Build a vendor-by-vendor process that captures contract notice requirements, receives alerts, preserves dated list versions, and routes every potential change to an accountable reviewer. A vendor’s current subprocessor page is useful evidence, but a page update alone may not show what changed or meet the notice process in your agreement.

What to monitor for each vendor

Start with an inventory of the services that process personal data. For each relationship, keep the information needed to detect a change and decide what to do about it:

  • Vendor, service, internal business owner, and privacy or security reviewer.
  • Relevant contract and data-processing agreement (DPA), including whether authorization is general or specific.
  • Current approved subprocessor list, with a dated copy or other retrievable version history.
  • Data categories and processing activities relevant to the service.
  • Required notification channel, advance notice terms, objection deadline, contact route, and applicable contractual consequences.

Do not assume one vendor’s notice period, channel, or objection process applies to another. Check each agreement and the law relevant to that relationship.

Understand the notice and approval model

General written authorization

Under GDPR Article 28(2), a processor needs the controller’s prior specific or general written authorization to engage another processor. With general written authorization, the processor must inform the controller of intended additions or replacements and give the controller an opportunity to object. The actual DPA governs how that notice and objection work. The European Data Protection Board (EDPB) explains these requirements in its Guidelines 07/2020.

Specific written authorization

Where the agreement requires specific authorization, route each proposed subprocessor for approval before the vendor entrusts personal data to it. Record the approval decision and the information reviewed.

A list is not necessarily a change notice

A public or portal-based list is a snapshot of what the vendor says is current. It may not identify what changed, when it changed, or whether the vendor sent the notice required by the contract. The EDPB warns that merely giving a controller generalized access to a list that may change is not sufficient in the context it describes; the processor should point out each intended new subprocessor. See paragraph 125, note 46, of the final Guidelines 07/2020.

The EDPB EU Cloud Code of Conduct gives email, a public website, and a customer portal as examples of notification mechanisms in its cloud-service context. It says advance communication is expected within that control context. That does not set a universal notice channel or deadline for every vendor relationship.

Set up a repeatable monitoring workflow

  1. Inventory relevant vendors. Link each personal-data-processing service to its owner, DPA, data categories, and current subprocessor list.
  2. Extract the exact contract terms. Record the authorization model, notice method and timing, objection window, contact route, and any relevant remedy or exit provision. Verify the terms against the signed agreement.
  3. Configure detection. Subscribe to vendor change emails and customer-portal notifications. Where useful, monitor the public subprocessor page and retain dated copies. Route alerts to a mailbox or ticket queue with a named owner, rather than an individual inbox that may go unattended.
  4. Verify each alert against the source. Compare the current list with the prior dated version. Confirm the effective date and subprocessor identity, and classify the event as an addition, replacement, removal, rename, location change, or change in processing activity. Ask the vendor for missing details.
  5. Assess and decide before the applicable deadline. A named privacy or security reviewer examines the actual processing and safeguards; the accountable business owner makes or obtains the authorization decision required by the agreement. Escalate promptly if the change may affect a transfer, involves sensitive or high-risk data, or lacks important details.
  6. Document and close the review. Save the notice, old and new list versions, assessment, correspondence, decision and decision-maker, relevant deadline, and follow-up. Update internal records such as the data map, risk register, or other documentation when the change warrants it.
  7. Test the process. Periodically verify that portal accounts and monitored addresses still work, alerts reach an owned queue, and a sample notice can be traced from receipt to decision. This is an operational check, not a regulatory cadence.

What to check when a list changes

A name appearing or disappearing is a signal to review, not enough information to make a risk decision. Gather and assess the details that explain the change:

  • Identity and role: Who is the subprocessor, and what service or processing activity does it perform?
  • Location: Where will it process or access the data? Could the location affect transfer arrangements?
  • Data and access: What information is involved, and what access does the subprocessor need?
  • Safeguards: What security and privacy protections apply, and what explanation has the vendor provided?
  • Contract compliance: Was notice given through the agreed channel and in time for the stated objection process?
  • Disposition: Should the organization accept, object, request further information, or escalate? Record the rationale and any follow-up.

The EDPB’s Opinion 22/2024 emphasizes that subprocessor identities should be readily available and that processing details matter. The controller retains responsibility for its authorization and compliance decisions; the EDPB’s summary of the opinion explains that the ultimate decision about engaging a specific subprocessor remains with the controller.

Choose a detection method that fits the relationship

Manual checks, vendor notifications, and page-change monitoring can complement one another. Compare them by whether they reach private portals as well as public pages, preserve before-and-after evidence, deliver alerts reliably to an accountable owner, support deadline handling, and help distinguish meaningful changes from redesigns. Also consider operating cost and review burden. A page-diff alert can help discover a change, but it does not by itself establish that contractual notice was given or that the change is acceptable.

Manual review

Useful when the vendor provides no alert mechanism or the list is part of a periodic vendor review. Its weakness is that a change can occur between checks, so retain dated copies and define who performs the check.

Vendor notifications

Usually the most direct route for an intended change, particularly when delivered through the channel named in the DPA. Confirm that subscriptions and portal access remain active and that messages reach a monitored queue.

Page-change monitoring

Can flag edits to public lists and help preserve a timeline. It may generate noise from formatting or unrelated page updates and may not cover authenticated customer portals. A reviewer still needs to inspect the source and determine whether the difference is substantive.

Keep an auditable change record

For each event, retain a compact record that connects the detection to the decision:

  • Date discovered and effective date, if stated.
  • Vendor notice and the source of the alert.
  • Prior and new list versions.
  • Subprocessor name, location, role, and relevant processing activity.
  • Vendor explanation and safeguards reviewed.
  • Contract notice and objection deadline.
  • Reviewer, decision-maker, disposition, rationale, and date.
  • Follow-up actions, including any internal record or contract updates.

Common monitoring failures and fixes

  • An alert arrives after the objection deadline: Check whether the notification channel is monitored and whether the contract’s timing was captured correctly. Route future notices to an owned queue and escalate promptly under the agreement.
  • A page diff reports many unrelated edits: Open the dated old and new versions, identify the subprocessor-specific change, and classify it before escalation. Do not treat every text change as a new subprocessor.
  • A vendor list changes without a direct notice: Preserve the evidence and compare it with the DPA’s notice terms. Ask the vendor to confirm the intended change, effective date, and relevant details; do not assume a public update alone satisfies the contract.
  • The list names a company but omits its role or location: Request the processing activity, location, data access, and safeguards needed for review, and track the request against any contractual deadline.
  • A portal alert is missed: Verify account access and notification settings, add an operational owner or backup, and test that alerts reach the monitored queue.
