a focused control. Likewise, arrow keys often move through choices in menus, radio groups, and other widgets. The behavior is not identical across every app, browser, operating system, or screen reader; Esri’s keyboard navigation guidance also cautions that screen-reader interaction varies.
How to troubleshoot keyboard scrolling
- Put focus in the intended area. Click or use Tab to reach the page or pane. If a control has focus, its keyboard behavior may take precedence over scrolling.
- Try the smaller and larger movement keys. Use Up Arrow or Down Arrow for finer movement, then Page Up or Page Down for a larger jump. The exact distance is application-dependent.
- Use Home and End only when the region supports them. They may move to the region’s boundaries, but in a list or grid they can move focus to its first or last item.
- If Space activates something, choose another key. Use Page Down or another supported scroll key rather than Space when a focused control consumes it.
- Check whether a custom pane can receive focus. A web page’s overflowing region may not be keyboard reachable if it was not made focusable. MDN’s example uses
tabindex="0"to let users reach and scroll such content; custom scrollbars also need keyboard behavior implemented.
What keyboard accessibility requires
Keyboard access is more than making a scroll key work: users need to operate functionality and move focus through the interface without becoming trapped. WCAG 2.1 Success Criterion 2.1.1, Keyboard (Level A), requires that all functionality be operable through a keyboard interface, subject to its stated exception for functions that depend on the path of movement rather than just its endpoints. Microsoft notes that keyboard input also supports accessibility tools such as Narrator, software keyboards, and alternative input devices.
