Prioritize legacy applications by connecting business goals to portfolio evidence—not by ranking systems on age or technical risk alone. Build an inventory, assess business value and readiness alongside technical condition and dependencies, then use a transparent scoring model to create a shortlist. The sequence for a low-risk pilot may differ from the order for strategic modernization investment.
Start with the outcome you need
Agree with business owners on what the modernization program is meant to achieve. Common drivers include faster innovation, near-term cost reduction, lower operational or security risk, and better service. These goals can point to different applications and strategies, so make trade-offs explicit before scoring candidates. AWS recommends validating business drivers and aligning prioritization criteria to them in its prioritization and migration strategy guidance.
For example, a system with an unsupported platform might be urgent for risk reduction, while an application that blocks a strategic business capability could be a stronger innovation investment. Neither conclusion follows from age alone.
Build an application inventory
Collect enough information to compare applications consistently. Start with what is known and progressively fill gaps; AWS describes portfolio assessment as an iterative process rather than a requirement to have perfect data on day one. See its application portfolio assessment strategy.

- Ownership and business context: accountable owner, users, business processes, strategic role, and service criticality.
- Application and platform: architecture, operating system, lifecycle or support status, hosting environment, and operational characteristics.
- Condition and exposure: functional gaps, technical constraints, security concerns, regulatory obligations, and continuity risks.
- Economics: current operating costs and plausible costs or benefits under alternatives.
- Dependencies and delivery readiness: connected applications, data, infrastructure, teams, available skills, and owner engagement.
Do not treat missing information as a neutral score. Flag it explicitly: unknown dependency or cost data can change a candidate’s apparent priority and its delivery risk.
Assess candidates across distinct dimensions
Use multiple lenses so a technology-only ranking does not obscure business need or execution constraints. AWS’s application modernization readiness guidance covers strategic or business fit, functional adequacy, technical adequacy, financial fit, and digital readiness. The questions below add practical factors that can affect sequencing.

Choose criteria that distinguish applications in your portfolio and matter to the agreed goals. AWS examples include business criticality, environment, operating-system support, compute instances, dependency count, migration strategy, and operations-team readiness. They are prompts for local decisions, not universal weights.
Score transparently, then challenge the result
Use a simple scoring model when it helps compare a large portfolio, but make the criteria, weights, assumptions, and data confidence visible. For each candidate, record the evidence behind its scores and distinguish an unknown from a low-risk result. AWS recommends testing and iterating prioritization criteria with stakeholders in its guidance on iterating the criteria.

AWS publishes example values for specific decision goals. In an initial low-risk example, an application with 0–3 dependencies receives a score of 70, compared with 10 for one with 11 or more; a test environment scores 80 and production scores 20. These scores are designed to identify simpler, lower-risk early candidates—not to say that test systems or lightly connected applications are more valuable to the business.
The same source shows how scores shift with the goal: its innovation example assigns 80 to AIX, Solaris, or HP-UX and 20 to Linux, while its quick-cost-reduction example assigns 80 to retiring an application and 10 to refactoring it. These are illustrative model inputs, not measured outcomes or empirical rankings. Do not import them as default weights without checking that they fit your portfolio and objective.

- Document the model: list each criterion, its weight or scoring rule, the evidence source, and treatment of missing data.
- Score consistently: apply the same rules across candidates and record exceptions rather than silently adjusting scores.
- Review with owners: ask business and application owners whether the order reflects value, risk, and known constraints.
- Run sensitivity checks: see whether plausible changes in weights or uncertain data materially alter the shortlist.
- Revise and agree a baseline: change criteria where they fail to distinguish candidates or conflict with the stated goals.
Separate modernization priority from migration order
A candidate’s business importance and its place in the delivery queue are related but not identical. A strategic application may deserve deep modernization yet require more discovery, dependency work, or readiness investment before execution. A lower-risk application may be a better first pilot because it lets the team learn and improve its methods.
Approach also affects timing. AWS notes that rehosting or replatforming can require less upfront effort and support faster near-term efficiencies, while deeper modernization can demand greater initial investment and produce benefits later. A balanced portfolio can therefore move some applications through a lower-effort approach while reserving deeper change for strategic workloads. Do not classify a business-critical application as low priority simply because it is complex, or assume an easy pilot is the highest-value modernization target.

Turn the shortlist into waves
For an initial wave, select a manageable set of candidates that fits the program’s objective and delivery capacity. Low-risk, lower-complexity candidates can help establish experience; later waves can take on more complex or business-critical systems as the organization improves its foundations and information. Microsoft recommends grouping modernization components into phases with a balanced mix of complexity and business value in its application modernization planning guidance.
- Choose the first wave: consider value, risk, dependencies, readiness, and whether the candidates will teach the team something useful.
- Plan prerequisites: identify dependency sequencing, data work, owners, skills, and operational capabilities needed before delivery.
- Use assessment work to improve the portfolio: capture newly discovered costs, risks, dependencies, and constraints.
- Revisit criteria and sequence: update scores and wave boundaries when evidence or business goals change.
Microsoft’s roadmap guidance, last updated 2025-05-19, also emphasizes a phased modernization roadmap: Roadmap for application modernization. Treat a prioritization list as a maintained portfolio decision, not a one-time ranking.
