Improve accessibility in a legacy web application by auditing its real user flows against WCAG, fixing high-impact problems in shared components, and retesting with both automated tools and people. You do not need to replace the application wholesale: a scoped, repeatable cycle helps teams make practical changes while preserving existing functionality. WCAG 2.2 is the latest W3C-recommended version of WCAG 2; verify which legal, contractual, or procurement requirements apply to your organization and jurisdiction.
Start by defining what “accessible” means for this application
Use the Web Content Accessibility Guidelines (WCAG) as the technical reference for evaluating web content and applications. WCAG is organized around four principles: content should be perceivable, operable, understandable, and robust. Its testable success criteria are assigned conformance levels A, AA, or AAA. W3C recommends using the latest WCAG 2 version, and content conforming to WCAG 2.2 also conforms to WCAG 2.1 and 2.0. See the W3C WCAG 2 Overview.
Do not assume that the technical standard alone answers the compliance question. Legal duties and procurement rules depend on the organization and jurisdiction. For example, U.S. federal agencies and their contractors should consult the Revised Section 508 Standards and relevant agency guidance; that federal context is not a universal rule for every website. Section508.gov provides guidance on accessible software and websites and a web content overview.
Make an inventory before changing code
Record the application’s routes, shared layouts, frequently used tasks, content types, embedded widgets, and third-party features. For each area, note who owns the code and whether the team can modify it or must ask a vendor to make changes. This inventory helps distinguish one-off page defects from problems inherited across the product.

- List key journeys such as signing in, searching, completing a form, reviewing information, and submitting or saving a change.
- Identify shared elements such as navigation, dialogs, menus, form controls, tables, alerts, and error messages.
- Include dynamically updated content and embedded tools, not just static pages; WCAG applies to dynamic content and web applications.
- Record the relevant standard and any organization-specific legal, contract, or procurement requirements.
Evaluate user tasks, not just pages
Choose representative end-to-end flows and examine what a person must perceive, operate, understand, and what assistive technology must interpret to complete each task. A technically valid page is not enough if a key control cannot be found, a form error cannot be understood, or a task fails for someone using a keyboard or assistive technology.
Automated tools are useful for finding detectable issues across many pages, but they cannot establish that the application is usable or that it conforms. W3C describes conformance evaluation as a combination of automated testing and human evaluation. It recommends evaluation by people who understand how people with disabilities use the web and recommends including disabled people in usability testing. Use automation for coverage and triage
Run automated checks across representative routes and templates to surface issues the tools can detect. Treat findings as leads to investigate, not as a pass/fail certificate. Record the affected page or component, the user task, the applicable criterion when known, and the retest result.
Use human evaluation for behavior and comprehension
Manually evaluate the important flows, including interaction behavior and content. Include people with disabilities in usability sessions where possible; their feedback can reveal obstacles that an automated scanner does not assess. A tool’s clean report does not prove that every person can complete the task.

Prioritize fixes by impact and reach
There is no universal defect queue for an application that has not been evaluated. As a practical implementation strategy, fix barriers that block core tasks and problems in shared components early: those issues can affect more than one route. Balance the user impact of a barrier with how widely it appears, the team’s ability to change it, and whether a vendor must be involved.
- Unblock essential tasks. Address problems that prevent a user from signing in, finding information, completing a required form, or submitting a request.
- Repair shared patterns at their source. If a navigation component or form control is reused, correct the shared implementation rather than applying inconsistent page-specific workarounds.
- Escalate vendor-owned barriers. Document the affected task and observed behavior, then request a correction or determine whether a safe workaround exists.
- Track the outcome. Keep the affected flow, criterion or issue description, code change, and retest result together so the team can verify the repair and avoid losing context.
Repair legacy patterns without destabilizing the application
In an older codebase, accessibility improvements can touch templates, scripts, and styles that are difficult to change safely. Keep repairs as local and consistent as the architecture permits: improve the shared component or template, preserve existing task behavior, and test the flows that depend on it. Where a one-off change is unavoidable, document why it differs from the shared pattern.

Build accessibility checks into existing development work rather than treating them as a one-time cleanup. Include relevant checks in design review, code review, content publishing, and regression testing. When shared code changes, retest the affected journeys and routes that use it. A single scan or audit does not guarantee that later changes will remain accessible.

Common mistakes to avoid
- Relying on a score or a statement. Neither an automated score nor an accessibility statement proves that users can complete the application’s tasks.
- Checking only the home page. Important barriers may be in shared templates, forms, dialogs, dynamic content, or embedded third-party features.
- Fixing symptoms on individual pages. A shared defect can reappear unless the underlying component or template is corrected.
- Assuming one legal baseline applies everywhere. Confirm requirements for the organization, jurisdiction, and relevant contracts.
- Calling the work finished after one pass. Retest repairs and include accessibility in ongoing regression processes.
Keep the improvement cycle active
A workable maintenance loop is: keep the route and task inventory current; evaluate representative flows with automated checks and human review; prioritize barriers by task impact and reach; fix shared patterns where possible; and retest after changes. Preserve enough notes to connect an issue to its flow, repair, and verification. This makes accessibility part of how the legacy application is maintained, rather than a promise based on a one-time scan.
