To keep critical IT services available during a data center outage, identify which services matter most, map every dependency they need, and rehearse a tested procedure to sustain or restore them. An alternate site, backup power, recoverable backups, and manual workarounds address different failure modes; they work best as coordinated layers, not substitutes for one another.

Which IT services must come back first?

Start with a business impact analysis (BIA), not a hardware purchase. CISA’s CRR Supplemental Resource Guide, Volume 6: Service Continuity treats identifying and prioritizing essential services as foundational to continuity planning. The BIA should establish what the organization must continue, what happens if each service is unavailable, and how quickly its impact becomes unacceptable.

For each service, document its business owner, users, supporting systems, data, staff, facilities, and external providers. Rank restoration order according to the organization’s mission and the consequences of disruption. A service that appears secondary may be a prerequisite for a higher-priority one—for example, identity or DNS services may be needed before users can reach business applications.

Set recovery time objectives (RTOs) and recovery point objectives (RPOs) through the organization’s own analysis, obligations, and risk tolerance. RTO describes the target time to restore a service; RPO describes the tolerable amount of data loss measured in time. CISA’s cited continuity guidance supports prioritization and dependency planning but does not prescribe universal numerical targets.

What should a dependency map include?

Trace each priority service from the user-facing application through the infrastructure, people, facilities, and outside organizations it relies on. CISA’s Infrastructure Dependency Primer: Learn explains that dependencies can be physical, geographic, cyber, or logical; they may be mutual and can cause cascading effects across systems.

  • Facility and utilities: data center space, electricity, fuel, cooling, physical access, and building operations.
  • Connectivity: telecommunications, internet links, network equipment, DNS, and remote-access paths.
  • Core IT: identity and access management, compute, storage, databases, security controls, and configuration data.
  • External services: cloud platforms, SaaS applications, payment or business providers, and suppliers needed to operate or recover the service.
  • People and process: staff with the necessary access and knowledge, decision-makers, vendor contacts, and approved procedures.

For every dependency, record its owner, recovery method, and what must be available before it can be restored. Check whether a purportedly independent backup relies on the same failure domain as the primary—for example, the same geographic region, carrier, utility, upstream platform, or access route. These are checks to apply to your architecture, not assumptions that every pair of providers shares an underlying dependency.

Which continuity measures address which failures?

Choose measures according to the disruption they are meant to withstand. CISA’s guidance treats alternate-location recovery, power measures, backups, and workarounds as parts of continuity planning; none alone covers every outage scenario.

Measure What it addresses Important boundary
Alternate recovery location Loss of the data center or facility hosting essential services. It only helps if the location, access paths, staff, and required dependencies can function independently enough for the scenario.
Generators and battery backup Power disruption affecting equipment or a facility. Power continuity does not by itself restore applications, data, connectivity, or safe facility operations.
Backups and recovery documentation Data loss, system damage, or cyber compromise that makes normal restoration unsafe or impossible. A backup is useful only if it is accessible, intact, sufficiently current, and restorable in the required order.
Manual workarounds Temporary continuation of selected business processes while systems are unavailable. They require defined scope, trained people, controls, and a safe way to reconcile work when systems return.

Compare candidate arrangements by the services and dependencies they cover, the impact and duration they are designed to tolerate, their independence from common failure domains, the organization’s RTO and RPO, whether recovery has been exercised, and the staffing and operating effort required. CISA’s sources do not provide a universal scoring method or numerical threshold for these comparisons.

How should a facility-loss recovery path work?

Plan for the facility itself to be unavailable, rather than assuming that a component failure is the worst case. CISA’s Service Continuity guide describes recovery at an alternate location when a facility housing essential services is lost. It does not establish a preferred active-active, active-passive, cloud, or colocation architecture; select an arrangement based on service needs and tested dependencies.

  1. Declare the incident. Name the role authorized to declare a facility outage and the evidence or conditions that trigger that decision.
  2. Authorize the recovery action. Identify who can approve failover, what information they need, and how the decision is recorded.
  3. Contact the response team. Provide an up-to-date contact path that works if corporate systems or the primary site are unavailable. Include relevant providers and business owners.
  4. Restore prerequisites in order. Use the dependency map to sequence access, connectivity, identity, data, infrastructure, and applications according to the service’s needs.
  5. Validate before declaring recovery. Define the evidence that shows a service is usable and its data is acceptable, who validates it, and who communicates the status to users.
  6. Plan the return. Document how decisions, data changes, and operational work will be reconciled when service returns to the normal environment.

Exercise the actual contact, authorization, access, and restoration steps. A recovery design that depends on people or credentials that cannot be reached during a real outage is not an executable plan.

How should power continuity be planned?

Electricity is a dependency across many infrastructure services. CISA’s Infrastructure Dependency Primer: Implement states, “Electric power is fundamental to virtually all infrastructure operations.” Its guidance identifies permanent generators, portable generators, and battery backup systems as possible ways to help key facilities operate during power disruption.

A UPS or other battery system may suit selected critical equipment, but its runtime depends on the specific equipment and load. It should not be treated as a way to run an entire data center or as a replacement for facility engineering. Generator capacity, transfer equipment, fuel arrangements, maintenance, and applicable environmental or code requirements need qualified, site-specific analysis; the cited guidance does not establish designs for an individual facility.

How do cyber events change recovery planning?

A facility outage can coincide with a cyber incident, or recovery may require isolating affected systems. Treat cyber recovery as a distinct layer of the continuity plan: bringing equipment back online is not success if it restores compromised systems or reconnects malware to clean environments.

  • Maintain and exercise continuity and resilience plans, including relevant IT/OT dependencies and workarounds or manual controls.
  • Back up IT and operational technology (OT) data regularly, test restoration, and keep backups isolated from connections that could spread malware.
  • Document configuration settings and recovery steps so systems can be rebuilt consistently.
  • Use offline, encrypted backups and prioritize restoration around critical services, as recommended in CISA’s #StopRansomware Guide.

These measures are drawn from CISA’s cyber-resilience guidance, including Understanding and Mitigating Russian State-Sponsored Cyber Threats to U.S. Critical Infrastructure. Apply them to the systems and threats relevant to your organization rather than assuming one recovery sequence fits every incident.

How often should the plan be exercised?

Exercise both technical recovery and the human process: incident declaration, decision-making, vendor coordination, alternate access, service prioritization, recovery data, user communications, and return to normal operations. CISA’s Service Continuity guide describes tested or exercised plans as a way to achieve predictable, consistent continuity and calls for improvement based on results.

After each exercise or real incident, record where the procedure failed, who owns each corrective action, and when the plan or dependency map will be updated. The guide includes an example policy calling for annual testing; that is an example, not a universal legal requirement. Set the schedule to fit organizational risk, applicable regulations, and the pace of infrastructure and service changes.
