Steam-to-heat-pump conversions can involve changes to distribution, electrical service, controls, equipment locations, and business operations; no single replacement strategy fits every commercial building.
1. Set the project goals and operating constraints
Be clear about why the business is considering a change: replacing failing equipment, reducing emissions, changing fuels, improving reliability, or addressing comfort problems. The goal affects which options and trade-offs the design team should examine.
Write down the building’s operating hours, temperature concerns, planned renovations, acceptable shutdown windows, and whether work would need to be phased around occupants. Coordinate early with the owner, landlord, tenants, property manager, and facilities staff, as applicable. The U.S. Department of Energy’s 2024 guidance for commercial buildings with steam or hot-water boilers treats feasibility as a process involving owners, contractors, and design teams.
2. Assemble records about the building and its heating system
Gather what is available before the site assessment. A useful starting file includes:

- Boiler and burner make, model, age, capacity, and service records.
- Maintenance and repair history, including recurring failures.
- Utility bills and available fuel-use information.
- Heating-system drawings, control sequences, and records of prior alterations.
- Known comfort, steam-balancing, or distribution problems.
- Information about terminal equipment, such as radiators or other heat emitters, and areas they serve.
Record space heating separately from service water heating. They are different building loads: a guide focused on commercial heat-pump water heaters for small businesses addresses water heating, not by itself the conversion of a steam space-heating system.
3. Hire a qualified commercial design team for a feasibility assessment
Engage a commercial HVAC engineer or other appropriately qualified, registered design professional for the building’s jurisdiction. Ask the team to survey the boiler plant, steam distribution, terminal units, controls, operating profile, heating demand, and potential equipment locations. The assessment should also examine electrical service, other infrastructure upgrades, constructability, project phasing, and interactions with existing cooling equipment.

DOE’s 2024 guidance is specifically aimed at existing commercial buildings with steam or hot-water boilers considering heat-pump space-heating retrofits. It identifies feasibility and infrastructure needs as central issues, rather than treating equipment selection as a simple boiler swap.
4. Compare only strategies that the assessment finds feasible
Potential approaches may include air-to-water hydronic heat pumps, variable refrigerant flow (VRF) heat pumps, heat-recovery chillers, or another strategy identified by the design team. DOE lists these as possible approaches; it does not rank one as universally best for steam-heated buildings.

For each viable option, ask the team to compare:
- Compatibility with existing distribution and terminal equipment, including any changes needed to move from steam to another system.
- Electrical capacity and other infrastructure work.
- Equipment siting and practical installation constraints.
- Expected heating performance under local design conditions.
- Connections or interactions with cooling and service-water systems.
- Construction phasing, outages, and effects on occupants and business operations.
- Maintenance requirements and operator needs.
- Project-specific installed-cost and operating estimates, with assumptions stated.
These are useful comparison questions, not a published DOE scoring system. A building’s distribution layout, demand, site constraints, and utility infrastructure determine which options deserve further consideration.
5. Verify permits, code requirements, and utility coordination locally
Before settling on a design or schedule, identify the permits, design submissions, licensed trades, utility coordination, inspections, energy-code requirements, and commissioning obligations that apply where the property is located. Confirm them with the local building authority and the project’s design professional; rules and thresholds vary by jurisdiction and scope.

New York City illustrates why early review matters, but its requirements must not be treated as nationwide rules. The city’s owner boiler project checklist calls for a registered design professional and appropriately licensed contractors, recommends investigating asbestos-containing material if work may disturb it, and requires approvals before covered work begins. For permitted heating capacity over 600 kBTU/h, the checklist calls for commissioning. The city’s boiler design-professional project requirements list a change from steam to hot water as a boiler design change requiring proper plans and review there.
Do not assume that New York City’s separate Local Law 154 building-electrification requirements automatically apply to an existing-building retrofit. The cited city information concerns specified new-building applications and filing dates; check the rules that apply to the actual project.

6. Plan for safety, occupants, and continuity of operations
Have qualified professionals evaluate whether intrusive work could disturb asbestos-containing material before it begins. Develop a project-specific sequence for occupied areas, outages, access, noise, and temporary heating if needed. Coordinate the work with tenants and operations staff, and make sure responsibilities for decisions and access are clear.
7. Authorize construction only when scope and obligations are clear
Before approving construction, ask for a documented recommended scope that identifies the selected approach, known infrastructure work, permit and review path, schedule assumptions, outage or phasing plan, and commissioning and closeout obligations. If the project is in New York City, the Department of Buildings checklist states that the owner is ultimately responsible and that the owner’s signature or consent is required for the design professional’s application and Department approval.
DOE reports that its 2024 guidance drew on more than 20 reports, case studies, and related documents, plus 14 stakeholder interviews. Those figures describe the guide’s development, not measured outcomes for a particular retrofit or a guarantee of savings.
