If a request times out, retry the same logical operation with the same key and unchanged parameters. This protects separate boundaries: a billing provider’s idempotency key can prevent a retry from creating a second provider-side operation, but it cannot prove that your application counted the original event only once.
What idempotency means for usage billing
An operation is idempotent when repeating it has the same effect as performing it once. In a metering system, a source may deliver the same event more than once, a worker may retry aggregation, or a billing request may time out after the provider has accepted it. These are distinct failure points and need distinct safeguards.
Use a stable event ID to recognize repeat deliveries; durable event and aggregate records to make internal processing repeatable; and a stable downstream idempotency key to make provider retries safe. AWS’s reference architecture illustrates this staged approach by storing individual events, building aggregates, and recording publication state. AWS’s metering and billing integration example is a specific implementation, not a guarantee that every provider or service behaves alike.
Build the pipeline around durable identities
1. Assign an event ID that survives retries
Generate an identifier at the source or ingestion boundary and attach it to the billable event. The same real-world usage event must carry the same ID whenever it is redelivered; distinct billable events must have distinct IDs. Store that ID alongside the facts needed to calculate usage, such as tenant, dimension, quantity, and event time. AWS’s event-driven architecture guidance describes using a unique event identifier as an idempotency key.

2. Persist before acknowledging
Write the event and its processing state durably before telling the sender it was accepted. Enforce uniqueness for the event ID in storage. If the same ID arrives again, return the stored outcome or safely do nothing; do not create another billable event. AWS’s guidance describes persisting the first processing result so a later event with the same key can return that result.
3. Aggregate deterministically
Build totals from durable events rather than from transient worker state. Define a stable aggregation window and an aggregate identity, for example the tenant, usage dimension, and period. Re-running the aggregation for the same inputs should update or reproduce the same aggregate record rather than create another chargeable aggregate. AWS’s example stores individual tenant events and aggregate records by tenant and time period.
4. Record publication work before calling the provider
Keep a durable record that an aggregate is ready to publish, along with its stable downstream idempotency key and publication status. This is often implemented with an outbox or equivalent work queue. Send the aggregate, then persist the provider response and mark the publication state. The outbox is a general design pattern; AWS’s cited example describes publication state and generated keys but does not make an outbox a universal requirement.

5. Retry ambiguous requests without changing them
If a connection fails after a billing request is sent, the caller may not know whether the provider completed it. Retry the same logical request using the same idempotency key and identical parameters, then store the result returned by the provider. Changing parameters while keeping the key is not a safe way to correct a request.

Stripe says its API supports idempotency for safely retrying requests without accidentally performing the same operation twice. For a given key, Stripe saves the first request’s resulting status code and response body; a later request with that key returns the saved result, including when that result is a 500 response. Stripe compares parameters and returns an error if the same key is reused with different parameters. See Stripe’s idempotent requests documentation.
Stripe may automatically remove keys once they are at least 24 hours old. Therefore, a Stripe key is not a permanent event ledger and should not be your only durable identity for usage. Keep your event ID, aggregate identity, provider key, and provider response in your own records. The provider key addresses repeated calls to that provider operation; it does not deduplicate duplicate events already accepted or aggregated upstream.

AWS Marketplace MeterUsage has deployment-specific rules
Do not assume every cloud metering API interprets duplicates the same way. AWS Marketplace MeterUsage has different rules for standard deployments and Amazon Bedrock AgentCore Runtime. The following details are specific to this API, as described in the AWS CLI MeterUsage reference.
Non-AgentCore Runtime deployments
For deployments other than Bedrock AgentCore Runtime, reporting is limited to once per hour for each dimension and applicable instance, task, or pod scope. AWS rounds the timestamp down to the hour, and that rounded timestamp participates in duplicate validation; requests that become identical after rounding are idempotent.
Bedrock AgentCore Runtime
AgentCore Runtime allows multiple reports per hour and requires a ClientToken for idempotency. Reports with duplicate timestamps but different tokens may be aggregated, so do not apply the standard-deployment duplicate rule to this mode.

Late records
AWS says MeterUsage does not accept records submitted more than six hours after the usage event. Design delivery and retry handling around that API-specific limit; it is not a general late-arrival rule for all billing providers.

Represent corrections as new operations
When a source event is wrong, avoid silently changing a record that may already have been aggregated or published. Use an explicit correction or adjustment with its own identity and a traceable link to the original operation. The exact reversal or adjustment semantics depend on the provider and product; define them against the relevant API contract rather than assuming a universal method.
Reconcile each stage
Track event IDs and aggregate IDs across ingestion, aggregation, and provider publication. Compare accepted events with internal totals, publication attempts with recorded provider responses, and internal aggregates with provider records where record-level data is available. Monitor duplicate detections, late arrivals, rejected requests, retries, and unresolved differences. These are practical operational checks, not a vendor-prescribed universal metric set or reconciliation algorithm.

Evaluate an idempotency contract before relying on it
Before integrating a metering or billing API, document these behaviors for the specific endpoint and deployment mode:
- Key scope: Which operation or record does a key identify?
- Retention: How long does the provider remember the key?
- Duplicate outcome: Does a repeat return the first result, reject the request, or aggregate records?
- Parameter changes: Does reusing a key with altered data fail?
- Event-time limits: What timestamp granularity and late-arrival window apply?
- Corrections: How are reversals or adjustments represented?
- Reconciliation: Can you retrieve provider-side records with identifiers that match your internal ledger?
