If a Windows program appears frozen because its process was suspended, do not look for a universal Resume command in Task Manager. Current Windows 10 and Windows 11 Task Manager does not provide a general suspend/resume control for ordinary Win32 processes.

Use Microsoft Sysinternals PsSuspend to resume a process from the command line. Process Explorer provides a graphical Resume command and its current release is oriented to Windows 11. The methods below explain how to identify the correct process, handle permission errors, and avoid commands that only happen to contain the word “resume.”

What “suspended” means

A suspended process still exists, but its threads are prevented from executing. Resuming it allows those threads to run again. This is different from a program that has crashed, been terminated, or is merely using a lot of CPU.

Resuming does not guarantee that the application will recover. A program may remain hung because it is waiting for a network resource, a file, another process, or a thread that is blocked. If the process has already exited, there is nothing left to resume.

Do not use the Task Manager “Resume” instructions

Many Windows guides say to open Task Manager > Processes, right-click a program, and select Resume. That is not a general procedure in the current Windows 10/11 Task Manager. The Restart option you may see for Windows Explorer restarts explorer.exe; it does not resume an arbitrary suspended application.

Use a Microsoft Sysinternals utility instead. Microsoft documents PsSuspend for suspending and resuming processes, while Process Explorer exposes process-management controls in its graphical interface.

Method 1: Resume a process with PsSuspend

PsSuspend is included in Microsoft’s PsTools package. It supports Windows 8.1 and later, so it is the Microsoft-documented command-line option that covers both Windows 10 and Windows 11.

1. Download PsTools

  1. Open Microsoft’s PsSuspend download page.
  2. Download the PsTools package.
  3. Extract the ZIP file.
  4. Either open a command shell in the extracted folder or place pssuspend.exe in a folder included in your system PATH.

PsSuspend is not installed through Windows Settings or the Microsoft Store.

2. Find the process ID

Using a process ID, or PID, is safer than using an executable name when more than one copy of a program is running. Open Command Prompt and run tasklist.

Find the program in the output and note its PID. You can also use Task Manager only for identification: open Task Manager, select Details, and read the number in the PID column. Task Manager can display the process, but it does not provide the general resume operation.

3. Resume the process by PID

Open Command Prompt as administrator if the process belongs to another user, is elevated, or is protected. Then run pssuspend -r 1234.

Replace 1234 with the actual PID. The -r switch means resume. Without it, PsSuspend attempts to suspend the specified process instead.

If the executable is not in your PATH and you are not running the command from the folder containing it, use its full path, for example “C:\Tools\PSTools\pssuspend.exe” -r 1234.

4. Resume by executable name, if appropriate

You can supply a process name instead of a PID: pssuspend -r notepad.exe.

Be careful: PsSuspend acts on all processes with that name. If two instances of notepad.exe are running, both are targeted. Use the PID form when you only want to resume one instance.

Method 2: Resume through Process Explorer on Windows 11

Process Explorer is Microsoft Sysinternals’ graphical process-management utility. Microsoft lists the current release for Windows 11 and higher, so do not assume that the current release is supported on Windows 10.

  1. Download Process Explorer from Microsoft.
  2. Extract the downloaded archive.
  3. Run procexp.exe. It can be run directly; Microsoft does not describe a conventional installer requirement.
  4. Locate and select the suspended process in the top pane.
  5. Right-click it and choose Resume.

If the process belongs to another account or is protected, close Process Explorer, right-click it, select Run as administrator, and try again. Elevation may still not be enough for every protected or system-critical process.

Remote computers

PsSuspend can target a process on another computer using this syntax: pssuspend -r \\computer <process name | process id>.

For example: pssuspend -r \\OFFICE-PC 1234.

The target must be reachable through the Windows network environment, and your account must have the necessary permissions. If alternate credentials are needed, PsSuspend provides the -u and -p options. Avoid placing passwords in scripts or shared command history where other users could read them.

Common errors and what they mean

Error or symptom Likely cause What to do
pssuspend is not recognized pssuspend.exe is not in the current folder or system PATH. Run the command from the extracted PsTools folder or specify the full path to pssuspend.exe.
Access is denied The process is elevated, owned by another user, hosted as a service, protected, or system-critical. Run Command Prompt or Process Explorer as administrator. Some protected processes cannot be manipulated even after elevation.
The command reports that the process cannot be found The PID is wrong, the process has exited, or the name was entered incorrectly. Run tasklist again and verify the PID. A terminated process cannot be resumed.
The process resumes but the window is still frozen Resumption does not repair an application deadlock, failed connection, or blocked thread. Save any recoverable work, wait briefly, and restart the application if it remains unresponsive.
Several copies resumed unexpectedly An executable name was used and multiple processes shared that name. Use the specific PID instead.

Commands that do not resume Windows programs

Several Windows commands use the word “resume,” but they control different types of work:

bitsadmin /resume <job> A Background Intelligent Transfer Service job, not a suspended process.
manage-bde -resume C: Paused BitLocker encryption or decryption, not an application.
tasklist Displays running processes and PIDs; it does not resume them.

PowerShell also does not include a built-in Resume-Process cmdlet. Likewise, Get-Process | Where-Object { $_.Status -eq “Suspended” } is not a dependable native method for finding suspended Windows processes. The standard Get-Process object does not provide a general native suspended-process workflow. Debug-Process is also not a normal resume command; it attaches a debugger and should not be used as the standard fix.

Windows 10 support note

Windows 10 reached the end of Microsoft support on October 14, 2025. After that date, Microsoft no longer provides ordinary free Windows Update software updates, technical assistance, or security fixes for it, except where a paid or special support arrangement applies. PsSuspend remains the relevant cross-version method for Windows 10 and Windows 11, while the current Process Explorer release should be treated as Windows 11-oriented.

Can I resume a suspended program from Windows 11 Task Manager?

Not through a general built-in Resume command. Current Task Manager can help you identify the process and PID, but Microsoft’s supported process-resume tools are Sysinternals PsSuspend and, on supported Windows 11 releases, Process Explorer.

What is the exact PsSuspend command to resume a process?

Use pssuspend -r <PID>, such as pssuspend -r 1234. You can also use pssuspend -r notepad.exe, but an executable name targets every process with that name.

Why does Windows say Access is denied?

The process may be elevated, protected, system-critical, hosted by a service, or owned by another user. Run the command shell or Process Explorer as administrator, although some protected processes remain inaccessible.

Is Resume-Process a PowerShell command?

No. Resume-Process is not a built-in Windows PowerShell cmdlet. It may exist only if a third-party module has supplied it.

What should I do if the process resumes but remains frozen?

The process may be deadlocked or waiting on a failed file, network connection, or child process. If it does not recover, restart the application. Resuming does not guarantee that its window, network session, or child processes will recover.

The Bottom Line

For a suspended Windows process, identify its PID with tasklist or Task Manager, then run pssuspend -r <PID> from Microsoft Sysinternals PsTools. Do not rely on the commonly repeated Task Manager “Resume” path, and do not confuse BITS or BitLocker resume commands with process control.
