Download Windows or Office installation files from Microsoft’s official download pages or your organization’s licensed portal—not from an unofficial ISO mirror. The installer is only the media: you still need the matching digital license, product key, OEM entitlement, subscription, or volume-license rights to use and activate the software. Microsoft’s download options for Windows 7 and Windows 8.1 can vary by edition, account, and licensing channel, so an official download is not guaranteed for every version.
Which official download route should you use?
Choose the route that fits the product and the license you already have. Microsoft’s public Windows download pages and the organization’s licensed portal are the appropriate starting points; the options shown can differ by product and entitlement.

For Office, use the Microsoft account associated with the purchase or product-key redemption, the organization’s Microsoft 365 admin center, or the applicable volume-licensing portal. Which installer you can access depends on your entitlement and the exact Office edition.
Can you still download Windows 7 or Windows 8.1?
Microsoft’s download hub continues to show sections for both products, but that does not mean every edition’s installer is publicly available to every visitor. The available path may depend on the edition, your account, and how the software was licensed. Check the official hub and your original license records; if your copy came through an organization, check its licensed portal or administrator.

Do not treat a copy hosted by a third-party ISO site as equivalent to Microsoft installation media. Even if an installer can be downloaded, installation and activation still require a valid entitlement for the edition and device.
Check support status before choosing an older system

These dates are Microsoft’s published end-of-support dates. Downloading an older installer does not restore support or security servicing.
Do you need a product key to reinstall Windows?
Not always. Microsoft supports two activation methods: a 25-character product key and a digital license, which does not require entering a key during setup. A device may also have a key stored in its firmware; the installer can use it, but the installed Windows edition must match the entitlement.
Before reinstalling, identify the edition that the device is licensed for and gather the proof you have: a product key, digital-license association, OEM documentation, or organization licensing information. Microsoft says activation checks that a Windows copy is genuine and has not been used on more devices than the Microsoft Software License Terms allow. A refurbished PC’s refurbisher—not Microsoft—must provide the product key when one is applicable.
What the entitlement types mean
- Digital license: An activation method that does not require typing a product key during setup. Microsoft says free upgrades from genuine Windows 7 or Windows 8.1 generally use a digital license.
- Product key: A 25-character code used to activate the corresponding edition.
- OEM entitlement: A Windows license provided with a device. A key may be stored in firmware; verify the edition matches the device’s entitlement.
- Volume or subscription rights: Organization-managed rights whose media and availability depend on the relevant agreement or subscription. Use the organization’s licensed portal.
Having an ISO, USB installer, or DVD does not itself grant any of these rights. Avoid leaked keys, cracks, and activation bypasses.
How to create Windows installation media safely
Before starting, make sure you have an internet connection, enough storage, and a blank USB flash drive with at least 5 GB or a blank DVD. Creating media erases the selected drive, so copy anything important from it first. Match the installation language and 32-bit or 64-bit architecture to the target system.
- Confirm the license and edition. Check whether the device has a digital license, product key, OEM entitlement, or organization license, and identify the Windows edition it covers.
- Open Microsoft’s Software Download page. Select the Windows product and the route available for it. Use the organization’s licensed portal for Enterprise or volume-license media.
- Choose the ISO or Media Creation Tool. For Windows 10, the tool can upgrade the current PC or create installation media for another PC. The Windows 10 ISO page offers the ISO route.
- Select matching options. Choose the edition, language, and architecture appropriate for the license and target device.
- Create or use the media. Use the tool to create a USB drive or ISO, or use the ISO for an upgrade where appropriate. Back up the selected USB drive first because its existing contents will be deleted.
- Check the ISO when a hash is published. Microsoft provides SHA-256 verification instructions for the Windows 10 ISO. Compare the downloaded file’s SHA-256 value with Microsoft’s published value to check for corruption or alteration.
- Install and activate lawfully. Use the matching digital license or product key when prompted or after setup. Do not bypass activation.
Upgrade, reinstall, or clean install?
- Upgrade the current PC: Use the Media Creation Tool’s upgrade option where available. This is distinct from making media for another PC.
- Reinstall Windows: Use official installation media for the edition covered by the device’s existing entitlement, then activate with the associated digital license or key.
- Clean installation: Treat this as a fresh installation, not a way to obtain a license. Back up personal files before proceeding and verify the target edition and architecture first.
Where to download Microsoft Office legally
Use the installer route tied to the Office license. For a personal purchase, sign in to the Microsoft account associated with the purchase or product-key redemption. For workplace software, use the organization’s Microsoft 365 admin center or volume-licensing portal as applicable. The edition and installer available depend on the entitlement; an Office installer from another source does not confer a license.
Microsoft 365 and older Windows
Microsoft says Microsoft 365 apps are no longer supported on Windows 7, Windows 8, Windows 8.1, or Windows 10 after those operating systems reached end of support. For Windows 10, Microsoft 365 security updates continue for three years after Windows 10’s October 14, 2025 end-of-support date, ending October 10, 2028. During that period, Microsoft says there are no new features or other support. Security updates during this limited period do not mean Microsoft 365 is supported on Windows 10.

Perpetual Office editions
Perpetual editions—including Office 2016, Office 2019, Office 2021, and Office 2024—have their own fixed lifecycle dates and supported-Windows matrices. Check the lifecycle and compatibility information for the exact edition you own before installing it on an older Windows system; a valid Office license alone does not establish that the edition is supported on that operating system.
