Report plastic pellets—also called nurdles—to the environmental regulator or local authority responsible for that beach as soon as you can. Share the precise location and time, estimate how many pellets are present, and say whether you witnessed a release or found pellets washed ashore. Take photos from a safe distance if practical; do not touch or collect unknown material. Reporting routes differ by location, so use the guidance for the beach’s jurisdiction.
Who should you contact?
Start with the local environmental regulator or the authority responsible for the beach. In the UK, The Great Nurdle Hunt recommends reporting large or fresh-looking spills to local regulators and recording finds on its citizen-science map. Outside the UK, it advises contacting the local environment agency or regulator. These specialist reporting resources can help document a find, but they do not replace the responsible authority’s incident-reporting route.
England: water pollution or beach rubbish
For pollution in the sea and other listed waters, use the GOV.UK Report water pollution in England service, or call the Environment Agency’s 24-hour incident hotline on 0800 80 70 60. The service asks where the pollution is and when you noticed it. GOV.UK directs reports of rubbish in water to the local council; if you are unsure whether pellets washed onto a beach count as water pollution or rubbish, check the service’s instructions or ask the council which route applies.
North Norfolk: a local nurdle form
North Norfolk District Council accepts nurdle reports through its online form and coordinates reports for local authorities in its area. The council says reports help plan cleanups and warns that more pellets may wash ashore after high tides. This form and its incident advice apply to the area it covers, not to beaches elsewhere.

United States: follow local instructions, escalate potential hazards
For ordinary beach debris, follow the local and state reporting directions. NOAA’s marine debris safety guidance says not to touch unknown items. For potential hazardous materials, it directs people to local authorities and a state emergency response or environmental-health agency, and identifies the U.S. Coast Guard National Response Center at 1-800-424-8802. Call 911 for a serious hazard that requires immediate attention. The National Response Center number is not a universal reporting route for every pellet sighting. NOAA’s page was last updated June 22, 2026.
Other locations
Contact the agency responsible for environmental pollution, coastal waters, or the local beach. The agency name, online form, and emergency number depend on the location. For example, New South Wales assigns most plastic feedstock cases to local councils and reserves certain licensed or emergency incidents for its EPA; consult the NSW EPA’s plastic-pellet guidance for that jurisdiction.

What information should you include?
Make the report factual and distinguish what you observed from what you suspect. The Great Nurdle Hunt asks reporters to say whether they saw a release directly or found pellets washed up. Its guidance also asks where and when the incident happened, what occurred, and who may be responsible. The Nurdle Hunt Hub’s spills guidance recommends estimating the number or volume and, where known, identifying the producer and transporter.
- Location: beach name, nearest access point or landmark, and a map pin or precise location if available.
- Time: date and approximate time you noticed the pellets.
- Extent: approximate area covered and estimated number or volume; do not handle pellets to get a better count.
- Description: appearance and whether the pellets seem to form a fresh, uniform batch.
- What you witnessed: state whether you saw a release or only found pellets washed ashore. As The Great Nurdle Hunt puts it: “Did you observe the spill direct from a site or are you seeing pellets wash up on the beach?”
- Possible source: include safely observed details about a site, vessel, producer, or transporter, while marking uncertain information as uncertain.
- Evidence and follow-up: attach clear photos or video if safe, and keep the report reference number or confirmation so you can follow up.
How can you document the spill safely?
Photograph or record the pellets from a safe distance if conditions allow. Do not touch unknown material, move potentially hazardous debris, or enter an unsafe area to improve a photo or estimate. NOAA advises against touching unknown items and against trying to move potential hazardous material or large debris.

Plastic pellets are small granules used as raw material in manufacturing. A release is worth reporting because pellets may harm wildlife and other marine life, and pellet pollution can affect activities such as fishing, aquaculture, and tourism. Do not assume that pellets are harmless because they look like ordinary plastic. Local advice can differ: during its particular East Coast incident response, North Norfolk District Council described shore health risks as very low, warned that ingestion could endanger wildlife, and advised people not to touch the pellets and to keep dogs on leads. That assessment is specific to that incident, not a general health determination.
Should you clean up the pellets yourself?
Do not organize a cleanup of a substantial or active spill before checking the local authority’s instructions. NOAA’s general guidance allows removal of common debris when it is safe and practical, but separately says not to touch or move potentially hazardous items. For ship-source pellet releases, the International Maritime Organization describes government-authority guidance covering cleanup planning, response, monitoring, and cost recovery. The IMO says liability and cleanup costs depend on the incident, applicable treaties, and national law.

How do reporting routes differ?
There is no single hotline or form established for every beach pellet find. Choose a route based on the beach’s jurisdiction and whether the report concerns water pollution, ordinary litter, or a potential hazard.

What happens after a report?
The receiving authority can determine whether the report falls under its remit and what response is appropriate. A report may help authorities assess a cleanup or identify where pellets are appearing, but the available guidance does not establish a single response time or outcome for all locations. Keep the incident reference and use it when providing further information.

For context, North Norfolk District Council’s account of its 2025 incident says the ship carried 196 containers, 15 of which contained plastic pellets. Those figures describe that incident only; they are not typical-spill figures. The IMO reported that in April 2026 its Marine Environment Protection Committee (MEPC 84) agreed to develop a mandatory code for maritime transport of plastic pellets. That is a dated policy status and may change.
