To download with the display off, use Valve’s separate low-power download mode. It can keep an active download running before the Deck enters sleep, but it is not the same as ordinary suspend.
Use display-off download mode, not ordinary suspend
Valve’s Steam Deck developer FAQ says the Deck disconnects from Wi-Fi while suspended. Its advice is to back up save files before suspending, not to rely on suspend for downloads. See Valve’s Steam Deck developer FAQ.
Valve later announced a separate “display-off low-power download mode.” It is designed to let an active download continue while the screen is off, after which the Deck enters sleep. Valve described the feature in its November 4, 2025 announcement and followed up with a November 17, 2025 client update. Those announcements do not establish that the feature is exposed on every current stable channel or model; check your Deck’s Power settings.
Start a download with the display off

Wake the Deck, connect it to Wi-Fi, and start or queue the game download or update in Steam.

While the download is active, press the power button. If the Deck offers the option to continue downloading with the screen off, select Continue.

Alternatively, leave the Deck idle while the download is active and let its timeout enter display-off download mode.

To check the setting, open Settings > Power. Valve says the mode is enabled by default while the Deck is plugged in; for battery use, enable it there if the option is available.
What changes when the Deck is plugged in or on battery?

These behaviors and the 20% threshold come from Valve’s November 4, 2025 announcement; the threshold is a device behavior, not a general battery statistic.

Set update behavior separately in Steam
Steam’s download settings let you manage the queue, schedule auto-updates, and choose per-game update behavior. These controls determine when Steam updates games; they do not make Wi-Fi stay connected during ordinary suspend. Valve documents those controls in Steam Support’s download settings guide.

The Deck went into regular suspend: Wake it and resume the download, then use the display-off prompt if it appears. Ordinary suspend disconnects Wi-Fi.

The Deck is on battery: Check Settings > Power for the low-power download option and enable it. Valve says the Deck fully sleeps below 20% charge during battery-powered downloads.

You cannot find the option: Valve’s published announcements do not confirm that the feature appears on every current model or stable software channel. Check the installed Deck’s Power settings and current SteamOS/client update notes rather than assuming it is universally available.

You want to see progress: Interact with the Deck to view download status, or wake it fully to return to Steam.
Valve lists a 45W power supply with Steam Deck configurations in its product specifications. Using a compatible power supply can keep the Deck plugged in during a long download; it does not enable display-off download mode by itself.
