Open the government page, choose the cookie setting that fits your purpose, save it if the site offers a save control, and confirm the notice has closed before you capture the screenshot. You usually do not need to accept every cookie: some Indian government sites distinguish essential cookies from optional ones. The exact choices and button labels vary by website, so check the live notice rather than assuming there is one universal process.
Choose a cookie option that matches your purpose
Read the notice or open its settings before capturing the page. If it separates essential cookies from optional categories, keep the essential cookies needed for the site and select optional categories only if you want or need their functionality. Do not treat “Accept all” as a required step unless the site makes a particular function you need unavailable without the relevant cookies.
The National Portal of India and the Department of Economic Affairs provide examples of essential and optional choices, with a “Save Preferences” control. The National Portal says its optional functionality cookies are activated based on visitor preferences. These examples show why it is worth checking the available controls; they do not establish that every government website uses the same categories or labels.

Accept or save the notice, then take the screenshot
- Open the specific Indian government page you need to document.
- Inspect the cookie notice. Choose “Accept all” only if that is your intended choice; otherwise use the available decline, customize, or preference controls.
- If you change categories, select the site’s save button, such as “Save Preferences,” when provided.
- Wait for the notice to close, then check that the page content you want to show is visible. If it remains open, revisit the settings or look for a separate confirmation button.
- Capture the page. If another person must verify the screenshot, record the page URL and capture time separately and include enough surrounding context to identify what the image shows.
What can happen after you decline cookies?
Cookie behavior is specific to each site. The ICCR privacy policy says its site stores whether a visitor accepted or declined the notice in local storage on that visitor’s device, so the notice is not shown again. That describes ICCR’s stated implementation; it should not be assumed for other sites.

The Prime Minister’s Office (PMO) policy says some login or customizable sections may require cookies and may not work properly if cookies are refused. If a page feature you need is unavailable, review the site’s settings and decide whether enabling the relevant category is appropriate. This is not evidence that every government page requires accepting all cookies.
Make the screenshot interpretable
A screenshot records what was visible at capture time, but it may not by itself establish when the page was captured or whether its information is current. For a record another person will assess, keep the URL and capture time with the image. The Government of India’s Guidelines for Indian Government Websites (GIGW) call for ownership information on important pages and a posted or reviewed date for information; those details can help a reader judge the page’s context and currency.

Troubleshooting
- The banner stays visible: Check whether the site requires a separate save or confirmation action after you select preferences. Button names and behavior differ by site.
- The banner returns on another visit: Persistence is site-specific. ICCR says it remembers the choice in local storage; do not expect every site to store it the same way.
- A login or customization feature stops working: The PMO policy notes that some such functions may depend on cookies. Revisit the categories and enable only the setting needed for the function, if you choose to do so.
- You cannot find a decline or customize option: Inspect the notice and any settings link; do not assume that another site’s controls or wording apply. If the page provides no suitable choice, decide whether to proceed with the available option or document the page without changing preferences.

Do I have to accept all cookies to take a screenshot?
No general rule says you must accept all cookies. Choose among the controls the particular site provides; a feature you need may depend on cookies, but that is site-specific.
Will my cookie choice remain saved?
It depends on the website. ICCR says it stores acceptance or declination in local storage, but that should not be generalized to other government sites.
