Keep an inference workload available by designing for the whole request path—not just a healthy model-serving process. Route requests to healthy, independent capacity; make the model and its dependencies usable in each recovery location; protect remaining capacity from overload; and rehearse failover and failback. Start with the failure your service must survive: a node or zone fault may be handled within one region, while regional recovery can add cost, latency, and operational complexity. Multi-region deployment is not necessary for every workload.

Decide what must stay available before choosing a topology

Write down the service objective and the failure model first. Define acceptable downtime and data loss, which users or geographies must remain served, expected peak demand, model choices, and any regulatory or data-residency boundaries. Then identify whether the design must tolerate a node, Availability Zone (AZ), region, provider-service, network, dependency, or capacity event. A design that handles a zone outage does not automatically handle a regional outage.

AWS reliability guidance, in REL10-BP01 Deploy the workload to multiple locations, recommends considering multiple AZs for production workloads and evaluating whether that meets the business need before adding regional architecture. Add a second region only when the recovery objective or failure scope justifies it.

Choose a recovery pattern that matches the failure scope

Regional capacity can be continuously serving traffic or held ready for recovery. A standby can reduce the capacity cost of a second region, but scaling it after an incident can lengthen recovery. The right balance depends on recovery time and recovery point objectives, traffic geography, model and accelerator availability, and the team’s ability to operate the design.

Pattern What it is suited to Trade-offs to assess
Multi-AZ within one region Node or AZ failures when one region meets the recovery objective. Does not by itself cover a regional failure. AWS describes multi-AZ endpoints and autoscaling for self-hosted SageMaker AI.
Warm standby or pilot light in another region Regional recovery where some serving capacity or core components can be prepared in advance. Less standing capacity may lower cost, but the target may need to scale during an incident, increasing recovery time. Verify quota and model availability.
Active-active across regions Workloads that need serving capacity in multiple regions and can manage traffic distribution across them. Requires regional model and dependency parity, adequate capacity, and more complex traffic management and operations; assess latency, residency, and cost.

These are patterns, not availability guarantees. AWS and Google Cloud describe trade-offs rather than a universally correct multi-region design. Compare the failure scope covered, recovery time and recovery point objectives, ready capacity, user latency, data residency, failover and failback complexity, external observability, and operating cost.

Route only to targets that can serve inference requests

Put a traffic director in front of independent serving capacity, and make its health checks test serviceability rather than merely whether a process is running. A process can be alive while its model is unavailable, its dependencies are failing, or it cannot accept more work. Use automated traffic shifting or failover with monitoring for latency, errors, and throughput.

AWS’s Generative AI Lens, GENREL05-BP01 Load-balance inference requests across all regions of availability, discusses load balancing inference across regions and AZs, health checks, automated failover, and monitoring. It also describes multi-AZ and autoscaling approaches for self-hosted SageMaker AI endpoints. Google Cloud’s Overview of inference best practices on GKE describes an Inference Gateway that uses inference metrics to route among suitable endpoints within a GKE cluster. These are distinct examples: the GKE gateway guidance is not a claim that the same feature or scope applies to AWS, and neither example removes the need to validate a target before routing to it.

Make the recovery location a complete serving environment

A recovery region is useful only if it can execute the full request path. Treat model weights and serving as part of the same deployment, alongside the runtime image, configuration, certificates, credentials, keys, internal services, third-party dependencies, and the mechanism that shifts traffic. AWS’s Multi-Region fundamental 3: Understanding your workload dependencies emphasizes regional independence and understanding dependencies and configuration artifacts. A cross-region dependency can become a shared failure point or add latency precisely when recovery is needed.

  • Models and artifacts: Replicate weights or make them available in the target location, and check that the selected model is offered there.
  • Compute and quotas: Confirm accelerator capacity can be obtained and service quotas are sufficient in the target region. AWS operational-readiness guidance recommends assessing quota parity before a standby goes live.
  • Access and configuration: Prepare secrets, keys, certificates, identities, runtime images, and configuration needed to start and serve securely.
  • Application dependencies: Identify databases, retrieval systems, internal APIs, and third-party services on the request path; establish what happens if each is unavailable from the recovery location.
  • Weights storage: Google Cloud’s GKE guidance describes multi-region Cloud Storage or regional buckets with replicated weights; these options have different cost and operational-efficiency implications.

Protect the surviving capacity from overload

Failover concentrates requests on fewer endpoints, and repeated retries can amplify the load. Capacity planning therefore needs to cover both infrastructure loss and the traffic surge that follows it. Amazon Bedrock documentation, Scaling and throughput best practices, states: “On-demand capacity is Regional and can vary across Regions.” That is provider-specific guidance, but the planning principle applies broadly: verify model availability and capacity separately for each target region rather than assuming they match.

  • Estimate peak input and output token demand, concurrency, acceptable response latency, and queueing tolerance.
  • Plan for the demand remaining regions must absorb after a failure; preserve enough headroom for that scenario.
  • Bound concurrency and queue length so overload does not turn into unbounded waiting or resource exhaustion.
  • Use bounded retries with appropriate backoff instead of retrying indefinitely. Avoid retry policies that send a surge to already stressed targets.
  • Where the service permits it, defer lower-priority work so critical requests retain capacity.

Check the controls and limits of the inference platform you actually use; Bedrock’s capacity behavior and controls should not be assumed to describe another provider or a self-hosted deployment.

Make recovery observable, actionable, and practiced

Monitoring only from the primary region can leave a blind spot during a regional incident. AWS’s Multi-Region fundamental 4: Operational readiness recommends monitoring regional health and customer experience from outside the primary region, and tracking replication lag where relevant. Establish decision criteria and runbooks in advance so operators know when to fail over, who can authorize the action, and how to avoid routing traffic to an unready target.

  1. Before launch: Confirm target-region model availability, accelerator capacity or quotas, access, dependency reachability, and configuration. Verify that the traffic director can detect an unusable target.
  2. During an exercise: Use the same procedures intended for a live incident. Test both failover and failback, including request behavior, queue limits, retry behavior, and the dependencies and people needed to complete the recovery.
  3. After the exercise: Record recovery time, identify quota, access, capacity, or configuration gaps, and update the runbook and deployment. Repeat the test after material changes.

Regional recovery is an operational capability, not just a second copy of infrastructure. AWS’s operational-readiness guidance also calls for planning deployment sequencing and organizational readiness alongside quotas, monitoring, and recovery tests.
