Measure test automation maturity as an evidence-backed profile of practices, test outcomes, and sustainability—not as a single automation or code-coverage percentage. Define what you are assessing, connect measures to organizational goals, document the evidence behind ratings, and use the results to prioritize improvements.
What test automation maturity measures
Maturity describes how consistently a team can use automation to manage risk and make sound release decisions. It spans strategy, skills, tools, environments, test design, execution, measurement, and maintenance. A 2022 multivocal literature review synthesized 26 practices across 13 areas from 81 primary studies; that breadth is a useful checklist, not a requirement that every team use every practice identically. A maturity result should therefore combine two kinds of evidence: whether the practices needed for your context are in place, and whether automation produces dependable, useful results without unsustainable upkeep. Automation volume alone cannot establish either.
Define the scope and decision first
Specify the system, team, portfolio, or organization being assessed, the time period, who will use the result, and what decision it should inform. For example, an assessment might identify why CI feedback is slow, test confidence in critical customer journeys, or guide investment in skills and infrastructure.

Do not compare teams as if they were interchangeable when product risk, architecture, release cadence, test mix, or operating constraints differ. State these factors alongside the assessment so that a difference in scores is not mistaken for a difference in capability.
Choose measures with Goal-Question-Metric
Start with a goal, ask a question that reveals progress toward it, and then choose a measure that can answer that question. The A4Q Selenium Tester Syllabus, version 3.0 (2025), discusses goals such as improving coverage, reducing execution time, and improving reliability; related questions include how frequently automated tests fail and whether automation reduces manual testing effort. Define each metric before collecting it. Record its numerator and denominator, exclusions, collection window, system of record, and owner. This prevents a metric from quietly changing meaning over time.

- Goal: Improve confidence in the highest-risk customer journeys.
- Question: Which agreed critical journeys are exercised by reliable automation?
- Measure: The proportion of journeys in a named risk inventory with automated coverage, reported alongside their recent reliability.
Assess practices using artifacts and a stated rubric
Use a rubric that makes ratings understandable and repeatable. One practical local scale is absent or ad hoc, repeatable, managed with evidence, and regularly improved. These labels are a decision aid, not an official universal maturity scale or a scientifically validated ranking.

For each relevant practice, inspect evidence and record why the rating was assigned. Useful artifacts include:
- Risk assessments, automation strategy, and requirements or journey inventories.
- Test code, reviews, test data, environment setup, and evidence of testability.
- CI configuration, execution reports, failure triage, and defect records.
- Maintenance work, ownership, skills plans, and tool-selection rationale.
Interview people who create, maintain, and use the tests, then cross-check what they report against artifacts and operational data. Keep the evidence and rationale with each rating so another assessor can challenge or repeat the assessment.

ISO/IEC 33063:2015 describes a process assessment model for software testing in terms of indicators and objective evidence, and advises choosing subsets that suit the assessment context. It is not a purpose-built test-automation maturity scorecard. ISO’s catalog listed the standard as published and “to be revised” when reviewed; check the catalog for current status before relying on it. ISO/IEC 33063:2015
Use a balanced set of outcome and suite-health measures
Keep the dashboard compact and decision-oriented. The right measures depend on the goal, but a useful profile usually covers risk reached, signal quality, feedback cost, escaped defects, and ongoing maintenance.

Code coverage can help identify untested paths, but it does not show whether the tests exercise meaningful behavior or catch important defects. Microsoft recommends treating coverage as a signal rather than a target, alongside measures such as pass rate, defect escape rate, flakiness, and execution-time trends. The UK Home Office also names defect density, execution time, unreliable-test percentage, defect leakage across test levels, and automation coverage as possible measures. Select only measures that answer a real question for your scope. UK Home Office, “Test pyramid”

When comparing teams, frameworks, or improvement options, use the same definitions and examine the same dimensions. Consider:
- Risk coverage: whether critical business paths and failure modes are reached, rather than how many tests exist.
- Signal quality: reliability, false alarms, and how quickly a team can diagnose results.
- Feedback cost: runtime and the effort to maintain tests and infrastructure.
- Defect outcomes: severity-weighted escape trends and whether test stages catch issues at useful points.
- Operational fit: skills, environment stability, data availability, integrations, and clear ownership.
The Home Office test-pyramid guidance favors lower-level tests where practical and advises limiting end-to-end automation to critical, high-risk flows because end-to-end tests are more complex, fragile, and time-consuming. Turn the profile into an improvement cycle
- Choose a few high-value gaps. Prioritize gaps with high product risk or recurring cost, rather than trying to raise every rating at once.
- Assign an owner and an observable action. Examples include stabilizing a flaky critical path, improving test data or environment repeatability, adding a test for a recurring escaped defect, or training for a missing skill.
- Choose a measure that can show the effect. For a reliability change, track flaky failures separately from product regressions; for a runtime change, monitor time to actionable feedback.
- Review the same evidence again. Reassess the selected practices and measures after the change, then use the trend to decide what to address next.

Interpret benchmarks and maturity claims cautiously
A 2020 practitioner survey included 151 practitioners from more than 101 organizations in 25 countries. In that survey, 85% agreed their test teams had sufficient automation expertise, while 47% reported a lack of guidelines for designing and executing automated tests. These are responses from that study, not current universal benchmarks or targets for an individual organization. “Software Test Automation Maturity — A Survey of the State of the Practice” (2020)
The 2022 review found that only six of the practices it synthesized had formal empirical evaluations of positive effects on maturity improvement. That count describes the review’s evidence base; it does not establish that the other practices are ineffective. The authors also note that much implementation advice came from experience studies and that some recommendations conflict or need more study. Use ratings to guide local decisions, not to claim scientific certainty.
