These are the Fedora Project EPEL instructions for RHEL 8:
sudo subscription-manager repos --enable codeready-builder-for-rhel-8-$(arch)-rpms
sudo dnf install https://dl.fedoraproject.org/pub/epel/epel-release-latest-8.noarch.rpm
Before you begin
- Use a RHEL 8 system that is registered and entitled to access the relevant Red Hat repositories. The first command uses
subscription-managerto enable CodeReady Linux Builder. - Run the commands with an account that can use
sudo. - Use the EPEL release package that matches the RHEL major version. For RHEL 8, the EPEL project provides the
epel-release-latest-8.noarch.rpmpermalink. Fedora Project EPEL instructions and Red Hat’s EPEL guidance both emphasize matching the release to the system.
Install EPEL on RHEL 8

Enable CodeReady Linux Builder
Run:
sudo subscription-manager repos --enable codeready-builder-for-rhel-8-$(arch)-rpmsThe
$(arch)substitution selects the system architecture so the command targets the corresponding repository ID. Some EPEL packages depend on packages from repositories that are not enabled by default, which is why the EPEL project recommends this step. Fedora Project EPEL instructions -
Install the EPEL 8 release package
Install the official EPEL 8 release RPM with DNF:
sudo dnf install https://dl.fedoraproject.org/pub/epel/epel-release-latest-8.noarch.rpmThis release package configures access to EPEL and installs its public package-signing key; it does not install an application. Fedora Project EPEL instructions

Install the software you need
After EPEL is configured, install a desired package separately by its DNF package name. Check that it is published for EPEL 8 and that its dependencies are available for your architecture and enabled repositories. EPEL setup alone does not guarantee that a particular package is available or installable.

Troubleshoot common installation problems
DNF reports “No package epel-release available”
Do not rely on finding epel-release by package name in the currently enabled repositories. Red Hat’s guidance describes installing the release RPM directly; for RHEL 8, use the HTTPS EPEL permalink in the command above. Red Hat EPEL guidance
The CodeReady Linux Builder command fails
Check that the system is registered and entitled to the relevant RHEL repositories. Also verify that the architecture-specific repository ID in the command is available to that system. The EPEL instructions use subscription-manager and the architecture-matched repository name; they do not prescribe a universal registration diagnostic command. Fedora Project EPEL instructions

A package has missing dependencies
Confirm that CodeReady Linux Builder is enabled for the correct architecture and check which repositories provide the missing dependencies. The EPEL project notes that some packages rely on repositories that are not enabled by default. CodeReady Linux Builder is an available dependency source, but Red Hat states that its content is unsupported by Red Hat. Fedora Project EPEL instructions and Red Hat RHEL 8 documentation

The epel-release RPM adds repository configuration and a signing key so DNF can access EPEL. It does not install a particular program, and a package’s presence in EPEL 8 does not by itself ensure it will work on every RHEL 8 system. Availability depends on the package, system architecture, enabled repositories, and dependencies.
