Prevent configuration drift by making reviewed, version-controlled infrastructure as code (IaC) the normal route for changes, limiting direct edits, and checking live resources regularly. When a check finds a difference, decide whether to adopt the live change or restore the declared configuration; do not confuse updating state with changing infrastructure.
What configuration drift means
Configuration drift is a mismatch between the infrastructure your code declares and the resources actually deployed or tracked by your IaC tool. It can result from an intentional emergency change or an accidental console, CLI, or SDK edit. Either way, the difference needs to be understood and reconciled through a controlled process.
IaC does not, by itself, stop someone from changing a resource outside the normal workflow. HashiCorp says of HCP Terraform health assessments, “Terraform cannot prevent these changes, but health assessments help you detect them quickly so you can resolve them.” HashiCorp’s health-assessment tutorial describes detection, not prevention.
Build one approved path for infrastructure changes
Keep desired configuration in version control
Store infrastructure definitions in a stable repository with a branching and release process. Use pull requests, review, and deployment history to make the approved configuration traceable and recoverable. Microsoft recommends a single source of truth in version control to reduce drift; AWS recommends code reviews and revision controls for CloudFormation templates and rollback history. Bring existing resources under management
Inventory both IaC-managed and manually created resources. Adopt resources that should be managed by importing them or using the platform’s supported adoption process. Avoid maintaining parallel manual and code-based change paths. For AWS, CloudFormation IaC Generator can help produce templates from existing resources; consult AWS’s best-practices guidance for the relevant workflow.
Make deployment a reviewed pipeline
Have contributors propose changes through pull requests. Before production deployment, run formatting, validation, tests, security and policy checks, and a plan or change set. Require review and approval before apply. Microsoft’s guidance recommends disabling direct pushes to the main branch, requiring pull requests and code review, and running validation pipelines for production repositories: Azure IaC automation.
Use preventive controls for rules that must not be violated. Azure Policy can audit or deny selected changes; HCP Terraform supports Sentinel or OPA policy sets and configuration preconditions or postconditions; CloudFormation Hooks can validate resources before provisioning. Reduce and account for out-of-band edits
Treat console, CLI, and SDK edits outside the pipeline as exceptions. Restrict permissions where appropriate, and retain an audit trail so teams can establish what changed and why. AWS recommends CloudTrail logging for CloudFormation API calls. Its documentation also notes that out-of-band changes may be accidental or deliberate responses to time-sensitive events, and can complicate later stack updates or deletion. For an emergency edit, record the actor, reason, and affected resource; notify the IaC owner; then promptly decide whether to codify or revert the change. This prevents a temporary operational fix from silently becoming an undocumented new baseline.
Run drift checks on a deliberate cadence
Choose a check interval based on how quickly resources change, how critical they are, and how long the team can tolerate an undetected difference. The vendor guidance cited here recommends regular checks but does not set a universal hourly or daily interval.

Terraform CLI
A standard terraform plan refreshes Terraform’s view of remote resources before proposing changes. To inspect observed changes against existing state without proposing infrastructure remediation, run:
terraform plan -refresh-only
This plan does not change remote infrastructure. Applying a refresh-only plan records observed values in state; it does not restore the code-declared configuration on the live resource. Use the regular plan to preview reconciliation against code. HashiCorp explains this distinction in its Terraform state refresh tutorial.

HCP Terraform
HCP Terraform health assessments run non-actionable refresh-only plans in configured workspaces and can provide drift detection and continuous validation. Their results cover attributes defined in configuration, so an omitted setting may not be assessed. Availability and entitlement depend on the current HCP Terraform offering; check HashiCorp’s documentation for the applicable edition and current details.

AWS CloudFormation
CloudFormation drift detection compares supported resource settings with template and parameter expectations. Run it regularly and consider scheduling checks and notifications; AWS describes Lambda functions triggered by EventBridge as one automation option. A parent-stack drift check does not automatically inspect nested stacks, and not every resource property is comparable. AWS recommends regular checks in its CloudFormation best-practices guide; details and coverage are in the drift-detection documentation.
Azure governance
Azure’s source-control and CI/CD guidance supports governance through tools such as Azure Policy, which can audit or deny selected changes. This is estate-governance advice, not a guarantee that every Azure IaC service or resource exposes identical drift-detection behavior. Verify the coverage and semantics of the specific service you operate in Microsoft’s guidance.

Before changing code, state, or infrastructure, confirm the live value, who changed it, the operational reason, and the risk of keeping it. Then choose the appropriate path.

Adopt a valid live change
- Update the IaC configuration to express the value the team intends to keep.
- Review and validate the code change through the normal pipeline.
- For Terraform, use a refresh-only plan and apply only when recording the observed values in state is appropriate; reconcile the code as well so a future regular plan does not undo the accepted change.
- Run the regular plan or platform equivalent, inspect its proposed actions, and deploy through the approved workflow.

Reject an unauthorized or unwanted change
- Keep the intended value in code.
- Generate a normal Terraform plan or CloudFormation change set and inspect the proposed actions.
- Apply only after confirming that the reviewed changes restore the desired settings without unintended side effects.
Do not blindly apply a large reconciliation plan: HashiCorp advises careful review when a plan contains many drift-related changes. CloudFormation likewise warns that out-of-band edits can affect later stack operations. See HashiCorp and AWS.
Stop managing a resource deliberately
If a resource should no longer belong to the current stack or workspace, use the tool’s documented removal or import procedure. Avoid ad hoc state-file edits. HashiCorp’s Terraform tutorial includes an example of importing a manually created security group into configuration and state.
What drift checks can and cannot tell you
Drift detection is not a universal comparison of every live property with every implicit default. Coverage varies by provider, resource type, property, and how the configuration expresses expected values. HCP Terraform assessments report on configured attributes; CloudFormation checks supported and trackable properties and relies on explicit expectations for comparison. For critical settings, declare values explicitly where the tool supports them and verify the provider’s coverage for high-risk resources.
When evaluating a platform’s drift capability, compare the supported resources and properties, detection latency and cadence, treatment of defaults and computed values, hosted versus pipeline-operated checks, alerting and audit history, preventive policy controls, and the review process for remediation.
