Restrict file access in self-hosted Atlassian Data Center at two layers: use the application’s permissions to control who can reach the relevant project, repository, space, issue, or page, and secure the host directories and database that hold the data. The details vary by product. In particular, Confluence does not offer a separate permission to download an attachment: people who can view its page can download its files.

Choose the right kind of file access to restrict

“File access” can mean several different things, and one control rarely covers them all:

  • Viewing content: whether a person can reach the issue, page, repository, or project associated with a file.
  • Handling attachments: whether a person can upload or delete files through the application.
  • Direct storage access: whether a local account or process can read the underlying directories, indexes, or database outside the application’s normal authorization checks.

Application permissions govern normal user access. Host and database security reduce direct access by unrelated local accounts or processes; they do not replace application permissions. Atlassian’s Jira Data Center permissions guidance discusses both in-product permissions and the external environment.

Restrict Jira Data Center issue and attachment access

Control who can see the issue

Review Jira’s global permissions and the permission scheme for each relevant project. The Browse Projects permission is central to project access; issue security levels can further limit visibility of individual issues. Comment and work-log visibility settings apply to those content types, not to attachment files generally. See Atlassian’s Jira permissions overview.

Control who can add or delete attachments

In the permission schemes used by the affected projects, grant Create attachments only to the users, groups, or project roles that need it. If users should be able to remove only files they added, configure Delete own attachments separately. Check the issue type’s field configuration as well: if the Attachment field is hidden, users cannot attach files while creating an issue even when other attachment permissions are in place.

Starting with Jira 9.15, attachment security settings support an extension allowlist or blocklist. Treat this as an upload policy that controls permitted file extensions, not as a substitute for deciding who can view, upload, or delete files. Protect the Jira storage directories

Limit access to Jira’s index and attachments directories to the Jira service account and authorized operational staff. Atlassian warns that the account running Jira still requires full access to those directories. Apply permissions using the procedures for your operating system and storage setup; generic permission commands can break service access or expose data if applied to the wrong paths.

Do not treat S3 attachment storage as an on-premises option: Atlassian’s attachment guide says it is unsupported for on-premises deployments and for customers not running Jira in AWS.

Restrict Confluence Data Center page and attachment access

Limit access at the space and page levels

Confluence access depends on global access, space permissions, and any page restrictions. First ensure the user is allowed into Confluence and has the required space access. Then use page restrictions to narrow who can view or edit a page; restrictions may be inherited from parent pages. Users with relevant space administration or system administrator rights are privileged exceptions and can remove restrictions. Understand the attachment download boundary

Space permissions include Add Attachment and Delete Attachment, which govern uploading and removing files. They do not provide a separate download boundary. Atlassian states that there is no permission that controls downloading attachments: anyone who can view the page can download its attachments. To limit downloads, restrict page visibility and make sure the relevant space permissions are appropriate. A link to an attachment is not rendered for someone who cannot view the page containing it. Secure Confluence’s host storage

At the host layer, secure the Confluence installation and home directories, along with any configured locations for attachments, exports, or data pipelines. Atlassian recommends running Confluence under a dedicated non-root account and limiting which accounts can access these directories. Consult the Confluence security guidance and your host’s operations runbook for deployment-specific permissions.

Restrict Bitbucket Data Center repository access

Use project permissions to manage access across repositories in a project, then review repository-level permissions for exceptions. Project permissions are inherited by repositories by default. From Bitbucket 8.8, a project setting can prevent repository administrators from managing repository permissions; it does not change permissions already set at repository level. Inspect existing repository grants rather than assuming the setting removes them. These behaviors are described in Atlassian’s Bitbucket project permissions documentation.

This repository-level guidance does not establish a file-by-file authorization control inside a repository. Match any more granular requirement to documentation for the Bitbucket version you run.

Apply changes without locking out the service

  1. Identify the product and deployment. Record whether you are securing Jira, Confluence, or Bitbucket, the installed version, and where its application data is stored.
  2. Define the intended users and actions. Decide who needs to view content, upload or delete attachments, administer permissions, or access files directly for operations.
  3. Review effective application permissions. Check Jira project and issue settings, Confluence space and page restrictions, or Bitbucket project and repository permissions, including inheritance and exceptions.
  4. Review attachment actions separately. In Jira, check create and delete permissions and extension filters. In Confluence, remember that page view access also allows attachment download.
  5. Restrict host and database access. Allow the service account and authorized administrators the access they need; prevent unrelated accounts and processes from reading application data. Use the runbook for the actual operating system, filesystem, and storage layout rather than guessing ACL syntax.
  6. Validate after the change. Test with representative accounts and confirm the application service still works. Confluence Data Center’s Inspect permissions feature can help administrators determine a user’s effective access; use each product’s administrative and audit procedures for other checks.

Check version and deployment differences

These are version and deployment qualifications, not universal settings across every Atlassian Data Center product. Confirm the documentation for the version installed before changing permissions.
