A Windows 11 PC that will not start may still have readable files. If preserving personal data is your priority, avoid Reset this PC or reinstalling Windows until you have copied what you can. First decide whether the problem looks like Windows startup or a failing drive; then use WinRE or connect the drive to another PC as appropriate. BitLocker-encrypted files also require the matching recovery credential.

Before troubleshooting, protect the files

A failed startup does not by itself mean your personal files are gone. Windows startup repair and file recovery are different goals: recovery tools may help Windows boot, but that does not guarantee they will retrieve personal files.

  • Do not choose Reset this PC, Recover from a drive, or reinstall Windows until you understand the consequences and have copied recoverable files or made a backup if possible.
  • If you suspect physical drive damage, or the data is irreplaceable, avoid repeated boot attempts and repair actions as a first move. Consider professional data recovery before trying operations that could further stress the drive.
  • A recovery USB is a way to start recovery tools, not a backup of your personal files.

Choose a path based on the problem

Startup Repair in WinRE No Attempts to fix common Windows startup problems; it is not a personal-file recovery tool. Designed to repair startup, but does not promise file recovery. Some encrypted-device scenarios require a BitLocker recovery key.
Connect the drive to another PC No Lets you try to read the drive as a secondary drive and copy files. Depends on the drive being readable and, for BitLocker, having the proper recovery credential. Requires a compatible connection.
System Restore in WinRE No Rolls back system files and settings. Microsoft says it does not affect personal files, but it is a Windows repair option, not a file-copy method.
Reset this PC No Reinstalls Windows with an option to keep or remove personal files. Applications and settings are removed. “Keep my files” is not a substitute for a backup.
Reinstall from installation media No Reinstalls Windows. Microsoft says this removes everything from the device in the installation-media scenario. Use only after securing files or choosing to erase them.

Microsoft’s Recovery Drive documentation explains that a recovery drive can start recovery tools or reinstall Windows, but does not include personal files: Create a recovery drive.

Open Windows Recovery Environment (WinRE)

If the PC already opens WinRE, use its recovery options without choosing reset or reinstall until your files are safe. If WinRE is unavailable and you do not have a recovery drive or repair disc, create Windows installation media on another working PC, boot the affected PC from it, and choose Repair my PC to enter WinRE. Microsoft’s instructions are in Recovery options in Windows.

A USB flash drive used for Windows 11 recovery or installation media contains the tools needed to start this process; it does not contain a copy of your personal files.

Try Startup Repair only when the drive seems readable

When the symptoms point to a Windows startup problem rather than physical drive failure, try WinRE > Troubleshoot > Advanced options > Startup Repair. Startup Repair scans for and attempts to fix common issues such as damaged system files, boot configuration data, boot records, incompatible drivers, or registry errors. It may restore bootability, but Microsoft does not describe it as a way to recover personal files. See Startup Repair.

If Startup Repair asks for a BitLocker recovery key, use the credential associated with that protected drive. If your main goal is file preservation and the drive may be failing, stop and consider connecting it to another PC or seeking professional help rather than continuing repair attempts.

Find the BitLocker recovery credential

BitLocker protects data by requiring the matching recovery credential to unlock an encrypted volume. A USB adapter, enclosure, or recovery program does not bypass that requirement. Microsoft documents a 48-digit recovery password and a recovery key stored on removable media; depending on device setup, recovery information may also be saved to the owner’s Microsoft account or an organization-managed directory.

  • Check the Microsoft account associated with the PC if it is a personal device.
  • Look for a saved text file, printout, or removable media containing the recovery information.
  • For a work- or school-managed device, ask the organization’s IT administrator; the key may be held in Microsoft Entra ID or Active Directory.

Microsoft describes the key and recovery process in BitLocker recovery overview and Find your BitLocker recovery key. If you cannot locate the right credential, do not try to bypass encryption.

Connect the drive to another computer to copy files

Yes—if the drive is readable, you can remove it and connect it as a secondary drive to a working PC. Microsoft documents this option when the original computer can no longer boot: Recovery options in Windows.

  1. Shut down the affected PC and remove the internal drive only if you can do so safely and without damaging it. If the computer is under warranty or you are unsure how to open it, consult the manufacturer or a qualified technician.
  2. Identify the drive’s interface and physical form factor. Depending on the drive, you may need a compatible SATA-to-USB adapter or an NVMe USB enclosure. These accessories only provide a connection; they do not repair a damaged drive or unlock BitLocker.
  3. Connect the drive to another working PC. If prompted for BitLocker, enter the recovery password or use the matching key. Without it, protected files remain inaccessible.
  4. If the files become accessible, copy the important data to a separate storage device before doing anything else to the original drive.

This method depends on the drive being readable. If the other PC cannot detect it, reports errors, or the drive appears physically damaged, avoid repeated retries when the data matters; consider a professional recovery service.

System Restore

System Restore rolls back system files and settings without affecting personal files, according to Microsoft’s Recovery options in Windows. It is intended to address Windows problems, not to make a separate copy of your data.

Reset this PC

Reset reinstalls Windows and offers a choice to keep or remove personal files, but applications and settings are removed. Do not rely on “Keep my files” as your only protection for important data; copy files first whenever possible.

Reinstall from installation media

In the installation-media scenario, Microsoft Support warns: “This removes everything from your device.” That warning applies to reinstalling Windows from installation media, so do not choose that route before securing the files you want to keep. Microsoft explains the options in Recovery options in Windows.

Recovery Drive

A Recovery Drive provides a way to start recovery tools or reinstall Windows, but it does not include your personal files. It is not a data backup.

When to stop and seek specialist help

If the drive appears physically damaged, cannot be read by another computer, or holds files you cannot replace, a professional data recovery service may be the safer next step. No particular provider is endorsed here; check its reputation, supported drive types, location, fees, and terms before handing over the device.

For some severely damaged BitLocker volumes, Microsoft documents the command-line tool repair-bde as a possible way to salvage data when other recovery methods cannot unlock the volume. It can require a key package together with a recovery password or key. Microsoft says a key package is not generated automatically and recommends diagnosing drive problems before using the tool; drive damage may not be caused by BitLocker. See repair-bde. This is a specialized recovery path, not a general first step.
