Choose the method that matches what you want to change

The Fn key is a special case: Microsoft says, “The Fn (function) key cannot be remapped (in most cases).” Whether a keyboard’s Fn layer can be controlled also depends on how that keyboard exposes it to the operating system.
Remap function keys in Windows with PowerToys
Microsoft PowerToys is a utility that includes Keyboard Manager. Its current documentation says Keyboard Manager can map F1–F12 and F13–F24 to another key, a shortcut, or text.
- Open PowerToys Settings and select Keyboard Manager.
- Choose Remap a key, then select Add key remapping.
- Under the input key, select the F-key you want to change.
- Under To send, select the replacement key, shortcut, or text.
- Confirm the mapping. It takes effect after confirmation.

Windows limitations to account for
- PowerToys must be running in the background, and Keyboard Manager must be enabled, for mappings to apply. Closing PowerToys stops them.
- Keyboard Manager is unavailable at the Windows sign-in screen and does not work on password screens.
- An app running with elevated permissions may require PowerToys to run as administrator.
- Microsoft advises against using Keyboard Manager while gaming because keyboard interception can affect performance. Some apps that handle keyboard input at a lower level may also interfere.
Make Mac function keys behave as standard F-keys
On Apple keyboards, the top row normally controls Mac features such as brightness, Mission Control, Spotlight, Dictation, playback, and volume. Holding Fn/Globe while pressing a key uses its standard F-key action. If your keyboard has no Fn key, Apple says you can try Control instead.
macOS Ventura or later
- Open the Apple menu and choose System Settings.
- Select Keyboard, then Keyboard Shortcuts.
- Select Function Keys.
- Turn on Use F1, F2, etc. keys as standard function keys.
With this option enabled, pressing a top-row key sends its standard F-key action without holding Fn. Hold Fn/Globe to use the special feature printed on that key.

Earlier macOS versions
Open the Apple menu, choose System Preferences > Keyboard, then select Use F1, F2, etc. keys as standard function keys.
If the Function Keys option is missing, Apple says the keyboard may not be made by Apple. Check the keyboard maker’s guidance; depending on the keyboard, a third-party utility may be needed. Apple’s instructions are in How to use the function keys on your Mac.

Use Karabiner-Elements for advanced Mac remaps
Use Karabiner-Elements when you want individual key-to-key, shortcut, or app-specific behavior beyond switching the whole row’s default mode. It is not required for the ordinary macOS standard-function-key setting.
There is an important function-key quirk: a remap that simply sends F1–F12 can be interpreted by macOS’s later function-key handling or driver as a media control. Karabiner-Elements documents sending fn+F1–F12 when the intended output is a standard F-key sent to an application. Its handling can depend on whether “Use F1, F2, etc. keys as standard function keys” is enabled or disabled; consult its documentation on changing to function keys when setting up a rule.

Check these details if a remap does not work
- On Windows: confirm PowerToys is still running and Keyboard Manager is enabled; check whether the target app needs administrator privileges or handles keyboard input in a way that conflicts with the remap.
- On a Mac: distinguish the whole-row standard-function-key toggle from a custom key remap. If a third-party keyboard lacks the Apple setting, consult its manufacturer.
- For an Fn-layer remap: remember that Fn is often handled by the keyboard itself rather than exposed as an ordinary key the operating system can remap.
