Govern the predictive model, the agent that acts on its output, and the tools and data around them as one lifecycle system. Before deployment, set an accountable owner, define the agent’s purpose and authority, map who could be affected, and decide what human oversight is appropriate. Then test the complete system in deployment-like conditions, monitor its outcomes, and prepare to pause or change it when risks shift. NIST’s voluntary AI Risk Management Framework (AI RMF 1.0) organizes this work around Govern, Map, Measure, and Manage.
What exactly needs to be governed?
A predictive-analytics agent is more than a model that produces a score or forecast. Governance should cover the full chain: the data and model that generate a prediction; the agent that interprets it; the tools and connected systems the agent can access; and the actions or decisions that follow. NIST’s AI RMF calls for mapping system components, context, intended use, and impacts, and for considering human-AI interaction. Applying those ideas to an agent means documenting its permissions and downstream effects, not just the model’s performance. NIST AI RMF 1.0 is voluntary. Its four functions are adaptable outcomes, not a mandatory checklist, and Govern is meant to inform the other functions throughout the system lifecycle. Use the framework to organize decisions; do not treat it as a substitute for sector-specific or jurisdiction-specific legal analysis.
Set the agent’s authority before choosing controls
The consequences of a wrong prediction depend partly on what the agent is allowed to do with it. The following authority levels are a practical design aid, not a NIST-published classification or scoring rubric.

Choose the least authority that still serves the intended purpose. For each permitted action, specify relevant limits, approval requirements, and what the agent must do when it lacks reliable information or encounters an unexpected condition.
How should an organization set ownership and policy?
In the Govern function, assign responsibility for the system and make risk decisions part of ordinary operations. A named owner should be accountable for whether the use remains appropriate, while operational roles should be clear enough that issues are not left between the model team and the team deploying the agent.
- Identify who owns the model, who operates the agent, who approves consequential actions, who can override or stop execution, and who reviews incidents.
- Document the intended use, unacceptable uses, organizational risk tolerance, and policies that apply to data, model changes, agent permissions, and human review.
- Set change-control and recordkeeping procedures so teams can identify the model version, relevant policy, agent action, and responsible decision-makers involved in an outcome.
- Assign a process for reviewing the system as its context, components, knowledge, or organizational expectations change.
These are lifecycle practices aligned with the AI RMF’s Govern outcomes; the framework does not prescribe one universal approval arrangement. The organization must decide who can authorize a use and what evidence is needed for that decision.

What must be mapped before deployment?
The Map function establishes what the system is for, where it will operate, and what could happen as a result. Record enough detail for reviewers to see how a prediction becomes an action, including dependencies outside the model itself.
Describe the use and its context
- State the intended purpose, users, operating setting, scope, and expected benefits and costs.
- Identify people or groups affected by the prediction or action, including people who may not directly interact with the agent.
- List relevant data sources, third-party software, model components, connected tools, and systems that receive or act on outputs.
- Describe plausible harms, including errors, misuse, security compromise, and effects that may be difficult to reverse.
Trace prediction to action
For each important workflow, document what output the model supplies, how the agent interprets it, what policy governs the next step, and what system or person receives the result. Define what happens when inputs are missing, predictions fall outside a known operating range, tools fail, or the agent cannot determine whether an action is allowed. This makes the decision context visible instead of treating a model score as self-explanatory.
How should human oversight work?
Oversight should fit the system’s authority, potential impact, and operating context; it does not mean a person must approve every action. NIST describes human-AI configurations ranging from fully autonomous to fully manual and emphasizes differentiating human roles and responsibilities. It also notes that interaction can affect outcomes: AI may amplify human bias in some conditions, while well-organized teams may complement each other. The organization should define the actual review and intervention process for its use, rather than assuming that a human in the loop automatically makes it safe. See NIST Appendix C.

- Specify which actions require advance approval, which can proceed within limits, and which conditions require escalation.
- Give reviewers enough time, information, and authority to question, override, or stop the system where appropriate.
- Define how an affected person or internal reviewer can challenge an outcome when the use warrants a contest or appeal route.
- Check whether the human process is workable in practice, including the risk that frequent alerts or opaque recommendations make meaningful review difficult.
How should the model and agent be evaluated?
In Measure, assess the model and the complete AI system in conditions relevant to deployment. A model’s predictive performance alone cannot establish that an agent is safe or appropriate: the agent may misinterpret an output, use a tool incorrectly, or take an action with consequences the model evaluation did not cover.
Test the full workflow
Define evaluation methods and metrics for the intended context. Test representative inputs and operating conditions, including plausible edge cases and failures in data, tools, or connected services. Document where performance is uncertain, where the model may fail to generalize, and what the agent is expected to do when those limits are reached. Establish monitoring for behavior and outcomes after launch, along with a route for users and operators to report problems.
Make tradeoffs explicit
Review validity and reliability, safety, security and resilience, accountability and transparency, explainability and interpretability, privacy, and fairness. These characteristics can conflict: NIST AI RMF 1.0 gives predictive accuracy versus interpretability as an example and says tradeoffs depend on context and should be transparent and justifiable. It states, “Human judgment should be employed when deciding on the specific metrics related to AI trustworthiness characteristics and the precise threshold values for those metrics.” The organization should therefore document why it selected particular measures and thresholds, not imply that a single score proves trustworthiness. Compare deployment choices on the risks that matter
When deciding whether to launch, limit, or redesign a workflow, compare the real options against questions such as:
- Impact and reversibility: What is the likely consequence of an incorrect action, and can it be undone?
- Autonomy and permissions: Does the agent recommend, prepare, or execute? Which data and tools can it access?
- Performance and limits: How does the system behave in deployment-like conditions, and where are its known boundaries?
- Oversight and contestability: Who can review or override an outcome, and can they do so in time?
- Security and resilience: What protects the model, data, tools, and connected systems from compromise or disruption?
- Accountability and evidence: Can the organization reconstruct which data, output, policy, and agent action led to an outcome?
These are decision prompts derived from the AI RMF’s themes, not a NIST scoring method.

Manage risks by deciding which ones need priority attention, whether deployment should proceed, and what response is appropriate. Record the decision and any residual risk. Possible responses include mitigation, narrowing the use or permissions, delaying deployment, or not proceeding where the remaining risk is unacceptable under organizational policy.

Before launch, define how operators can pause or disable the agent, how incidents are reported and investigated, and how service is recovered. The response plan should cover communication to relevant internal teams and affected parties where appropriate. Keep a record that allows an incident reviewer to trace the prediction, relevant system state, policy, and action. Reassess when monitoring shows unexpected behavior, a material component or use changes, or the surrounding context shifts; do not treat launch approval as permanent approval.
What NIST guidance is available for agent security?
NIST’s Security and Resilience page describes Control Overlays for Securing AI Systems (COSAiS) as work in development. Its listed use cases include using and fine-tuning predictive AI, a single AI agent system, and a multi-agent system. Because the page describes these overlays as being developed, they should not be presented as final requirements or completed guidance. Consult the NIST AI Research—Security and Resilience page for its current status.
The NIST materials cited here provide a voluntary risk-management framework, not a jurisdiction-specific legal determination. Legal duties can depend on country, sector, data, and decision use; identify those facts and obtain the appropriate legal review rather than assuming one governance process establishes compliance everywhere.
