Measure AI developer tools against a local baseline, using comparable work and a defined pilot period. Track adoption, quality, rework, delivery and developer experience—not just perceived speed or suggestions accepted. Then convert only observed, attributable changes into financial value and compare them with the full incremental cost of the tool and its rollout.

Define ROI before the pilot

A useful calculation is:

Net ROI = (monetized attributable benefits − total incremental costs) ÷ total incremental costs

State the measurement period and how you valued benefits. Depending on what the pilot actually changes, benefits might include engineering capacity reclaimed and redirected to valuable work, reduced rework, or faster delivery with a measurable business consequence. A developer reporting time saved is not, by itself, a financial benefit: identify what the time enabled and how its value was calculated.

Include incremental license or usage expenditure, rollout and training, administration, review effort, and any additional rework in total costs. Count the adoption and learning period as part of the evaluation rather than assuming the tool delivers steady-state results from day one. Design a comparison that can answer your question

Set a baseline and define the work

Before access begins, record how comparable work performs without the tool. Define the task categories, team or service, measurement period, quality rubric and outcomes that matter to your workflow. Choose comparable tasks or developers; raw output volume can be misleading when task difficulty, review requirements or work mix changes.

Where practical, randomly assign access or compare similar teams. If random assignment is not feasible, match work as closely as possible and document who chose or received the tool. That selection can affect results, so report remaining confounds rather than presenting the comparison as causal.

Separate access, adoption and outcomes

Tool availability is not the same as use. Record who had access, who used the tool, how often, and for which task categories, then analyze those adoption measures separately from task, quality and delivery outcomes. This helps distinguish an ineffective tool from low adoption, and helps explain whether results apply to the developers and work actually included in the pilot.

Account for learning time

Report onboarding and learning separately from later use so readers can see both the initial cost and the results after developers become more familiar with the tool. Do not silently discard the learning period or assume a short pilot represents long-run performance.

Use a balanced scorecard, not one productivity number

Developer productivity has several dimensions. The SPACE framework groups them as Satisfaction and well-being, Performance, Activity, Communication and collaboration, and Efficiency and flow. Its central implication for measurement is that no single dimension fully represents productivity; a high suggestion-acceptance rate or more code is not a substitute for outcomes across the work system. Dimension What to measure How it informs ROI
Developer experience and flow Satisfaction, frustration, focus, perceived cognitive load and ability to work on meaningful tasks. Shows whether the tool changes developers’ experience; survey perceptions are useful context, not a direct dollar return.
Task and workflow results Completed work, time to complete comparable tasks, review cycle, waiting time and rework time. Tests whether work moves differently through the actual workflow, rather than merely producing more activity.
Quality and rework Test outcomes, defects, review findings, maintainability, reliability and rework after merge. Reveals whether apparent speed or output comes with quality costs or later corrective work.
Delivery performance Team- or service-level throughput and stability, including deployment or recovery outcomes where relevant. Connects individual work to delivery results while recognizing that many factors besides the tool affect team outcomes.
Adoption and cost Active use, acceptance, task categories, license or usage expenditure, training, onboarding, administration and review effort. Shows the exposure and ongoing effort behind the measured outcomes.
Business value The operational change, its monetary valuation, time horizon, assumptions and whether capacity was redeployed. Turns a measured change into a defensible benefit estimate rather than treating a proxy as revenue or savings.

Choose measures that reflect your workflow and define the quality rubric before comparing groups. Keep delivery measures at team or service level; do not attribute every change in deployment or recovery outcomes to an assistant.

Translate observed changes into money carefully

For each proposed benefit, make the chain explicit: what changed, how the pilot measured it, what business consequence followed, and how that consequence was valued over the stated time horizon. A reduction in time on a task can represent capacity, but it becomes an ROI benefit only when you can identify how that capacity was used—for example, to deliver other valuable work. If you cannot establish the consequence or valuation, report the operational result without counting it as a financial return.

Use the same discipline for costs: include the incremental effort and expenditure attributable to the pilot over the same period as the benefits. Present assumptions and uncertainty alongside the calculation. If a result depends on extrapolating a short observation period, say so rather than implying that the observed rate will persist.

What published studies do—and do not—show

Studies report different results because they examine different developers, tools, tasks, comparison designs and outcome measures. Treat each as context for choosing local measures, not as a multiplier to apply to your own ROI calculation.

Study and setting Reported result What the result can support
DORA / Google, 2025: nearly 5,000 technology professionals surveyed and more than 100 hours of qualitative data. DORA characterizes AI as an amplifier of organizational strengths and dysfunctions. It states: “The greatest returns on AI investment come not from the tools themselves, but from a strategic focus on the underlying organizational system.” A reason to evaluate the organizational system around the tool; not evidence that a specific intervention guarantees a particular company’s ROI.
Microsoft Research, 2025: three randomized field experiments at Microsoft, Accenture and an anonymous Fortune 100 company, with a combined 4,867 developers. Reported a 26.08% increase in completed tasks, with a standard error of 10.3%. A positive task-completion estimate in those study settings, not a guaranteed enterprise ROI or direct dollar return.
METR, 2025: 16 experienced open-source developers completing 246 tasks in mature projects; participants primarily used Cursor Pro and Claude 3.5/3.7 Sonnet. Completion time was 19% longer with AI allowed. After the study, participants estimated that AI had reduced their time by 20%. A small, specific study showing why perceived speed should be checked against observed outcomes; it does not establish that AI tools generally slow developers down.
GitHub, 2022: 95 professional developers randomly assigned to write a JavaScript HTTP server. GitHub reported 55% faster completion; 78% of the Copilot group completed the task versus 70% of the group without Copilot. A result from one controlled task, not a forecast of team-level ROI.
GitHub, 2024 (article updated 2025): 202 developers with at least five years of experience completed a controlled code-quality task. GitHub reported changes of +3.62% in readability, +2.94% in reliability, +2.47% in maintainability and +4.16% in conciseness, and said Copilot users were 5% more likely to approve code. Results under that study’s task and review rubric, not an assurance that the same quality changes will appear in another codebase or review process.
Google Cloud’s summary of DORA, 2024. A 25% increase in AI adoption was associated with 7.5% higher documentation quality, 3.4% higher code quality and 3.1% higher code review speed; estimated delivery throughput decreased 1.5% and delivery stability decreased 7.2%. Reported associations and estimates, not isolated causal effects. DORA’s summary also stresses delivery fundamentals such as small batches and robust testing.
GitHub and Accenture, 2024: work combining randomized access, telemetry, adoption measures and user surveys. 90% of surveyed Accenture developers said they felt more fulfilled using Copilot and 95% said they enjoyed coding more. 67% reported use at least five days per week, averaging 3.4 days weekly. Usage and perception evidence, not financial returns.
GitHub, 2022: survey of more than 2,000 developers registered for the Technical Preview. 60–75% reported greater fulfillment, less frustration or focus on satisfying work; 73% reported staying in flow and 87% conserving mental effort on repetitive tasks. Survey perceptions in that respondent group, not causal business outcomes.

Make the decision on your own evidence

Before the pilot, decide what evidence would justify expanding, changing or ending it. At review, compare the measured outcomes with that decision rule, show how much of the result is attributable to the tool rather than the comparison design, and separate direct financial value from operational or experience findings. When comparing multiple tools or pilot designs, apply the same axes: total cost; task and developer fit; adoption and time to competence; quality and rework; developer experience; delivery performance; governance requirements; and confidence in the measurement. Verify tool capabilities and prices at procurement time because they can change.
