Then use the matching recovery route, submit the confirmed false positive to Microsoft, and correct the cause. Avoid broad filtering bypasses: they can weaken protection without fixing the detection or configuration problem.
Identify what happened before changing settings
“Automated phishing response” can describe different Microsoft 365 actions. ZAP acts after delivery when Microsoft receives new spam, phishing, or malware intelligence about a message already in a mailbox. AIR investigates and may remediate messages as part of an investigation. Policy-based filtering can also route a message to Junk or quarantine. These mechanisms have different investigation views and recovery steps.
Ask the recipient for the sender, approximate delivery time, subject, and whether the message appeared in Junk or quarantine—or arrived and later disappeared. Search for it in Defender investigation tools. For AIR, Microsoft directs security teams to Explorer (Threat Explorer), the Email entity page, and Action center history to inspect or undo remediation. For ZAP, use Mailflow status reporting for counts and Threat Explorer’s All email tab; filter the Additional action field for ZAP. Microsoft notes that ZAP is not logged as a system action in Exchange mailbox audit logs, so those logs alone may not show whether ZAP acted. Microsoft’s ZAP guidance and AIR undo-remediation guidance describe the respective investigation paths.

Portal labels and available actions can depend on tenant configuration and subscription. Microsoft’s AIR false-positive instructions apply to Defender for Office 365 Plan 2 and Microsoft Defender XDR; check current licensing and the operator’s role before attempting remediation.

Recover the message using the route that matches its destination
If the message is in quarantine
An administrator can release a confirmed legitimate message from quarantine and submit it to Microsoft for analysis. Check the quarantine entry and intended recipients before release. Similar messages already in quarantine are not automatically released when a false positive is addressed; Microsoft says administrators must release those messages manually. Use bulk release only when the messages and recipients have been checked. See Microsoft’s false-positive resolution guidance.
If AIR moved the message to Junk
In the AIR investigation, use Take action, choose Move to mailbox folder, and select Inbox for a confirmed false positive. AIR undo actions depend on the operator’s role and applicable license. Microsoft documents the workflow in its AIR undo-remediation guidance.
If AIR quarantined the message
Use the quarantine release option or, where available, Take action to move the message to the Inbox. The available release choices can include the original recipients or all recipients. Confirm the scope before acting; releasing to more recipients than intended can distribute a message beyond the affected mailbox.

If the user marked it safe in Outlook
A user’s safe-sender setting may help with mail routed to that user’s Junk folder, but it is not an organization-wide security control and does not replace administrator investigation, quarantine release, or policy review. Do not treat it as a fix for AIR or ZAP remediation.

After confirming the message is legitimate, submit or resubmit the email, attachments, or URLs through the Defender Submissions workflow. Review Microsoft’s verdict and the investigation details to understand why it was detected. Microsoft’s process is described in Resolve email false positives in Microsoft Defender for Office 365.
If the cause is tenant configuration, correct the relevant mail-flow, anti-spam, or spoof-protection setting instead of broadly exempting the sender. For legitimate forwarded or relayed mail, investigate authentication and intermediary handling:

- Check whether legitimate senders’ SPF, DKIM, and DMARC align with their sending infrastructure.
- For mail passing through an intermediary, assess whether a trusted ARC sealer is appropriate.
- For a legitimate sender and infrastructure pair, review spoof intelligence overrides where relevant.
Any temporary mitigation should be narrowly scoped, have an owner and review date, and be removed when it is no longer needed. If the issue is not caused by tenant configuration, the submission gives Microsoft feedback to assess the detection.

Use submissions and recurring detection reviews to spot patterns rather than adding broad sender or domain exceptions. Microsoft’s Security Operations Guide describes daily review of false-positive reports and quarantine release requests, followed by weekly review of email detection trends in Mailflow status and Threat Protection status reports. These reviews can show whether a recurring issue points to a sender-authentication problem, a tenant setting, or a detection that should be submitted for analysis. Microsoft advises submitting false-positive messages for review; the guide says security teams cannot directly manage allow entries for domains and email addresses in the Tenant Allow/Block List as a short-term false-positive mitigation. Microsoft also warns that bypassing filtering can compromise an organization’s security posture in its ZAP guidance. A broad bypass can let future malicious messages through while leaving the underlying false-positive cause unresolved.

Understand what changing ZAP can—and cannot—prevent
ZAP is not a single unconditional delete switch. Its action depends on the threat verdict and the action configured in the applicable anti-spam policy; a message may be moved rather than permanently deleted. Review the configured verdict actions, confirm where messages go, and make sure your team can investigate and recover a false positive. Do not assume that changing one ZAP-related setting will prevent false positives from AIR or other filtering paths.
These steps are specific to Microsoft 365 and Defender for Office 365. Other mail providers use different investigation tools, policy names, licensing, and recovery workflows.
