Integrate a construction robot by treating its deployment as a change to the work plan—not as equipment that can be made safe by its label or by a single standard. Document the task, location, operating modes, hazards, and exposed workers; update the job hazard analysis (JHA), safeguards, access rules, emergency response, and maintenance procedures; train affected workers; and verify controls at commissioning and whenever the robot, task, layout, or site conditions change.
Start with the work, not the robot
A robot’s risk depends on the job it performs, where it operates, what tooling or payload it carries, how it is controlled, and who can enter its work area. Construction conditions also change as phases, layouts, and nearby work shift. NIOSH notes that safeguards developed for controlled manufacturing environments can be harder to apply directly on construction sites. Assess the complete application and revisit the assessment when the site changes.
Before planning controls, define the actual deployment:
- The task, work zone, and project phase.
- The robot, tooling or end-effector, payload, and relevant energy sources.
- Operating modes, such as autonomous, remote, manual, setup, and maintenance.
- The expected movement and work envelope, including access routes and times when people may enter.
- Workers who may be exposed, including nearby trades and people who pass through the area without operating the robot.
The CDC/NIOSH construction assessment protocol calls for identifying the task, task location, exposed worker, and technology, and for considering applicable safety data sheets and preliminary and residual risk ratings. Use that information to bring the robot into the site’s existing JHA and pre-task planning process.

Add the robot to the JHA and pre-task plan
Have the employer and integrator document a task-based risk assessment before commissioning, with input from the superintendent, foreman, safety personnel, and workers who will work with or near the system. OSHA’s Technical Manual recommends identifying hazards, potential exposures, risks, and protective measures, and involving the user and affected workers in selecting safeguards.
Check for hazards that apply to this task and site, rather than assuming every robot presents every hazard:
- Robot motion, contact, payloads, tooling, and pinch or crush points.
- Unexpected startup, loss of power or communications, and access during setup or recovery.
- Blind spots, changing or uneven surfaces, overhead work, and simultaneous operations by other trades.
- Noise, dust, weather, or other environmental limits relevant to the equipment and task.
- Access needed for inspection, maintenance, repair, or removal of the robot.
Check the robot’s instructions and actual site conditions when assessing each item. The CDC/NIOSH protocol also calls for onsite hazard identification, use of safety data sheets where applicable, and JHA forms; it does not replace existing safety processes or the hierarchy of controls.

Set clear reassessment triggers
Document when the assessment must be reviewed. Practical triggers include moving the robot to another floor or work zone; changing the layout, routes, or access arrangements; using different tooling or materials; modifying the task or software; introducing new adjacent work; changing project phase; or repairing, rebuilding, or recommissioning the system. These triggers put NIOSH’s warning about changing site conditions and OSHA’s guidance to review risks across work stages into site practice.

Select controls based on the hazards and exposures in the assessment, and connect them to existing site controls. Depending on the application, measures may include managed access and separation, suitable physical safeguarding, designated operating zones, warnings and communications, task sequencing, supervision, and emergency-stop arrangements. OSHA advises using combinations of safeguards and controls where appropriate; safeguards should not introduce hazards or obstruct necessary worker vision. Follow the manufacturer’s requirements and applicable rules when choosing and installing them.
NIOSH identifies four collaborative-operation approaches that may be relevant to assess: safety-rated monitored stop, power and force limiting, speed and separation monitoring, and hand guiding. These are not a ready-made checklist or proof that a construction deployment is safe. Their suitability depends on the specific robot, task, surrounding work, and changing site conditions.

Make robot procedures an addition to—not a replacement for—the site’s JHA, pre-task plan, access controls, emergency plan, and coordination between trades. Define who controls entry to the work zone, how nearby crews are notified, and how work is paused when conditions no longer match the assessment.
Write procedures for every phase and train affected workers
Written procedures should cover the whole job, not just routine robot operation. OSHA notes that many robot incidents occur during non-routine conditions and recommends procedures for integrating, operating, and maintaining robots. Cover:
- Integration and installation, including initial setup and testing.
- Startup, shutdown, normal work, and task handoffs.
- Abnormal conditions, emergency response, and recovery.
- Inspection, maintenance, repair, and return to service.
Train workers before assigning them to robot-related work. Training should match each person’s role and cover the relevant hazards, safeguards, assigned tasks, safe work practices, and emergency procedures. Workers should demonstrate that they can perform their duties safely. Include awareness for workers who may pass through or work near the robot zone even if they do not operate the system. Use shift briefings or toolbox talks to communicate changes in the robot’s zone, task, or nearby work.

Commission, maintain, and reassess the system
Before the robot enters service, review the risk assessment and installation; confirm required safeguards and emergency controls are present and functioning; check that the installation follows manufacturer instructions and applicable OSHA requirements; and verify that relevant workers have been trained. OSHA’s Technical Manual recommends reviewing the assessment and safeguards before commissioning and checking safeguard effectiveness after commissioning, rebuild, maintenance, or service.
Plan maintenance using the assessment and manufacturer information. Identify critical components and set inspection and testing frequency. After service or repair, verify the affected safeguards and controls before returning the robot to work.
Use the site’s existing reporting process to record incidents, near misses, unplanned stops, changed conditions, and safeguard faults. Review those records to decide whether the risk assessment, work boundaries, procedures, or training need updating.

Understand the standards and jurisdiction
For U.S. projects, OSHA’s Robotics Overview states: “There are currently no specific OSHA standards for the robotics industry.” That does not mean robot work is unregulated: applicable OSHA requirements still apply. OSHA also describes consensus standards as guidance from their originating organizations, not OSHA regulations. The OSHA Technical Manual references standards but advises checking current ANSI, RIA, and ISO documents because they are revised periodically.
ISO 10218-2:2025 is the second edition, published in February 2025. ISO describes it as covering integration, commissioning, operation, maintenance, decommissioning, and disposal of industrial robot applications and robot cells. Its scope excludes mobility when robots or manipulators are integrated with mobile platforms, among other exclusions. It may be a useful reference where applicable, but it is not a complete rulebook for every construction robot or mobile machine. Check current local requirements, the robot’s classification, and its intended use.
