You can install Google Chrome on a Windows 11 PC that cannot get online by downloading a Chrome installer on another internet-connected computer, transferring it to the Windows 11 PC, and running it there. Google’s instructions call this installing Chrome offline; the computer used to download the installer still needs internet access.
Before you download Chrome for offline installation
Check that the target PC meets Google’s listed processor and Windows requirements. Google lists Windows 11 and up for ARM processors. For Intel processors, it lists Windows 10 and up and an SSE3-capable Intel Pentium 4 or later. See Google’s Chrome installation instructions and system requirements for the current guidance.
Use Google’s official instructions to choose an installer for the target operating system. Do not assume one download is suitable for every processor architecture or deployment scenario.
Download and install Chrome on a Windows 11 PC without internet
- On an internet-connected computer, open Google’s Chrome Help instructions and find “Install Chrome offline.”
- Get the installer for the other computer. Follow Google’s alternate-download instructions. Under “Chrome Family,” choose “Other Platforms,” select the target operating system, and download the installer.
- Transfer the downloaded file to the Windows 11 PC. Google does not require a specific transfer method. Use a local network or removable storage if available; a USB flash drive is one optional way to carry the file.
- Run the installer on the Windows 11 PC and follow the on-screen instructions. Windows may display a User Account Control prompt asking for permission to make changes.
- Update Chrome after installation when the target PC has internet access. Google recommends using the latest version; the offline installer does not guarantee the browser will stay current.
Choose the consumer installer or enterprise MSI
For an individual or home user, Google’s consumer offline-installation route is the straightforward option. The Enterprise Bundle is intended for administrators deploying and managing Chrome across an organization. Google says the enterprise browser is the same browser consumers use; the difference is deployment and management.

Google’s Chrome Enterprise Bundle is the appropriate route when an organization needs the MSI or related management files. It is not necessary for an ordinary local installation.
Deploy Chrome with the MSI in an organization
Administrators can distribute the Windows MSI using organizational tools. Google documents deployment through Active Directory Group Policy Management and Microsoft System Center Configuration Manager. Its instructions also give this silent-install example: msiexec /q /l GoogleChrome.msi. Use the MSI and command in the context of Google’s Chrome browser deployment instructions; this is an administrator-oriented deployment route, not the consumer offline installer workflow.

Keep the offline installation current
Once the target PC can access the internet, follow Google’s Chrome update guidance. Google recommends the latest version and says Chrome browser and ChromeOS updates are released approximately every four weeks. That cadence is approximate, not a promise that an offline installation will update itself while disconnected.
