Telecom providers can improve call-center service by reducing the effort it takes to reach help, giving agents the context and authority to resolve issues, and keeping ownership of faults and complaints until they are closed. Measure access, repeat contacts, resolution, and customer experience together; a faster call is not necessarily a resolved problem.
Start by finding where customers get stuck
Segment contacts by service and reason before choosing an intervention. Billing, account changes, poor mobile reception, slow broadband, outages, installation, repairs, and formal complaints can create different queues and require different fixes. An overall satisfaction score will not tell you which part of the journey is failing.
Combine telephony and queue data with resolution and repeat-contact measures. Review customer comments for signs that callers had to repeat their story, were transferred unnecessarily, or were asked to redo troubleshooting. Compare results across contact reasons, channels, and teams so that an apparent improvement in one queue does not conceal a worsening experience elsewhere.
For UK context, Ofcom’s residential customer comparison covers mobile, home broadband, and landline experiences in 2024. It was reissued on 18 September 2026 after EE resubmitted data and Ofcom revised some EE fault figures and related industry averages. The results show provider variation and mixed broadband and landline fault outcomes, rather than one universal cause of dissatisfaction. Ofcom’s reissued comparison is useful context, not a target for every provider or market.

Reduce waiting and prevent avoidable abandonment
Use demand patterns to plan staffing, then review routing and queue design to identify avoidable peaks. Make callback or digital alternatives easy to find when they are available, and give callers accurate wait expectations rather than an optimistic estimate that quickly becomes misleading.
Ofcom reported that average 2024 call waiting was 1 minute 52 seconds for UK mobile and 2 minutes 1 second for UK broadband and landline. Those figures are diagnostic context, not service targets: provider inclusion changed, so Ofcom cautions that its industry waiting-time averages are not directly comparable with earlier reports. Abandonment also varied considerably by provider. Track waiting-time distributions and abandonment by reason, time, channel, and operating unit instead of relying on a single average. Help agents resolve the issue without restarting the conversation
Make scripts prompts and safety checks, not fixed sequences that disregard what the customer has already said. An agent should be able to see relevant account state, known outages, prior contacts, diagnostics already completed, and repair status. Where it is safe to do so, let the customer skip steps already completed and have the agent validate the results.
Train agents on the faults and service processes they handle, and give them authority to resolve appropriate cases or reach a specialist without making the customer start again at another front door. Ofcom’s qualitative work identifies slow answering, repeated troubleshooting, overly scripted calls, limited expertise or authority, and communication or line-quality problems as sources of frustration. That work is useful for understanding failure modes, not for estimating how prevalent they are today. Ofcom’s qualitative report on telecoms service quality describes these themes.

Keep ownership of faults and complaints through completion
For each open fault or complaint, record a named owner or accountable team, the next action, an expected update time, and an escalation route. Capture the customer’s desired outcome and prior attempts so another handler can continue the case rather than restart diagnosis. If network or repair work slips, tell the customer what has changed and when they will hear from you again.
Complaint satisfaction and the incidence of problems can move in different directions. In Ofcom’s UK figures, 14% of mobile customers reported a reason to complain in 2024, compared with 12% in 2022; for broadband, the figures were 23% and 20%. Yet satisfaction with complaint handling improved between 2022 and 2024. A provider should therefore examine both the experience of handling a complaint and how often customers have a reason to make one. Ofcom’s 2025 summary reports these figures.

Use a balanced scorecard, not handle time alone
A practical dashboard should show whether customers can reach help, whether their issue is solved, and whether the process is fair and understandable. Segment results by service, reason, and channel where possible.

- Access: average and distribution of waiting time, abandonment, and transfer rate.
- Resolution: first-contact resolution, repeat contact for the same issue, complaint resolution time, and on-time resolution.
- Experience: complaint-handling satisfaction and customer feedback, separated by issues such as faults and billing.
- Fairness and compliance: complaint age, required escalation notices, accessibility needs, and eligibility for compensation or alternative dispute resolution.
Ofcom’s 2025 summary reports 2024 complaint-handling satisfaction of 61% for mobile, 58% for broadband, and 60% for landline customers in the UK. These are customer-experience measures, not direct measures of fault resolution. The International Telecommunication Union’s ITU-T Y.3063 (December 2025) includes first-call resolution ratio, complaint resolution time, and on-time complaint resolution ratio in a framework for autonomous-network effectiveness. It provides indicator concepts, not a requirement for every call center. Ofcom’s summary also cautions that changing provider samples affect comparisons of waiting-time averages across reports.

Do not reward short handle time in isolation. As a management choice, it can create an incentive to rush callers or shift work into repeat contacts. Check any handle-time target against repeat-contact, resolution, and satisfaction data from your own operation before treating it as an improvement.
Keep UK complaint and ADR workflows current
For UK residential and small-business complaints, Ofcom’s change effective 8 April 2026 reduced the period before a consumer can take an unresolved complaint to approved alternative dispute resolution (ADR) from eight weeks to six. Ofcom identifies Communications Ombudsman and CISAS as approved schemes. Update case-aging alerts and customer notifications to reflect the applicable rule, and ensure scripts and letters use current wording. Ofcom’s ADR guidance explains the schemes and access threshold.
Ofcom also said that 79% of complaints received by the largest telecoms firms from January 2022 through 2024 were resolved in under a week and 94% within six weeks. These results describe those firms and that period; they are not a target for every complaint type or a global benchmark. Ofcom’s ADR information gives the regulatory context.
Choose improvements by customer effort and measurable outcomes
When assessing a process change or a contact-center tool, compare it against a baseline and the customer problem it is meant to solve. Useful questions include:
- Does it reduce customer effort and repeat contact, rather than only shortening handling time?
- Does it support the relevant contact reason and service, such as billing, mobile faults, broadband, outages, or repairs?
- Can agents see service and outage context, previous troubleshooting, and case progress?
- Can agents resolve suitable cases or reach the right specialist without forcing customers to restart?
- Can you measure wait and abandonment by queue and reason, complaint resolution time, and whether promised updates arrive on time?
- Does it preserve context across channels and accommodate accessibility and comprehension needs?
- Do total cost and implementation effort make sense relative to measurable baseline outcomes?
Communication quality is part of the interaction: Ofcom’s qualitative work includes line and communication concerns, but it does not test or recommend headsets. A headset purchase should not be presented as a proven way to reduce waiting, resolve complaints, or raise satisfaction without separate evidence.
