You can install the Microsoft Configuration Manager console on a Windows 11 Pro or Enterprise PC without installing the Configuration Manager site server. The console is an administration tool that connects to an existing central administration site (CAS) or primary site.
Before starting, obtain the installer from the site server rather than downloading an arbitrary copy. The site server maintains an updated console installer that matches the site version.
Before you install the SCCM console
Microsoft now calls SCCM Microsoft Configuration Manager, but the administration application is still commonly called the SCCM console.
| Requirement | What to check |
|---|---|
| Windows edition | Windows 11 x64 Pro or Enterprise. Windows 11 Home is not listed as supported. |
| Permissions | Local Administrator rights on the Windows 11 computer and Read permission to the installer location. |
| .NET Framework | For Configuration Manager version 2403 and later, install .NET Framework 4.8 before running Console Setup. |
| Site connection | The fully qualified domain name (FQDN) of the Configuration Manager site server. |
Console Setup does not install .NET Framework 4.8. The older requirement of .NET Framework 4.6.2, with 4.8 recommended, applies to Configuration Manager versions beginning with 2107—not to version 2403 and later.

The Configuration Manager PowerShell module has a separate requirement: from version 2103 onward, it requires .NET Framework 4.7.2 or later.
Use the correct console installer source
The preferred source is the following folder on the site server:
<Configuration Manager installation path>\Tools\ConsoleSetup
This copy is updated when the site is updated. You can also use the Configuration Manager installation media from:
<Installation media>\SMSSETUP\BIN\I386
Do not use the CD.Latest source files. Microsoft identifies installing the console from that location as unsupported and warns that it can cause installation problems.
If you copy the installer to a file share or package it for deployment, keep these four files together:
ConsoleSetup.exe
AdminConsole.msi
ConfigMgr.AC_Extension.i386.cab
ConfigMgr.AC_Extension.amd64.cab

Option 1: Install the console with the Setup Wizard
- On the Configuration Manager site server, open the
Tools\ConsoleSetupfolder under the Configuration Manager installation path. - Copy the complete folder to a location that the Windows 11 computer can read, or access the folder across the network.
- On Windows 11, open the folder and run ConsoleSetup.exe. Do not run
AdminConsole.msidirectly. - In the wizard, select Next.
- On the Site Server page, enter the FQDN of the site server. For example:
cm01.contoso.com - On the Installation Folder page, specify where to install the console. A path such as
C:\Program Files (x86)\Microsoft Configuration Manager\AdminConsoleis valid. - Check the path carefully. It must not contain trailing spaces or Unicode characters.
- On the Ready to Install page, select Install.
- When setup finishes, select Close.
Launching ConsoleSetup.exe is important. Running AdminConsole.msi bypasses prerequisite and dependency checks, so the console might not install correctly.
Install the console silently from Command Prompt
Open an elevated Command Prompt, change to the folder containing ConsoleSetup.exe, and run the appropriate command.
Silent installation
ConsoleSetup.exe /q "TargetDir=%ProgramFiles%\ConfigMgr Console" DefaultSiteServerName=MyServer.Contoso.com
Replace MyServer.Contoso.com with your site server’s FQDN. The DefaultSiteServerName value is the server the console uses when it opens.
When using /q, both TargetDir and DefaultSiteServerName are required. If either value is missing, the unattended installation will not have the required setup information.
Silent installation with language files
ConsoleSetup.exe /q "TargetDir=C:\Program Files\ConfigMgr Console" DefaultSiteServerName=MyServer.Contoso.com LangPackDir=C:\Downloads\ConfigMgr

LangPackDir identifies the folder containing the Configuration Manager language files. If you omit it, Setup searches the current directory. If it finds no language folder, it continues with the English console.
Silent uninstall
ConsoleSetup.exe /uninstall /q
When combining the switches, /uninstall must appear before /q.
Console language limitations
The Windows 11 display language does not automatically determine the Configuration Manager console language.
- Installing from Configuration Manager installation media always installs the English console, regardless of site-server language support or the Windows display language.
- Installing from a command prompt also always installs the English console.
- To install a language other than English, use the graphical Setup Wizard with the appropriate language files available through the supported source.
Check prerequisites before installation
You can run Microsoft’s console-specific prerequisite checker before setup. The executable is in one of these locations:

- Change to the relevant

prereqchk.exe /ADMINUI.
The /ADMINUI switch checks requirements for the Configuration Manager console on the local computer. It does not check site-server requirements and cannot be combined with another prerequisite-checker option.
The checker requires administrative permissions. It also writes results to %SystemDrive%\ConfigMgrPrereq.log.

Connect to the site and assign access
A console can connect directly to a central administration site or a primary site. It cannot connect directly to a secondary site. If your environment contains a secondary site, connect through its parent primary site.
Installing the console does not give the Windows user access to Configuration Manager. The objects, collections, devices, applications, and actions visible in the console are controlled by Configuration Manager role-based administration. A user may therefore be able to open the console successfully but see little or no usable content until an administrator assigns the appropriate security role and scope.

| Symptom | Likely cause and action |
|---|---|
| Setup refuses the installation folder | Remove trailing spaces and Unicode characters from the path. Try a simple path such as C:\Program Files\ConfigMgr Console. |
| .NET prerequisite error | Install .NET Framework 4.8 for Configuration Manager 2403 or later, then run Console Setup again. Setup does not install it for you. |
| Installer cannot read files | Confirm the account has Read permission to the folder and that all four installer files are present if the source was copied. |
| Console opens but access is denied or content is missing | Installation and Configuration Manager authorization are separate. Ask a Configuration Manager administrator to review RBAC roles and scopes. |
| Console connects to the wrong server | Reinstall or use the unattended command with the correct DefaultSiteServerName FQDN. |
| Installation was attempted with the MSI | Uninstall the incomplete installation if necessary, then rerun ConsoleSetup.exe from the site’s Tools\ConsoleSetup folder. |

Windows 11 Home is not listed as a supported operating system. Microsoft lists Windows 11 x64 Pro and Enterprise editions for the Configuration Manager console.
Where is the SCCM console installer?
Use the site server’s <Configuration Manager installation path>\Tools\ConsoleSetup folder. Installation media is an alternative source at <Installation media>\SMSSETUP\BIN\I386. Do not use CD.Latest.
Should I run AdminConsole.msi?
No. Run ConsoleSetup.exe. The MSI bypasses prerequisite and dependency checks and might not install the console correctly.

Can the console connect to a secondary site?
No. Connect to the secondary site’s parent primary site, or connect to a central administration site where appropriate.
The Bottom Line
For a supported Windows 11 installation, use Windows 11 Pro or Enterprise, install the required .NET Framework version, and run ConsoleSetup.exe from the site’s Tools\ConsoleSetup folder. Enter the site server FQDN, avoid invalid installation paths, and remember that installing the application does not provide Configuration Manager permissions.
