Measure managed detection and response (MDR) effectiveness with a controlled, repeatable incident exercise that records both how quickly the provider and your team act and whether their actions are correct, complete, and safe. Track the full path from simulated activity through detection, investigation, notification, response, and customer handoff. Set the clocks, expected actions, and success criteria before the exercise; judge results against your incident plan, risk tolerance, service scope, and contract—not an assumed industry benchmark.

What an effective MDR exercise should measure

A fast response is not automatically an effective one. A provider might acknowledge an alert quickly but misjudge its severity, miss an affected asset, notify the wrong person, or recommend an unsafe action. Measure timing and quality separately.

NIST SP 800-171 Rev. 3 recognizes checklists, walkthroughs or tabletop exercises, and simulations as incident-response testing methods. It also says qualitative and quantitative data can help determine effectiveness. NIST SP 800-171 Rev. 3

Assess whether the exercise shows that the MDR service and your organization can meet the response objectives they have actually agreed to. Do not treat a single provider’s service-level target or metric definition as a universal standard.

Define the scope, clocks, and evidence before the exercise

Write down the exercise purpose and boundaries before anyone runs simulated activity. Tie the scenario to the systems and telemetry covered by the service, the provider’s operating hours and escalation path, your incident plan and contacts, and the response actions the provider is authorized to take. Decide which customer roles must approve or perform actions.

For every metric, specify the start event and stop event. For example, “detection to triage” is ambiguous unless you define whether detection means the simulated event time, telemetry receipt, alert creation, or case creation—and whether triage starts at assignment, acknowledgement, or documented analyst review. Align definitions with the contract, then label them clearly.

Choose the evidence source for each timestamp: the exercise controller’s inject log, MDR case history, alert record, notification receipt, endpoint or identity action record, or customer ticket. Synchronize clocks where practical and note any offset. Keep simulated activity distinct from production actions, with pre-agreed safeguards for technical tests. Track the incident from detection through outcome

Use stage-level measures so a slow or weak step does not disappear inside one end-to-end figure. These are diagnostic categories, not universal response standards.

These categories are consistent with published examples of incident-response metrics for detection, review, analysis, affected-asset identification, notification, validation, and containment. A 2014 Mandiant paper hosted by NIST presents these as ways to diagnose process capability, not as mandatory benchmarks. Mandiant, “Using Metrics to Mature Incident Response Capabilities”

Metric labels alone are not enough to compare services. For example, a UK Government Digital Marketplace MDR service definition describes mean time to acknowledge as alert detection to commencement of triage, and mean time to investigate as alert detection to completion of investigation. Design a realistic, repeatable scenario

Choose a scenario that tests the service you purchased, not a generic demonstration. A tabletop exercise can test judgment, roles, contacts, escalation, and decision rights. A technical simulation can also test telemetry, detection, case creation, investigation, and response tooling. NIST defines a tabletop exercise as a facilitator-led discussion in which a scenario is presented and participants respond to questions based on it. NIST CSRC Glossary: tabletop exercise

For each scenario inject, define the expected evidence and actions in advance, but include enough uncertainty to require analysis rather than script recall. Pick coordination challenges that apply to your coverage and can be tested safely, such as:

  • A high-severity escalation that tests the correct contact and escalation route.
  • Incomplete initial telemetry that requires the provider to state uncertainty and seek more evidence.
  • An after-hours notification, if the service includes that coverage.
  • A containment request that requires customer approval under your agreed response authority.
  • A second affected asset that tests whether the investigation expands scope appropriately.

Score speed and quality as separate dimensions

Set targets before the exercise, based on business impact, your incident response plan, risk tolerance, severity definitions, and contractual commitments. The available sources do not establish a universal MDR exercise pass score or response-time threshold.

  • Timeliness: Stage-level elapsed time against the target you set before the exercise.
  • Detection and coverage: Whether the expected event was detected, covered sources were functioning, and relevant assets were identified.
  • Analytic quality: Whether conclusions were evidence-supported, severity and scope were appropriate, and uncertainty was stated.
  • Communication: Whether the right recipient received a clear, useful notice through the agreed channel and escalation route.
  • Response quality: Whether a recommendation or authorized action was appropriate, safe, and within scope.
  • Handoff and ownership: Whether responsibility was clear, the customer acknowledged the request, and stalled work was escalated.
  • Outcome and learning: Whether response objectives were met and gaps received an owner, due date, and retest plan.

Report stage results and exceptions as well as any aggregate. If you calculate an average or median across runs, include the number and type of runs, missed objectives, and material outliers so a quick result cannot conceal a serious failure. Compare runs only when the scenario, service scope, event boundaries, and clock definitions are sufficiently consistent. Attribute delays to the step’s owner

Measure the provider’s work and your own contribution to the end-to-end outcome. A provider may investigate and recommend containment while your team must authorize or perform it. Record when the provider supplied the alert, context, or request; when your team acknowledged it; and when the action was completed. Attribute elapsed time to the party that controlled that step rather than assigning every delay to the MDR provider.

Review findings and retest after changes

After the exercise, review the evidence with the provider and internal owners. Separate observed facts—such as a notification timestamp—from interpretation, such as whether the notification was sufficiently clear. Agree on corrective actions, assign owners and due dates, and update relevant procedures or service expectations. Then rerun the same core scenario after changes so results can be compared on consistent terms.

Compare performance with your written response objectives, service scope, contract definitions, severity-specific targets, and prior comparable exercises. Published service examples can help clarify possible metric definitions, but they do not establish an industry-wide threshold.
