Reduce sand encroachment by first finding where the moving sand comes from, then combining measures suited to the site: permeable barriers to trap sand, locally appropriate vegetation and access controls, and a maintenance plan for deposits that reach roads or buildings. The right mix depends on whether the problem is an inland mobile dune, disturbed ground, coastal windblown sand, or storm- and wave-driven change; no single fence or planting scheme works everywhere.

Diagnose what is moving the sand

Before installing a barrier or removing a dune, identify the source and the process. Sand may be advancing from an active dune, becoming mobile after vegetation has been damaged, moving through a road cut or access corridor that concentrates wind, or shifting as part of a coastal system affected by waves and storms. These causes can overlap, but they call for different responses.

  • Note the dominant wind directions, likely sand source areas, terrain, and places where wind funnels through gaps or along roads.
  • Check vegetation condition and signs of trampling, vehicle damage, or other disturbance.
  • Map affected road sight lines, drainage, utilities, buildings, property boundaries, and public access.
  • Identify nearby habitat or protected land, the landowner, and the authority responsible for the road or site.

This site-specific approach is consistent with the United Nations Convention to Combat Desertification’s overview of dune fixation and the UK government’s 2007 technical report Sand Dune Processes and Management. The report is useful for general background, not as a substitute for current local rules or a site assessment.

Match the measure to the problem

Permeable sand fence or other barrier Windblown sand needs to be slowed and trapped before it reaches an exposed road or structure. Placement and configuration affect where sand accumulates. Inspect and maintain it as conditions change; it is not a universal engineered protection system.
Locally appropriate vegetation Planting or protecting grasses, shrubs, or trees can help hold sand where the species and habitat are suitable. Plants take time to establish and can be damaged by trampling or vehicles. Species and treatment should follow local ecological guidance.
Access management Foot or vehicle traffic is damaging vegetation or disturbing sand. Use agreed routes and suitable restrictions; consider public access, land rights, and habitat requirements.
Road or site maintenance Sand has already reached a road or built infrastructure and presents an operational or safety issue. Coordinate safe removal with the responsible authority and landowner. Any reuse or disposal must meet local environmental and handling requirements.
Coordinated landscape or engineering plan Several sources, assets, or landowners are involved, or exposure is significant. Requires assessment of the wider sand movement, permissions, and the responsibilities of affected parties.

Use barriers to trap sand, not as a stand-alone guarantee

Artificial barriers can reduce wind speed near the ground and encourage sand to accumulate in a chosen area. The FAO describes placing a linear obstacle in the wind path as a fixation technique; the UNCCD includes sand fences among the barriers used in combined dune-stabilization approaches. A barrier therefore changes where sand is deposited rather than making the sand supply disappear. If it fills, is damaged, or redirects movement toward another asset, it may need adjustment or maintenance.

There is no generally transferable fence height, porosity, spacing, setback, or maintenance interval established for protecting roads and buildings. Have a local authority or qualified coastal, geomorphological, or geotechnical professional determine the design and permissions for the site.

Protect vegetation and control disturbance

Roots can strengthen dune cohesiveness, and the UK government’s coastal and estuary management evidence notes that sand-trapping fences can help dunes develop. Where ecologically appropriate, protect existing plants and use locally adapted grasses, shrubs, or trees rather than assuming that blanket planting is suitable. Mark or manage routes so vehicles and pedestrians do not repeatedly damage the vegetation being relied on to help hold sand.

Planting should not be treated as a reason to immobilize every coastal dune. In sensitive coastal habitat, vegetation, bare sand, access, and natural processes may all be part of the management objective.

Maintain roads and handle deposits responsibly

When sand is already on a road, address road-user safety, visibility, drainage, and safe working arrangements first. Coordinate with the road authority and the owner of the adjacent land. Do not push material containing road debris or contamination back into a dune.

A Cape Town municipal dunes and beaches maintenance plan from 2021 provides a local example of returning clean sand accumulated on roads and other built infrastructure to suitable beach or dune locations, alongside planting and fencing in rehabilitation projects. That is not a general disposal rule: the destination and handling of sand must follow the requirements of the local authority and environmental regulator. The available guidance does not establish a universal cleanup schedule or method.

Assess building exposure and future development

For buildings exposed to mobile sand, consider source control, land-use planning and setbacks, barriers, and vegetation where appropriate as parts of a coordinated response. The 2007 UK technical report distinguishes local interventions from broader-scale strategies and describes sand drift affecting property and infrastructure. New construction or substantial exposure also calls for review of local planning and coastal-hazard rules, along with qualified professional assessment.

No single building setback, wall detail, or foundation design is established for all dune environments. A site assessment should account for the sand source and movement, ground conditions, utilities, neighboring land, and the consequences of redirecting sand.

Account for the difference between coastal and inland dunes

Coastal settings

Coastal dunes are dynamic landforms. Wind and waves can move sand naturally, while dunes may also provide habitat and help defend coasts against flooding or erosion. Management should address an actual risk to an asset without assuming that all dune movement is damage. England’s current CCT8 guidance, published by the Department for Environment, Food & Rural Affairs and the Rural Payments Agency in 2025 and updated in 2026, says natural erosion, movement, and deposition can be allowed under the scheme’s land-specific management approach.

Within that English CCT8 coastal-dune habitat scheme, guidance recommends maintaining around 10 to 20% bare sand in the agreement area and suggests scrub cover around 5%. These are habitat-management targets for that scheme, not engineering specifications for road or building protection. The scheme’s requirements depend on adviser-agreed management for the land. For other places, follow the relevant local habitat, coastal-hazard, and permitting rules.

Inland settings

For inland sand movement, investigate whether the source is a mobile dune or loose sand exposed by disturbance, and whether a road or access route is concentrating wind. Vegetation protection, access management, and barriers may be relevant, but their suitability still depends on local land use, ecology, terrain, and the available sand. Broad guidance from FAO and UNCCD describes approaches, not site-specific engineering prescriptions.

Use project examples as context, not forecasts

The UK government’s coastal and estuary management evidence page reports that increasing dune volume by 28,000 m3 at Hightown bought the frontage 28 years of time. This is a reported outcome for one local project; it does not predict how much protection a similar intervention would provide elsewhere. Sand supply, coastal processes, landform, and project design all affect results.
