Microsoft does not document a free desktop license for the general public: downloading the installer does not grant the right to use the apps. If you do not have a desktop license, Microsoft 365 Online is a separate, free browser-based option.
This distinction matters because unofficial “free activated Office” downloads and activation workarounds are not a legitimate substitute for a license. Microsoft warns that some separately sold product keys may be stolen, abused, or unauthorized, and that counterfeit keys or unauthorized resale media exist.
What “free download” means
The download and the license are separate. Microsoft’s installation instructions direct people who already own Office to install it from the Microsoft account associated with the product, or to redeem a qualifying product key first. They do not offer a general free desktop license for Office 2021, 2019, or 2016.
Possible routes depend on your circumstances:
- You bought Office and the product is associated with your Microsoft account.
- You have a qualifying product key that has not yet been redeemed.
- You qualify for an employer benefit through the Workplace Discount Program.
- Your organization provides Office through a volume license; ask its administrator for instructions.

Redeem a new Office product key
If you have a qualifying key that has not been redeemed, follow Microsoft’s setup instructions to associate the product with the Microsoft account you want to use for installation.
- Open Office.com/setup or Microsoft365.com/setup.
- Sign in with the Microsoft account you want associated with the Office license, or create an account if necessary.
- Enter the product key when prompted and complete the redemption steps.
After redemption, use the associated Microsoft account to install Office later; Microsoft says you do not need the key again for that purpose.
Install or reinstall Office from your account
If you bought Office previously or redeemed a key in the past, sign in to the Microsoft account associated with the product. Microsoft directs users to find their Office product in the account dashboard and choose Install.

- Go to account.microsoft.com and sign in with the account used to buy or redeem Office.
- Find the Office product in the account’s available apps or services.
- Select Install and follow the prompts.
Use the associated account for a later installation rather than trying to redeem the same key again.

The message “This product key has already been used” usually means it was redeemed previously. Sign in with the Microsoft account associated with the product and install Office from that account.
If you cannot identify the account, check the Microsoft accounts you may have used and any purchase records. If a separately purchased key fails, Microsoft advises contacting the seller and requesting a refund.

Workplace Discount Program and organization licenses
The Workplace Discount Program is an employer-benefit route, not a general free Office offer. Eligibility and available products depend on the employer’s qualifying program. Check your employer’s benefits process and follow Microsoft’s instructions for the product offered.
Volume-license and other organization-managed products may follow different installation instructions from retail Office. Ask your IT administrator for the approved installer and activation process. These restricted routes do not create a general consumer license.

Be careful with separately sold keys and unofficial downloads
Microsoft warns that some keys sold separately from software may be stolen, abused, or unauthorized. Some product labels or cards may be counterfeit, and some media may not be authorized for resale. Do not assume every third-party key is counterfeit, but use caution and buy through a trustworthy seller.

If a key from a separate seller does not work, contact that seller and request a refund. Avoid unofficial downloads and activation workarounds rather than treating them as a licensing route.
If you need Office at no cost
Microsoft 365 Online is a free browser-based option for common Office tasks. It is separate from the Office 2021, 2019, and 2016 desktop products, and Microsoft notes that some advanced features require paid Microsoft 365 or Office desktop apps.
The practical choice is to install a desktop version when you already own or qualify for its license, or use Microsoft 365 Online if you need a free browser option.

FAQ
How can I download Office 2021 for free?
You can download the installer if you already own Office 2021 or redeem a qualifying key, but Microsoft does not document a free desktop license for the general public. Microsoft 365 Online is a separate browser-based option.
Can I reinstall Office 2019 without a product key?
If Office 2019 is already associated with your Microsoft account, sign in to that account and install it from the account dashboard. Microsoft says the account takes the place of the key for later installation after redemption.
Can I download Office 2016 from Microsoft if I already own it?
Yes. Sign in to the Microsoft account associated with the product, find Office in the account dashboard, and select Install. Microsoft notes that support for Office 2016 has ended.
