The templates provide names and descriptions in the editor; they do not apply settings to computers. Administrators must still configure the settings in GPOs.
What the templates are and where the Central Store lives
Administrative Templates consist of two related file types: .admx files define policies in a language-neutral format, while .adml files provide the language-specific display text. Keep each ADML file in the matching language folder, such as en-US or ko-KR. Without the matching resources, policy names and descriptions may not display correctly in that language. Microsoft describes this file layout in its Central Store guidance and in its MBAM template instructions.
For domain Group Policy editing, the conventional Central Store path is \<domain>SYSVOL<domain>PoliciesPolicyDefinitions. The store is shared for the domain, not attached to an individual GPO. Its files replicate through SYSVOL to domain controllers. When a Central Store exists, Group Policy tools use its definitions rather than the local files in C:WindowsPolicyDefinitions. Microsoft’s Central Store article says to use ADMX download packages only for the Central Store scenario and warns that replacing files in the local PolicyDefinitions folder is unsupported.
Choose the Windows 11 template release
Use Microsoft’s Administrative Templates download page to select the package appropriate to the Windows versions and settings your organization administers. The page lists packages for Windows 11 25H2, 24H2, 23H2, and 22H2, including a 22H2 v3.0 listing. The newest package is not automatically the right choice for every mixed-version fleet: compare the definitions and settings needed across the Windows releases you support. Microsoft also links release-specific Group Policy Settings Reference spreadsheets from that page.

Templates can gain definitions after a Windows feature release. For example, Microsoft notes that AllowedNonAdminPackageFamilyNameRules was added to AppxPackageManager.admx for Windows 11 24H2 and 23H2 in the January 2025 servicing update. Check the current Microsoft download page and package details when selecting a version-sensitive template set.
Stage and promote a Central Store update
- Get the files. Download the Administrative Templates package for the selected Windows 11 release from Microsoft’s Central Store guidance page and extract it. Work from its
PolicyDefinitionstree, preserving the language subfolders. Do not install the package by replacing the localC:WindowsPolicyDefinitionsfiles; Microsoft says these downloads are for Central Store use. - Identify required extensions. The Windows package may not include every application or Windows-component template your organization uses. Obtain those templates from the relevant vendor or component’s official instructions. Select the matching ADMX and ADML deliberately: for example, Microsoft’s PowerToys instructions place the ADMX in the PolicyDefinitions root and its language resource in the corresponding language folder.
- Prepare a separate staged folder. In SYSVOL, create a version-identifying folder such as
PolicyDefinitions-24H2. If there is no existing store, create the productionPolicyDefinitionsfolder instead. Microsoft’s update guidance recommends staging a new version separately so it can be reviewed before promotion. - Copy and review the complete set. Put required ADMX files at the staged folder’s root and the ADML files for each administrator language in matching culture folders. Include application and OS-extension templates still needed, not just the files in the Windows package. Microsoft says a PolicyDefinitions tree can come from an up-to-date Windows client or the separate package; if using a client, verify that the latest updates to its files are installed. Compare the staged contents with the current store before switching.
- Promote with rollback available. After review, rename the current production folder to an archive or versioned name, then rename the staged folder to
PolicyDefinitions. Keep the previous folder available in case the new set causes a serious issue. Once the replacement is stable, move the old copy out of SYSVOL.
Validate the definitions in Group Policy Management
- Open Group Policy Management Console (GPMC) and edit a domain GPO.
- Check the relevant Computer Configuration or User Configuration > Policies > Administrative Templates node for the expected policy category and setting.
- If a template was just added, allow for domain replication. Microsoft’s PowerToys instructions say new files replicate at the next domain replication interval; the reviewed Microsoft guidance does not specify a fixed wait time.
Seeing a policy in the editor confirms that its definition is available to administrators; it does not configure or deploy that policy. To change computer behavior, configure the policy in a GPO and manage the GPO’s scope and application separately.

Troubleshoot missing or uneditable policy settings
If a policy appears under Extra Registry Settings or cannot be edited normally, check for a missing or mismatched definition before treating the GPO itself as the problem. Microsoft’s troubleshooting guidance describes this symptom when the editor lacks the definitions for settings already in use.
- Confirm that the domain’s SYSVOL
PolicyDefinitionscontains the required ADMX file, rather than checking only the editing computer’s local folder. - Confirm that the matching ADML is present in the language folder used by the administrator’s editor.
- Verify that the template version includes the setting and that any required application or OS-extension templates were included in the staged set.
- Account for Central Store precedence: when it exists, domain editing uses the store’s files rather than local PolicyDefinitions. Installing a newer local template may therefore make no difference to GPMC.
Microsoft documents a registry override that can force local ADMX use in specific troubleshooting or testing contexts. Treat it as an administration-workstation diagnostic, not a replacement for maintaining a correct production Central Store.
