Prepare for post-quantum cryptography (PQC) as a coordinated migration of systems, suppliers and data—not as a last-minute algorithm swap. Start by assigning an accountable team, inventorying where public-key cryptography is used, and ranking those uses by the sensitivity and secrecy lifetime of the data they protect. Then map high-priority systems to current NIST standards, validate supplier support, and test changes in controlled environments before production rollout.

The reason to plan is practical, not a prediction that a cryptographically relevant quantum computer is available or will arrive on a particular date. Migration can take time across complex technology and supply chains, and attackers could collect encrypted information now in the hope of decrypting it later if capable quantum computers become available. That “harvest now, decrypt later” risk matters most when information must remain confidential for many years.

What PQC changes—and what is ready now

Post-quantum cryptography consists of cryptographic methods designed to resist attacks by both conventional and quantum computers. Unlike quantum cryptography, which is based on quantum physics, PQC uses mathematical techniques and runs on ordinary computing systems. The migration focus is chiefly public-key cryptography: the methods used for key establishment and digital signatures. It does not mean that every cryptographic component in an organization must be replaced at once.

NIST says three PQC standards released in 2024 are ready to implement. The standards cover key establishment and digital signatures; ML-KEM and ML-DSA are among the finalized standards identified by NIST. Treat the standards as specific technical baselines, not as interchangeable labels for any product described as “quantum-safe.” Confirm which standardized algorithm and protocol profile a proposed implementation actually supports. NIST also notes that adoption requires updates across cybersecurity products, services and protocols. The NIST PQC standards overview says its standardization effort took eight years.

NIST IR 8547’s initial public draft, published November 12, 2024, describes an expected transition from quantum-vulnerable cryptographic standards to post-quantum digital-signature and key-establishment schemes. Its public comment period closed January 10, 2025. The draft is useful transition guidance, not a universal deadline for every private organization, country or sector.

1. Put ownership, scope and a roadmap in place

Name an executive sponsor who can resolve cross-business priorities and a migration lead who owns the program plan. CISA, NSA and NIST recommend forming a project team and roadmap before migration. Include the functions that control systems, data, procurement and operational change:

  • Cybersecurity, IT and enterprise architecture.
  • OT or industrial-control specialists where operational technology is in scope.
  • Application, platform and infrastructure owners.
  • Procurement, privacy, risk, legal or compliance, and business or mission stakeholders.
  • Suppliers and service providers whose products or services contain cryptography the organization depends on.

Define which legal entities, environments, products, services, suppliers and data flows belong in the program. Record assumptions and exclusions so that an unowned system does not quietly fall outside the plan. Set milestones for discovery, risk ranking, supplier engagement, pilots, staged rollout and exception review; adjust them to the organization’s systems and change-control cycles rather than assuming a standard migration duration.

2. Find where public-key cryptography is used

Build an inventory that describes use, not just equipment

A cryptographic inventory is a managed record of cryptography used across systems, applications, services, devices and data flows. For each use, capture enough detail to identify what depends on it and plan a change:

  • System, application, service or device; environment; business owner; technical owner; supplier; and criticality.
  • Algorithm, protocol and purpose, including whether the use is key establishment, authentication, signing or another function.
  • Relevant protocols and services such as TLS, SSH, VPN, code signing and email encryption.
  • Certificates and public keys, with owner, algorithm, application, expiration and lifecycle information. Do not put secret key material in the inventory.
  • Libraries, software and firmware components, hardware dependencies, integrations and downstream or upstream systems.
  • Protected information, its sensitivity and how long it must remain confidential.
  • Upgrade path, supplier support, operational constraints and known migration dependencies.

An inventory is not a one-time spreadsheet. Update it as systems, software, suppliers and certificates change, and connect it to asset, configuration or procurement processes where practical. The joint CISA, NSA and NIST fact sheet warns that cryptographic dependencies can be broad and poorly visible across products, applications and services.

Use several discovery methods

No single scan is a complete inventory. Combine network-visible checks with reviews of endpoints, source code, procurement records and supplier documentation. The NIST FAQ names the following examples as starting aids, not exhaustive coverage:

Use these alongside reviews of software and firmware signing, application and library dependencies, CI/CD pipelines, endpoint and server configurations, and vendor-provided component details. A public-edge scan can reveal exposed services, but it cannot prove what cryptography is embedded in a product or used on an internal data path.

3. Rank migration work by risk and dependency

Prioritize inventory entries using documented business impact and technical context rather than a single “quantum-safe” label. For each use, record the data protected, sensitivity, required confidentiality lifetime, mission or business criticality, external exposure, dependencies, owner, supplier, current algorithm or protocol, upgrade path and operational constraints.

Address these uses early

  • Confidential data with a long secrecy lifetime: prioritize information whose exposure would remain harmful years from now. This is where harvest-now, decrypt-later concerns are most relevant.
  • Identity and trust infrastructure: assess systems that authenticate users, services or devices, and the certificate or key lifecycles they depend on.
  • Software and firmware signing: assess digital-signature functions used to establish that updates and code are trustworthy.
  • Exposed or highly critical systems: account for public-facing services, essential business or mission functions, and systems whose failure would have serious consequences.
  • Hard-to-change dependencies: identify embedded devices, OT, hardware-bound implementations and supplier-controlled components early, even if their replacement will take longer.

These factors help distinguish an urgent planning need from a lower-priority use, but they are not a substitute for your organization’s risk framework. Record why an item is prioritized, what must change, who can make that change and what dependency could block it.

4. Set supplier expectations and choose a migration path

For each prioritized use, map the function to an applicable NIST standard and a product or protocol implementation that supports it. Engage suppliers early: a system may depend on cryptography in a cloud service, network appliance, endpoint agent, application library, certificate service, device firmware or managed service that your team does not control directly. Include procurement and OT specialists because replacement and maintenance windows can constrain operational environments.

Ask suppliers for specific, written answers rather than accepting “quantum-safe” as sufficient evidence:

  • Which standardized algorithm and protocol profile does the product support, and in which product version?
  • When will support be released, and how long will that version be supported?
  • What compatibility requirements apply to counterparties, clients, servers or other products?
  • Are there hardware, firmware, certificate or key-lifecycle dependencies?
  • What validation status and interoperability evidence are available for the deployment scenario?
  • How will the change affect performance, message or certificate sizes, logging, monitoring and recovery?
  • What migration steps, maintenance windows and rollback options does the supplier support?

Compare candidate implementations against the organization’s actual use case: standardized algorithm and protocol support, interoperability, performance and size effects, hardware support, lifecycle implications, validation evidence, supplier support period, operational risk and rollback path. The cited NIST material supports testing compatibility and building crypto agility; it does not rank vendors or products.

5. Build crypto agility and test before production

Crypto agility is the ability to replace or adapt cryptographic algorithms across protocols, applications, software, hardware, firmware and infrastructure while maintaining security and operations. NIST’s final CSWP 39 describes mechanisms, challenges and trade-offs, and emphasizes approaches suited to the environment. In practical terms, avoid designs that make a single algorithm, library or key format inseparable from a whole application when that dependency can reasonably be abstracted or updated.

Run pilots in a controlled, non-production environment before a broad rollout. NIST’s NCCoE migration work focuses on finding interoperability issues and resolving them in controlled settings so organizations do not each have to discover the same problems independently. Test the actual applications, counterparties, devices and operational conditions in scope.

Use a pilot checklist

  • Interoperability with suppliers, customers, partners and internal services.
  • Performance, resource use, message and certificate sizes, and hardware limitations.
  • Certificate issuance, renewal, revocation and key lifecycle operations.
  • Logging, monitoring, alerting and incident-response visibility.
  • Backup and restore, failure recovery, and behavior when a counterparty does not support the new configuration.
  • Deployment procedures, maintenance windows and documented rollback criteria.

Record test conditions, versions, results, unresolved issues and owners. A successful test of one client-server path does not demonstrate compatibility across every product, protocol or supplier in the organization.

6. Roll out in stages and keep the program current

Move from pilots to staged deployments with named owners, change controls, service-level monitoring and explicit rollback criteria. Retire vulnerable algorithms where feasible, track exceptions and remaining dependencies, and use each rollout to update the inventory and roadmap. Coordinate changes across counterparties: a system can be technically ready while the services or devices it communicates with are not.

Keep the program open to changes in product support, standards and applicable transition guidance. The ongoing work is to reduce unmanaged cryptographic dependencies and make future changes safer, not merely to complete one replacement project.

Which deadlines apply to your organization?

There is no single deadline established here for every organization. NIST’s FAQ describes requirements for U.S. federal agencies and separately points readers to national and sector roadmaps. Those federal requirements should not be assumed to apply automatically to private organizations or organizations in other countries. Identify the rules that actually cover your systems before setting compliance dates:

  • The regulator and jurisdiction governing the relevant legal entity or data.
  • Critical-infrastructure and sector-specific obligations.
  • Government contract clauses or procurement requirements.
  • National and sector transition roadmaps, where applicable.

Use NIST’s finalized standards as the technical baseline where applicable, but confirm whether product support, sector rules and local transition dates change the implementation order. NIST IR 8547’s initial public draft is transition guidance, not a universal private-sector deadline.
