Build the proposal as a responsive, single-column reading experience on narrow screens, then check that text, navigation and controls remain usable with zoom, a keyboard and touch. Mobile accessibility uses the same web accessibility standards as other web use: W3C does not publish a separate set of mobile accessibility guidelines. WCAG 2.2 is the current technical reference, but check your contract, organization policy and applicable requirements for the required version and conformance target. This is practical implementation guidance, not a legal compliance determination.
Start with a layout that reflows
For ordinary proposal content, readers should not have to scroll sideways to follow a paragraph or find the next section. WCAG 2.2 Success Criterion 1.4.10, Reflow, requires content to be available without loss of information or functionality and without two-dimensional scrolling at an equivalent width of 320 CSS pixels for vertically scrolling content. Content that inherently needs a two-dimensional layout for its use or meaning can be excepted.
W3C’s WCAG 2.2 techniques include responsive approaches using Flexbox and grid, along with techniques for fitting images and handling long URLs. Choose the layout that preserves a sensible reading order; neither Flexbox nor grid is automatically accessible without appropriate structure and styling.
Use a narrow-screen reading flow
- Arrange proposal sections in a single column on narrow screens. Use responsive CSS to adapt columns or side-by-side content rather than forcing a phone-width reader to pan horizontally through ordinary text.
- Let long URLs and other unbroken strings wrap so they do not expand the page beyond the viewport.
- Constrain images to the available content width so they do not create horizontal overflow.
Make text and spacing resilient
WCAG 2.2 Success Criterion 1.4.4 requires text to be resizable up to 200 percent without assistive technology, without loss of content or functionality. Avoid fixed-height text containers and styling that clips enlarged text. Use scalable text and spacing, then check that increasing text size does not cause content to overlap, disappear or become unusable.

Also check text-spacing changes: proposal content should remain readable when readers adjust spacing. W3C’s Understanding WCAG 2.2 explains the criteria and their intent.
Give the proposal a clear structure
Use semantic HTML so browsers and assistive technologies can determine the proposal’s sections and relationships. Organize content with descriptive headings in a meaningful order; do not choose a heading level merely for its visual size. Use text labels for links and controls, and make each link’s purpose understandable from its text or context.

These choices help readers scan on a small screen as well as navigate with assistive technology. W3C’s Understanding WCAG 2.2 describes requirements for structure, relationships and link purpose.
Check contrast and avoid color-only meaning
For WCAG 2.2 Level AA, ordinary text needs a contrast ratio of at least 4.5:1 against its background; large text needs at least 3:1. The criteria include defined exceptions. Do not communicate status, importance or required actions through color alone. Pair color distinctions with labels, symbols or another visible cue so the meaning remains available to more readers.

Keep keyboard focus visible and unobscured
Proposal links, buttons and other functionality should work by keyboard, with a visible indication of which control currently has focus. If the page uses a sticky header, footer, banner or dialog, check that it does not entirely hide the focused control. W3C techniques include visible-focus styling and scroll padding to help keep focus from being obscured.
Make touch controls usable without overstating the rule
WCAG 2.2 Success Criterion 2.5.8 sets a Level AA minimum target-size requirement, with exceptions. W3C also documents techniques involving target spacing and a 44-by-44 CSS-pixel target, but that technique is not the universal normative minimum in criterion 2.5.8. Check the criterion and its exceptions rather than treating 44 by 44 CSS pixels as a blanket requirement; make controls adequately sized and spaced for touch in the context of the page.

Automated accessibility tools can help identify issues, but they do not establish that a particular proposal conforms. Combine them with manual review of structure, keyboard access, text enlargement and reading order.

- Check the page at a viewport equivalent to 320 CSS pixels wide. For vertically scrolling content, confirm that ordinary text and controls do not require two-dimensional scrolling or lose information.
- Review the page at 400 percent zoom. Look for clipped text, overlaps, lost content and controls that become difficult to reach.
- Enlarge text to 200 percent and check that content and functionality remain available.
- Navigate using only a keyboard. Confirm that controls work and focus is visible and not entirely covered by author-created fixed or sticky content.
- Try the proposal on a touch device. Check the size and spacing of controls and whether the layout remains readable.
- Run automated checks, then manually inspect semantic headings, link purpose, contrast, color-dependent meaning and reading order.
These are practical checks based on WCAG criteria, not evidence that an unevaluated proposal has passed an accessibility assessment. WCAG 2.2 is a W3C Recommendation published 5 October 2023; W3C advises adopting the current version when developing or updating accessibility policies. Confirm the applicable version and target for your organization or client before treating any evaluation as a conformance decision.
