You can limit a Chrome extension to specific websites from its Details page. On a work or school device, an administrator may also control which extensions can be installed and what permissions they can request. These are separate controls: limiting an extension’s site access does not necessarily disable it or prevent an administrator from managing it.
Limit an extension to specific websites in Chrome

In Chrome, select More → Extensions → Manage extensions.

Find the extension and select Details.

Under the permission for reading and changing website data, choose On specific sites.

Add the sites where the extension needs to work, and remove any sites it does not need.

Google’s extension help labels the control “Allow this extension to read and change all your data on websites that you visit.” Depending on the extension and Chrome interface, you may also see options for the current site or On all sites. Use the narrowest option that still lets the extension do its job. Menu wording or placement can vary slightly by Chrome version and language.

This setting concerns website access granted through the extension’s host permissions. Google notes that changing or canceling those permissions does not undo lower-level network changes an extension makes through VPN or proxy settings. It should not be treated as a guarantee that an extension cannot affect network traffic in other ways. See Google’s extension management guidance for administrator controls.
Choose the right control for a shared or work device

Changing a site-access setting does not uninstall or necessarily disable the extension. On a managed device, organization policy can separately control whether users may install extensions and can block extensions that request specified permissions. Administrators can configure these controls in the Admin console; Google documents the available approaches in Allow or block apps and extensions and Set app and extension policies.

What administrators can enforce
Control extension installation and permissions
Administrators can set policies that determine which apps and extensions users may install, and can block extensions based on requested permissions. Which settings are available and where they apply depends on the organization’s configuration. Google’s policy setup documentation covers app and extension policies.
Confirm whether the policy is device-, user-, or profile-based
Google distinguishes platform policies, which can apply to all users of a device, from OS-user and cloud-user policies, which apply to a particular user or managed Chrome profile. On a shared computer, the enrolled browser, device configuration, and whether someone signs in with a managed account can all affect which policy applies. Administrators can use Google’s Chrome policy management overview to understand policy scope.

Use URL filtering for website blocking
Blocking a website for users is a different task from limiting an extension’s access to website data. Administrators can configure URL allowlists and blocklists for managed Chrome browsers and ChromeOS devices. Google describes these lists as basic URL management and recommends considering a content-filtering proxy or extension when stronger filtering is needed. See Allow or block access to websites.
If you cannot change the setting
If Chrome does not let you change an extension’s site access, the setting may be controlled by your work or school. Contact your organization’s administrator to ask which policy applies. Do not try to bypass an enforced setting: a user changing their own extension permissions is not the same as an administrator changing organization-wide policy.
