To prepare a strong SME growth-fund application, first confirm the exact fund is open and that your business and project qualify; then map every assessment criterion to evidence, build a deliverable-led project plan and reconciled budget, and submit the fund’s required forms and attachments before the deadline. Eligibility, dates, permitted costs, co-funding, assessment criteria, forms and reporting duties vary by scheme, so use the current official call and guidance as the source of truth.
Start with the current official fund rules
Before drafting, locate the official call, guidelines, application form, FAQs, budget workbook and any amendments for the specific opportunity. Confirm the details that can make an otherwise strong application ineligible:
- Status and dates: Is the fund accepting applications now, and what are the opening and closing dates?
- Applicant eligibility: Does the scheme accept your location, legal entity, SME size, sector, trading history and ownership structure?
- Project fit: Do the proposed activities match the fund’s purpose, and are they eligible to start when you plan?
- Funding terms: Is the support a grant, repayable finance or a combination? What costs qualify, and is a matching contribution required?
- Assessment and delivery: What criteria are scored, what project period applies, and what milestones, reporting or records will be required?
Do not assume that a fund with a familiar name is currently open or that an old application form is still valid. For example, Australia’s Growth Services program closed to applications on 9 May 2023, while the Australian Government’s Industry Growth Program page says the program is paused to new applications. The latter describes an adviser-first pathway, but that is not a route to apply while the program is paused. Check the current official status and instructions for any fund you are considering: Growth Services and Industry Growth Program.
As a further example of scheme-specific rules, Business Queensland’s page says the Queensland Business Growth Fund’s round 7 supported high-growth Queensland small and family businesses seeking specialised equipment to improve productivity, efficiency, market share or export opportunities. That round offered A$50,000–A$75,000 excluding GST, paid in three milestone payments, and required at least 50% co-investment. Turn the assessment criteria into an evidence plan
Make a short matrix before writing long answers. For each criterion, record the claim you intend to make, the evidence that supports it and whether that evidence is mandatory or supplementary. This helps prevent unsupported assertions and makes missing documents visible early.

Use the official form’s wording and scoring criteria when adapting this matrix. A government guide can show the kinds of supporting material one program requests, but it cannot establish requirements for another fund.
Define a deliverable-led project
Make the project understandable to someone who does not know your business. Start with the opportunity or constraint, then explain how the proposed work addresses it. Link each activity to a concrete deliverable and a growth outcome; avoid presenting a list of purchases without explaining their role.

- Activities: What work will the business carry out, and what is in scope?
- Deliverables: What tangible outputs will show that each activity is complete?
- Schedule: When will stages begin and finish, and what dependencies could affect timing?
- People: Who is responsible for delivery, and what relevant capacity or expertise do they bring?
- Risks: What could delay or weaken the project, and how will the business respond?
- Evidence of completion: What records, milestones or results could demonstrate delivery?
Match the growth explanation to the fund’s stated purpose. Depending on the scheme and project, relevant outcomes may include increased capacity, productivity, revenue, export activity, market share or employment. Set out the assumptions behind estimates, including any expected demand, operating capacity, implementation timing or other conditions. Do not present a forecast as a guaranteed result.

Build a consistent budget and financial case
Prepare the budget from the project plan, not as a standalone spending list. Each cost should connect to an activity or deliverable and fit the fund’s eligible-cost and timing rules. Reconcile the requested grant, the business’s contribution and any other funding against the project’s cash needs. Label sources as confirmed or prospective rather than treating hoped-for funding as secured.
Financial-document requirements differ. The Canadian Jobs and Growth Fund applicant guide, for example, lists two years of financial statements, an interim statement covering the past six months, forecast income statements and cash flows, confirmed funding, a supplemental form, a marketing or business plan, a project plan, an independent market assessment and other supporting documents. It also asks applicants to identify the person authorized to sign an agreement. Those are requirements of that program’s guide, not a universal SME growth-fund checklist. A historical SME Growth Fund application form hosted by Tendring District Council illustrates another way a program may request the financial case: it asks for at least two years of projected balance sheet and profit-and-loss statements, at least two years of monthly cash-flow forecasts including repayments, and sensitivity analysis. The form is historical, so use it only as an illustration of linking the business narrative to projections—not as a current requirement. See the legacy SME Growth Fund application form.
For your own application, provide projections for the periods and in the format the current scheme requests. Explain key assumptions and, if asked, show how results or cash flow change under less favorable conditions. Check that the forecasts, project budget and application narrative use consistent amounts and timing.
Substantiate demand and the business case
Choose evidence that directly supports the project’s growth logic. Depending on the application, useful material may include customer or market evidence, industry information, business plans or independent assessments. Explain what each item shows and how it relates to the proposed activity; attaching general market material without connecting it to the project may not make the case clearer.

Requirements can be specific: the Canadian Jobs and Growth Fund guide names an independent market assessment, while that does not establish that another scheme will require one. Check the current call before commissioning or relying on any particular type of evidence.

- Use the current application package. Download the official form and current guidance, including amendments, and confirm the deadline and submission route.
- Complete every requested field. Check eligibility declarations, figures, dates, project descriptions and cross-references for consistency.
- Check attachments against the scheme checklist. Verify file formats, file-size limits, required periods, signatures and any prescribed budget template.
- Confirm authority to submit. Have the appropriate authorized representative approve and sign the application as required.
- Submit through the specified channel. Allow time for portal steps or other submission requirements; retain the submitted files and confirmation.
- Track follow-up. Monitor the contact channel used in the application and respond promptly if the funder requests clarification.
Read award terms before committing project costs
If the application succeeds, review the grant agreement and compare it with the approved proposal before ordering, contracting or claiming costs. Check the scheme’s specific rules for eligible expenditure, procurement, milestones, payment claims, records, reporting and any approvals needed for changes. An award may not authorize every cost or timing choice in an early draft, so rely on the final agreement and written funder guidance.
Compare funds by their actual terms
If more than one opportunity may fit, compare the current official terms rather than relying on program names or headline award amounts. A useful comparison covers:

- Application burden, assessment criteria and any required advisory stage.
- Project duration, delivery milestones and post-award reporting or audit duties.
The Queensland round 7 example used co-investment and milestone payments; the Australian Growth Services program historically involved independent facilitation and matched funding; and the paused Industry Growth Program describes an advisory report before a grant application. These differences show why current availability and each scheme’s own rules matter.
