A code review should cover the change that was delivered, not just the small fix that was requested. When a file also contains renamed variables, reordered imports, rewritten messages, or a removed guard, inspect each difference and decide whether it belongs. The goal is not to reject every incidental cleanup; it is to make sure every meaningful decision is visible, justified, and reviewed in context.

Why unrequested edits can slip through review

A request might be as narrow as adding a missing check to a function, while the returned file also changes a variable name, reorders imports, rewrites an error message, and removes a guard. Those edits are easy to mentally group under the requested fix, even though they are separate decisions.

Serguey Asael Shinder makes this argument in “The Change You Did Not Ask For Is the One Nobody Reads”. He describes plausible risks: a removed guard may matter in a later scenario, changed error text may no longer match support documentation, and a commit message may fail to record what actually changed. These are examples of how overlooked scope can create problems, not measured incident rates.

How to review the delivered change

  1. Open the actual diff. Do not rely only on a summary, reply, or description of the requested fix. Compare the delivered edits with the request.
  2. Account for every change. Look at additions, deletions, and modifications, including changes outside the lines that appear directly related to the fix.
  3. Ask what each extra edit does. Check its rationale and effect. A renamed variable may be harmless; a removed guard or changed error message may alter behavior or documentation expectations.
  4. Review behavior in context. A diff shows what changed, but surrounding code and system behavior help establish whether it is correct. Google Engineering Practices advises reviewers to consider design, functionality, complexity, tests, naming, style, and documentation, and generally understand every human-written line assigned to them.   5. Resolve unclear scope before approval. Ask why an unexpected edit is included, whether it is necessary for the requested change, and whether it should be separated. Restore or split out changes that have not been adequately explained or evaluated.
  6. Check that the description matches the result. The change description should say what changed and why, including material edits beyond the original request.

Focused changes versus bundled changes

A focused change has a purpose that is easy to understand and review. Google Engineering Practices recommends that a change generally be self-contained and address one thing; smaller changes are easier to review thoroughly. That does not mean every incidental edit must be split into its own change. Its guidance allows a small local cleanup to accompany a feature or bug fix when the author or reviewer judges that it fits. See Small CLs.

Approach What it helps with What to watch for
Focused, self-contained change Connects the purpose to the code being reviewed and makes thorough review easier. Do not mistake small size for correctness; behavior and context still need review.
Change bundled with unrelated edits A genuinely small, local cleanup may be convenient to include when its relationship is clear. Unrelated decisions can obscure the requested fix and make the change harder to evaluate.

Use judgment based on scope and clarity. If an extra edit substantially changes behavior, expands the purpose, or needs a different review, separating it usually makes the reasoning easier to follow. If it is minor and clearly connected, including it can be reasonable—provided the reviewer evaluates it rather than treating it as invisible.

Make the change history useful

A change description should summarize both what is changing and why. Google Engineering Practices calls a change description “a public record of change”; that record can help future developers find and understand the decision. See Writing good CL descriptions.

If the final diff contains additional work, update the description to reflect it. A narrow request followed by a broader diff and a narrowly worded description leaves future readers without a reliable account of what was reviewed.

What the guidance does—and does not—establish

Shinder’s article and Google’s review guidance support inspecting the full change, keeping scope understandable, and preserving intent in the change history. They do not show how often reviewers miss unrequested edits, quantify resulting defects, or establish that every extra edit is harmful. The practical standard is to examine the actual scope, rationale, behavior, and surrounding context before approving.
