Measure outbound support SMS as a funnel, not with a single delivery or reply rate. Track whether messages were attempted, handed off, delivered, answered, and connected to a support case outcome. Keep message-level transport metrics separate from case-level resolution metrics, define each denominator and time window, and report unknown delivery statuses rather than treating them as successes or failures.

Measure the SMS journey in distinct stages

Each stage answers a different question. A message can be accepted by a sending system without reaching a handset; a delivered text can receive no reply; and a reply does not necessarily mean the customer’s issue was resolved.

  1. Attempted: The sending system accepted a request for processing. Decide whether an attempt means an API request, one recipient, one intended support contact, or one message segment. These are not interchangeable.
  2. Sent or handed off: The provider reports that it sent the message or that a downstream partner accepted it. This is not proof of handset delivery.
  3. Delivered: A delivery receipt or equivalent final status confirms delivery where the channel and carrier provide one. Keep pending or unknown statuses separate from delivered and undelivered.
  4. Engaged: The customer replies, asks for help, opts out, or sends another kind of response. Categorize replies where possible rather than treating all inbound messages as positive engagement.
  5. Resolved: The linked support case meets a resolution definition within a stated period. For a fuller outcome measure, also track repeat contact and case reopenings during a defined follow-up window.

Twilio’s status-callback documentation describes tracking outbound status changes, while its analytics distinguish delivery, errors, and response types. That distinction matters: delivery is a transport result, while resolution is a support result.

Define the metrics and denominators

Before publishing a rate, write down its numerator, denominator, measurement window, exclusions, and whether it counts messages or cases. Choose a consistent rule for retries and duplicate sends. The measures below are useful together, but they should not be collapsed into one headline score.

Opt-out rate Recipients who opt out during the measurement window ÷ either exposed recipients or delivered messages in that window. A customer-preference and compliance signal. Pick one denominator, name it, and use it consistently.
Help-request rate HELP or equivalent requests ÷ recipients reached. Whether customers need more explanation about the message or how to get support.
Time to send, delivery, and response Elapsed time from the support trigger to each respective event. Where delays occur. Provider processing or queue time is not the same as end-to-end delivery time.
Case resolution rate Eligible cases with an outbound text that meet a predefined resolution condition within a fixed window ÷ eligible cases with an outbound text. Whether cases associated with SMS reach the chosen support outcome. Interpret it with repeat-contact or reopen rates and the role of other channels.
Cost per resolved case Messaging and relevant service costs ÷ cases resolved under a declared attribution method. The cost associated with resolved cases. It is not, by itself, ROI; an ROI claim also needs a credible comparison or counterfactual and a complete cost definition.

For response measures, define which replies count as meaningful support content and how replies that request more help, opt out, or fall outside the response window are classified. Do not silently remove undelivered attempts from every view: a delivered-message denominator can help assess engagement after delivery, while an all-attempt denominator shows the end-to-end picture.

Interpret delivery statuses without overstating success

Status labels are provider-specific. Twilio documents that “sent” can mean a downstream network partner accepted the message; later information may mark it delivered or undelivered. Some messages may not receive a final delivery update. Treat these statuses as separate outcomes rather than assuming that handoff equals delivery.

  • Keep delivered, undelivered, failed, and pending or unknown counts distinct.
  • Show delivery-status coverage: the portion of eligible messages that has a final status. A delivery rate without that context can hide a large unknown group.
  • Reconcile status callbacks to support-case and recipient identifiers. Restrict access appropriately because the records can be connected to personal data.
  • State whether retries create new message records and whether reports count every send attempt or only the intended customer contact.
  • Investigate delivery and error patterns by relevant dimensions. Twilio analytics can break results down by factors such as carrier, country, sender or number, messaging service, and time; a pattern is a lead for investigation, not proof of its cause.

When delivery changes, check configuration, destination quality, routing, and external carrier events before attributing the shift to message content or a support workflow.

Connect messages to support outcomes

A reply is evidence of a response, not a resolution. Link outbound messages, inbound replies, and case records with identifiers that let the team follow an interaction while controlling access to customer data. Define the case-resolution condition before reviewing results—for example, the support system’s chosen resolved state—and keep that definition stable across the reporting period.

Measure repeat contact and reopenings over a stated follow-up window. If the customer also used email, chat, phone, or another support channel, avoid assigning the outcome solely to SMS. A case-level result can show what happened to cases that received a text, but it does not establish that SMS caused the outcome.

For useful comparisons, segment by support reason, urgency, customer-journey stage, carrier or country, sender, send time, template version, and whether SMS followed another support interaction. Compare similar populations and time periods. When evaluating a change to a message or process, change one material factor at a time where feasible and retain an appropriate comparison group. A simple before-and-after increase in resolution can reflect a different case mix or other support changes rather than the SMS change itself.

Measure timeliness at each handoff

Record separate intervals from the initiating support event to message submission, provider handoff, delivery receipt where available, and customer reply. These reveal different bottlenecks: a slow support trigger-to-submit interval points to your workflow, whereas a delay after handoff may be downstream of the provider.

Twilio says its platform latency measure covers processing until handoff to carriers, not later carrier or handset delay. Its current health-score documentation gives an under-10-minute latency benchmark for its “Notification & Customer Care” category. That is Twilio’s vendor-specific benchmark, not a general industry service level for all support SMS. Set expectations according to the support use case and the delivery channel customers actually experience.

There is no established universal “good” delivery rate

The reviewed vendor documentation does not establish a cross-industry delivery-rate target for outbound support SMS. Twilio says it does not publish an official delivery rate because results vary with use case and message quality; its help documentation also notes that contact-list quality and message type affect results and that 100% delivery is unrealistic. Build an internal baseline with a stated date range, sample size, denominator, and status coverage, then compare like with like. Do not use SMS-marketing open- or response-rate figures as support benchmarks.

Shopify recommends monitoring delivery rate, failed deliveries, and opt-out rate, and notes that rising opt-outs may signal a need to revisit message content, frequency, or consent acquisition. Treat these indicators as operating signals to examine alongside support outcomes, not as substitutes for them.

Build an operating dashboard

A useful dashboard makes both the unit of analysis and the limits of each measure visible. Label each chart with its date range, denominator, status coverage, and whether it is message-level or case-level.

  • Volume: intended contacts, submitted messages, retries, and unique support cases.
  • Delivery: delivered, undelivered, failed, pending or unknown, status coverage, and error reasons.
  • Engagement: meaningful replies, help requests, opt-outs, and no observable reply, each with its response window.
  • Support outcome: resolution, repeat contact, reopen rate, and time to resolution at the case level.
  • Timeliness: trigger-to-submit, submit-to-handoff, handoff-to-delivery receipt when available, and trigger-to-customer reply.
  • Segments: support reason, priority, carrier, country, sender, template, and time period.
  • Guardrails: consent coverage, suppression-list handling, complaints, and unusual delivery or opt-out changes.

Annotate changes to templates, providers, registration, routing, and support workflows. Those changes can help explain a movement in the dashboard and give the team a concrete starting point for investigation.

Keep consent and opt-outs as hard guardrails

Performance reporting should not encourage sending more messages to people who have not consented or who have opted out. Applicable requirements depend on jurisdiction, message purpose, number type, and program. Identify the countries and messaging use cases in scope, and account for carrier policies and record-retention requirements before rollout.

Official guidance offers examples rather than a universal legal rule. AWS transactional-message guidance says disclosures should identify the brand and message purpose; it distinguishes an optional phone field from a required phone field, for which it recommends a separate SMS consent checkbox. Salesforce’s short-code reference describes explicit consent and opt-out handling, including STOP, END, CANCEL, UNSUBSCRIBE, and QUIT, and says not to send additional messages after a customer cancels. Twilio’s US A2P 10DLC onboarding materials describe express-consent requirements and separating marketing consent from transactional consent. Requirements can differ by jurisdiction and program, so apply the guidance relevant to the actual sending setup.

For a jurisdiction-specific example, the Australian Competition and Consumer Commission published A2P SMS record-keeping rules on 6 July 2026. That date is the publication date of those rules, not a performance benchmark.
